I have received and read the electronic mail, together with Appendix 1 and the Service Agreement outlining the requirements of the UKHCA Skills for Care 2016/17 project and the associated paperwork. UKHCA has made a Service level commitment to my organisation as part of the partnership. (UKHCA receives an administration management fee direct from Skills for Care).

I confirm that the training subsidised through this agreement will not contravene the double funded rules outlined in Appendix 1. (Where Individual QCF unit/certificate/diploma has received funding from another source only associated costs can be claimed from this project. Additional guidance is available with UKHCA Cost Summary Sheet). The principal remains that WDF funding cannot result in a surplus/profit.

By signing and returning this letter I understand and accept the conditions of the project as set out in Appendix 1 and the Service Level Agreement and agree to:

  • Provide UKHCA with the information they need to meet the requirement of the funding authorities
  • Provide equal access to training and the necessary support to all my employees and volunteers.
  • Reimburse the UKHCA of any outstanding costs as a result of my organisation providing invalid or incorrect information.

I also accept that the funding is allocated on a first come first served basis and may be capped. In addition I acknowledge that completion of the request for allocation does not in itself guarantee funding.

Appendix 1

UKHCA Skills for Care Workforce Development FundNAT-WDF-01 (2017-18)(this does not support CIS or short Courses). Funding support is available for:-

  • QCF Health & Social Care eligible units & intermediate and advanced level Apprenticeships in social care. Skills for Care list of acceptable unitsis provided electronically or can be downloaded from
  1. Amount of subsidy available: Under this project we are offering:-

QCF units & Apprenticeships completed between 1.1.2017 & 31.3.2018will be funded at £15.00 per credit. (A QCF unit consist of a number of credits e.g. if QCF unit consist of 3 credits - £45.00 will be funded). For 2017/18 Skills for Care will only fund 60 credits per learner

  1. Restriction on Number of Units that can be claimed by each organisation.

UKHCA has imposed a quarterly restriction on the amount of funding that can be claimed per organisation/office. This will be reviewed on a quarterly basis in the light of usage. Funding will still be on a first come first served basis. Claims should be submitted as soon as the training has been completed.

  1. Partnership & NMDS-SC Eligibility

This funding is only available to those organisations that complete a partnership/declaration form and are accepted as a partner. Organisations cannot claim from more than one partnership. The organisation and its branches must also have a NMDS-SC reference number and have complied with the Skills for Care requirements of 90%+ updated on or after 1.4.2017(NMDS-SC online website NMDS-SC Support Service 0845 873 0129)

  1. Skills for Care paperwork & evidence requirements

In order for Skills for Care to pay the above subsidy the employer needs to be able to demonstrate that the new worker has received and completed the training to the standards required by Skills for Care. This will be achieved by successfully completing the following paperwork and returning this to WDF Project Officer, UKHCA, Sutton Business Centre, Restmor Way, Wallington SM6 7AH. NEW SKILLS FOR CARE REQUIREMENT. WITH EACH CLAIM/BATCH OF CLAIMS YOUR ORGANISATION IS REQUIRED TO COMPLETE A 2017/18 EMPLOYER SUBMISSION FORM.

With each candidate claim UKHCA requires written details of the cost of the training and any other funding received. (UKHCA reserves the right to request additional evidence to support the claim)

  • QCF & Apprenticeship Health & Social Care Units/Awards Unit summary sheet – use either the example provided or your training providers equivalent. The sheet/s should include candidate name, awarding body details, candidate’s registration number, award level, unit code and unit title (e.g. QCF level2, HSC25 “the Role of the health and social care worker”). The verifier must print their name, sign and date each unit. Skills for Care will also accept internal verification progress reports or equivalent with the same information as the unit summary sheet. Learner’s Certificate should include all this information except the verifier requirements Sample Units If your organisation is claiming for “sampled” units a letter from the partner organisation/or trainer should be sent with the claims explaining the sampling policy. NOTE Skills for Care now require the Unique Learner Number (ULN) for each learner (10 digit code). This can be found on the results slips or from the previous or current learning provider.

For all claims the full name of the candidate should be supplied (given name and family name). Where candidates’ names have changed due to marriage/divorce/deed poll a brief letter is required advising of the name change by providing the existing and the new details so that Skills for Care can update the records.

  1. Double funding

It is the responsibility of individual organisations to ensure funding support from Skills for Care is onlyclaimed for employees or volunteers , involved in social careand is:-

  • Not being sought for units where individuals funded under this project have received funding from other Skills for Care England funding partnerships.
  • Not sought for units/awards/diplomas achieved with free training or when combined with other sources where the funding exceeds the cost of the training e.g. if 50% of the units have been funded through another sources the remaining 50% can be funded through WDF project up to the maximum credit values per unit, but not exceeding 50% of total cost. (e.g. no profit/surplus must be made from these funds). UKHCA requires written evidence through the completion of cost summary sheet to ensure the total funding does not exceed the subsidy being claimed. Associated costs can be claimed under this project (details attached to cost summary sheet).
  • A key criterion for organisations that wish to access WDF is that they directly employ adult social care staff. Agencies that introduce candidates to social care employers cannot claim WDF as they do not employ care providing staff.

The organisation should keep a copy of all paperwork submitted for funding as well as invoices relating to the purchase of the training. ORGANISATION’S NAME & DETAILS MUST BE ON PAPERWORK SUBMITTED

  1. Service Level Agreement

In order to benefit, your organisation must complete and return the Agreement form agreeing to the conditions outlined in the Service Level Agreement and the terms outlined in the Agreement form and accompanying Appendix 1. By accepting your Agreement form UKHCA has made a Service Level commitment. Any variance to this commitment will be electronically communicated. UKHCA make monthly claims commencing in June 2017 and ending on 22 March 2018. Deadline for submitting claims to UKHCA is 7 March 2018. The maximum number of units UKHCA will accept in one claim is 100 units.

  1. Payment of Subsidy

Payment is made once UKHCA receives the funds from Skills for Care. This takes approximately 8 weeks from date of Claim submitted to Skills for Care. Towards the end of the project there is usually a delay in settlement from Skills for Care. All payments are made through the BACS system direct into partner organisation bank account

  1. Audit Requirements/Complaints Procedure

To satisfy Skills for Care requirements, a quality audit will be undertaken of the training delivered and partners should be advised that a member of the training team may contact them or their care worker regarding the training provided. The audit will involve either a telephone or face-to-face interview or a request for training materials to be sent to the UKHCA. UKHCA takes the prevention of fraudulent claims very seriously and will take appropriate action should any instances come to light. If you have any concerns regarding this requirement please contact UKHCA. If your organisation is not satisfied there is a complaints procedure (this is attached)together with the Service Level Commitment and Partners Organisation Service Agreement.

UKHCA COMPLAINTS PROCEDURE

SKILLS FOR CARE WORKFORCE DEVELOPMENT FUND 2017-18

UKHCA will investigate all complaints in relation to the operation of the UKHCA Workforce Development Fund contract.

  • Partner organisations should provide written details of the complaint to the Compliance Manager, together with relevant paperwork.
  • UKHCA WDF Project Supervisor will acknowledge receipt of the complaint within 7 working days of receipt.
  • The initial investigation will be undertaken by the WDF Project Supervisor and a response to the points raised by the complainant will be made within 14 working days. If information has been sought from Skills for Care the timescale may be longer.
  • If the partner organisation considers the response unsatisfactory then the issue will be raised with the Director of Corporate Services who will further investigate the matter and arbitrate accordingly and whose decision remains final.
  • You have the right to appeal to Skills for Care.

PARTNER ORGANISATION SERVICE AGREEMENT

In order to claim under UKHCA WDF contract, partner member organisations are required to:-

  • Complete and return UKHCA Agreement form agreeing the UKHCA WDF project conditions outlined in Appendix 1 and any subsequent guidance issued by Skills for Care and/or UKHCA.
  • To meet Skills for Care requirements relating to NMDS-SC – all records are updated on or after 1 April 2017. Additional information on the National Minimum Data Set (NMDS-SC) can be found on and the NMDS-SC support service 0845 873 0129
  • Compete and return a WDF employer claim submission form with all unit summary sheets and certificates.

It is the responsibility of the partner member organisation to ensure that:-

  1. There is equal access to training and necessary support to all employees and volunteers. WDF funding is only available for your own employees and volunteers.
  2. Training subsidised through this agreement does not contravene the double funded rules outlined in Appendix 1. The Skills for Care declaration agreement makes it clear that you cannot make a surplus/profit from claiming WDF funding.
  3. UKHCA is provided with the information required to meet Skills for Care evidence requirements as outlined in Appendix 1 and subsequently guidance issued by Skills for Care and/or UKHCA. If additional guidance is issued UKHCA will publicise this on the web site and send individual electronic messages to partners.
  4. Claims are submitted using the 2017/18 forms provided by UKHCA or from your training provider as soon as the training is completed. Copies are provided electronically.Each Claim/batch of claims must be accompanied by a completed 2017/18 WDF Employer Submission Form. (SFC New requirement)
  5. Copies of all claims must be retained within the organisation, together with relevant evidence relating to the training claimed for under this project, including the cost of the training.
  6. UKHCA is provided with up to date details of a contact person and electronic address for communication purposes.
  7. Once Skills for Care approves claims for settlement provide on request details of the organisation’s bank account for payment through the BACS system.
  8. Partners could be invited to participate in providing confidential feedback on the administration of the project; good and poor practice by their Training Providers and any improvements they would wish to see in 2018/19 project.

SERVICE LEVEL COMMITMENT

Partner organisations complete Skills for Care declaration agreement & UKHCA agreement form and meet Skills for Care NMDS-SC requirements are eligible to claim units.

  • £15.00 per QCF & Apprenticeship credit between 1 January 2017 and 31 March 2018. Each QCF & Apprenticeship unit is made up of a number of credits. To guarantee claims are submitted before closure of the project the deadline for receipt is 7 March 2018.
  • The completed units must have been signed off and dated by the internal verifier within the specified period. (Name, Signature & Date) not required iflearner’s certificate is supplied) The Unique Learner No (ULN) must be provided with all claims
  • A full list of eligible QCF units & Apprenticeships can be downloaded

The allocation of funding is on a first come first served basis (claims should be sent as soon as eligible as last year we used all our allocation before end of contract). Skills for Care limit is 60 credits per learner for 2017/18. UKHCA has limited the amount that any organisation/office can claim (this is to be reviewed quarterly in the light of demand). The limit will be notified electronically to all partners. Do not submit any more than 100 units at a time.

UKHCA provide master forms together with guidance on how to make a successful claim and details of the Skills for Care evidence and NMDS-SC requirements. (Training providers summary sheets are acceptable). SFC New Requirement. An organisation must complete a WDF Employer submission Form with each claim/batch of claims.

UKHCA will not acknowledge or process claims unless the partner organisation is eligible to claim i.e. that their NMDS information has been updated since 01/04/17.

UKHCA will submit eligible units to Skills for Care monthly commencing in June 2017 and will electronically notify partners once the claims have been paid by Skills for Care. UKHCA closure date is 7 March 2018; Last Claim to Skills for Care will be made on 22 March 2018.

Payment of eligible units is approximately 20 working days after funds had been received from Skills for Care, usually 8 weeks from date of Claim submitted to Skills to Care. All payments will be made by BACS direct into partner organisation bank account. Written and Electronic notification of this payment together with a list of paid claims is sent.

As part of this project Skills for Care pay UKHCA a set administration management charge.
