Attention Hospital Employees
A study team from three universities will be at our hospital this week to interview hospital employees about their job satisfaction and what could be done to improve the satisfaction and morale of health workers in hopes of keeping them on the job.
The study team invites all hospital employees to complete a survey. You can complete the survey on your own, or you can ask one of us to complete it with you. It should take about 15-30 minutes.
The study team will also sponsor three focus groups: one for nurses, one for allied health personnel (including pharmacists) and one for physicians. These are scheduled as follows:

We hope to learn what things the Ministry of Health and other health care employers could do to improve working conditions and other factors that would improve health worker retention in Uganda.

Uganda Health Worker Retention Study
Field Supervisor Scope of Work
Background: The Uganda Health Worker Retention study will be conducted in 18 hospitals (or health centers, where no hospital is available) in nine districts of Uganda. There is a data collection questionnaire for people currently in health worker positions, a questionnaire for those who have left positions in the previous year, and a set of questions for focus group discussions for three separate focus groups (nurses, physicians or clinic officers or allied health professionals).
Mission: To provide leadership to field data collection teams and oversight that will ensure the quality and integrity of the assessment and data.
►Duration of Position and Estimated Level of Effort:
- July 5 through 29, including some weekends for travel
- Full-time
►Supervisor: Study Coordinator, Dr. Anneke Zuyderduin
►Responsibilities:
- Confirm arrangements with facilities and Health District Directors prior to visits
- Make initial contact with the Health District Directors as we enter each district.
- Ensure there are no missed opportunities to collect information about LEAVERS; map the location of leavers from the lists so that we can find them for questionnaire administration
- Provide logistical guidance in field for data collection team, including recruiting focus groups
- Convene daily team meetings to ensure camaraderie, communication and quality control
- Monitor data collection process to ensure field manual protocols and procedures are being followed, provide guidance to team workers
- Ensure a sufficient quantity and availability of blank questionnaires
- Ensure all completed questionnaires and tapes are collected and properly labeled and stored
- Assign and document questionnaire tracking numbers
- Ensure tapes are of good quality and will work for transcription
- Review of all completed questionnaires to ensure clarity and accuracy
- Participate actively in data collection alongside the field team workers
- Keep daily summary record regarding activities of the day
- Maintain contact with Study Coordinator
- Review focus group notes daily for assessment of content depth and quality

►Supervisor: One of three field supervisors (Sindhu Ramalingam, Charles Isabirye, Catherine Tumusiime)
►Responsibilities:
The Data Collector is the most important team member for the study. Data collectors serve as the primary contact with all respondents. The primary function of the data collector is to ensure the gathering of accurate and complete data. Additionally, the data collector will
- Meet with other team data collectors daily to review and summarize events, successes and problems encountered;
- Maintain routine communication with designated field supervisor regarding progress or difficulties in meeting team fieldwork targets and objectives;
- Take detailed and specific notes if assigned responsibility as notetaker of focus group (not too general);
- Ensure the safekeeping of all completed written and taped interviews;
- Ensure adherence to study fieldwork protocol and quality assurance guidelines regarding interview techniques and data collection and management;
- Undertake daily quality assurance review of completed questionnaires and written transcripts;
- Determine, in collaboration with the supervisor, actions to be taken in the event that significant problems are encountered in any questionnaire.
►Requirements:
- Successful completion of Needs Assessment Data Collection training, July 5-7, 2006.
- Commitment to quality and control of data.
- Demonstrates respect for facility requests and guidance regarding site contacts.
- Demonstrate respect for other team members and work collaboratively.
In-Depth Interviews with Managers
- We will visit the District Directors of Health Services (DDHS) in each of the selected districts to get permission to visit the hospitals in his district.
- During those visits, we also hope to gather information from the DDHS about the health workforce issues his facilities face.
- Specifically, we will ask that individual to answer questions about the health professionals who left positions in the district over the year 2005
Questions for managers
1. Thank you for meeting with us. I’d like to review the purposes of the study with you and obtain your consent for the interview. (Have them sign consent form.)
2. Do have knowledge of the health workers who left employment in your district (or hospital, depending on where they are based) since July 1, 2005?
- Can you share with us a list of those workers?
- Can you tell us their: names, how to find them (specific contact information)?
- What employment do you think they have now?
- What cadre were each of them?
- Please tell us the gender and age of each one.
- Why do you think each of these people left employment here?
3. How long did it take to fill each of the positions that these individuals vacated?
At each facility, please obtain the following information

Number of key licensed personnel: physicians, nurses, allied health, pharmacists
Number of vacancies, how long they have been open
How long did previous vacancies take to fill?
