This secondment provides an exceptional opportunity for an existing member of UCL staff to secure broad experience in one of UCL’s largest Institutes. It will provide a rare opportunity to gain exposure to clinical and non-clinical environments, working with critical institutional partners (GOSH, GOSHCC) and securing an understanding of cutting edge research for the improvement of child health and to address rare diseases.

The current role holder is being seconded as Faculty Manager of The Bartlett School of Architecture, from early March, so the role is available for one year from that time.

Depending on the capability and capacity of the individual appointed, there will be the opportunity to take on the additional role of Deputy Director of Operations, FPHS (20% FTE). It is anticipated that this could occur from a minimum of two months after appointment and would give exposure to working at Faculty level, so support career progression for staff already working at Institute/Division level.

INTRODUCTION

Background to the Faculty of Population Health Sciences

In 2011 the School of Life and Medical Sciences (SLMS) was restructured into four Faculties of (1) Medical Sciences (2) Life Sciences (3) Brain Sciences and (4) Population Health Sciences. These structural changes have further enhanced the exceptionally strong base of research and teaching in Biomedicine at UCL.

The Faculty of Population Health Sciences aim is to deliver outstanding research and teaching for improved human health. The unifying concept that informs our scholarship and educational activity is the life course.

Our research elucidates the biological, behavioural and psychosocial processes that operate across an individual’s life, and across generations, that affect the development of disease in populations. This research informs our undergraduate, postgraduate and vocational teaching. We have Institutes and Divisions that together represent each life-stage, from conception, birth, childhood, adolescence into adulthood, older age and death.

The Institutes of Child Health, for Women’s Health, of Cardiovascular Science, for Global Health, Clinical Trials & Methodology, Health Informatics and Epidemiology and Health Care comprehensively address all these phases and periods, and the health variations associated with them at a population level.

We also undertake studies that inform the development of services, interventions and policies that address health disparities that occur as a consequence of exposures throughout the life course.

In our work with other Faculties and through the Domains and UCL Partners, and with neighbouring academic and health service colleagues, we aim to realise the translational vision expressed in the structure of the School of Life and Medical Sciences. Great Ormond Street Institute of Child Health

The UCL Great Ormond Street Institute of Child Health (GOS ICH), together with its clinical partner Great Ormond Street Hospital for Children (GOSH), is Europe’s leading centre for child health research and teaching. The Institute’s overall mission is to:

Improve the health and well-being of children, and the adults they will become, through world-class research, education and public engagement.

In support of this mission, GOS ICH pursues interdisciplinary research, with around 150 principal investigators, which addresses the understanding, diagnosis, therapy and prevention of childhood disease. Complementary to its world-leading research programmes, ICH has an extensive education programme focussed on child health, offering a wide range of undergraduate, postgraduate and continuing professional development courses. The annual turnover of GOS ICH is around £58 million and there are opportunities for additional income generation.

THE POSITION

The Institute Manager will be the senior professional leader of the GOS ICH. The appointee will work closely with the Institute Director (a research professor), to support their leadership role, and to the Faculty Manager.

THE ROLE

The post is responsible for providing leadership for the effective delivery of all Professional Services within GOS ICH (Human Resources, Finance, Research, Web Development and Communication, Education, Events and Laboratory Management) in support of the Institute Director and Executive.

The primary functions of the position are to:

  • provide professional service leadership and ensure that all support service functions are delivered in an efficient, responsive and professional manner supporting excellence in research and teaching;
  • ensure that UCL and Faculty policies are implemented and operating effectively;
  • propose and support the delivery of a rolling three year financial strategy; and
  • support the role of the Institute Director, implementing the Institute’s operational strategy, providing management information and clear advice and guidance.

Reporting Lines

The post reports to the Institute Director, whilst working closely with theDirector of Operations, Faculty of Population Health Sciences (FPHS), who is responsible for the development and delivery of the overarching Faculty strategy.

The Institute Manager will meet weekly with the Institute Director, monthly with the Director of Operations and monthly with other Institute Managers from the FPHS and with the Institute Executive. The Institute Manager attends Senior Management Team meetings weekly and Institute Management Team meetings monthly. The Institute Manager is required to ensure that Institute Staff Meetings are held twice a year.

Within the Faculty of Population Health Sciences service standards and best practice must be developed across the five constituent Institutes to deliver the most effective and efficient processes possible. Networks have been developed across the Faculty which Institute Managers will be involved with, but are not required to lead.

Main Duties & Responsibilities

  • Support the development and delivery of the Institute’s strategy and monitor progress towards aims and objectives.
  • Co-ordinate strategic implementation planning (development of business plans, expenditure projections and options appraisals).
  • Develop operational knowledge of the Institute, of Institutional procedures and policies and of the support provided by UCL Professional Service Staff to facilitate the provision of sound advice and guidance to the Institute Director and Institute Management Team, either directly or through appropriate colleagues.
  • Review and revise service standards and local policies and procedures for the efficient operation of all support services across the Institute, ensuring alignment and compliance with Institutional policies.
  • Provide effective leadership and management of the central administrative team reviewing workloads, resources and training needs.
  • Ensure that clear guidelines and processes exist within each core area (Finance, Human Resources, Education) to deliver appropriate and clear services and fulfil the Institute’s strategic objectives.
  • Co-ordinate the timely production of management information, reports and returns for the Institute as required.
  • Support the Director in implementing change management strategies.
  • Contribute to Faculty meetings, committees and working parties.
  • Assist the Director in managing relationships with key partners and sponsors
  • Any other duties appropriate to the grade of the role as required by the Institute Director and Faculty Manager.
