GENERAL SERVICES ADMINISTRATION
BUILDINGS DELEGATION
The objective of the General Services Administration (GSA) buildings delegation component is to provide a funding mechanism for the USGS to operate and manage the day-to-day operations and maintenance of the J.W. Powell Building and the Advanced Systems Center.
Delegated functions include, but are not limited to, building operations, maintenance, cleaning, overseeing fire and life safety, maintaining high voltage switchgear and fire alarms, recurring repairs, minor alterations, historic preservation, concessions, and energy management. Expenses incurred include, but are not limited to, direct labor, travel, administrative support, supplies, materials, contractual services, and utilities.
Background. The USGS has delegated authority for the J.W. Powell Building and the Advanced Systems Center as provided by 40 U.S.C. 121 (d) and (e) (formerly subsections 205 (d) and (e) of the Federal Property and Administrative Services Act of 1949, as amended, and 40 U.S.C. 486 (d) and (e), respectively). With this delegation, the USGS has the authority to operate and manage day-to-day operations of the buildings. GSA has revised the procedures for delegations of operation and maintenance authority for federally owned properties. These revised procedures apply to Federal space where a tenant agency has been delegated responsibility for securing services such as cleaning, maintenance, and utilities. Because of the need to expend the facility funds in a manner corresponding to GSA’s no-year funding (Federal Building Funds) mechanisms and GSA National Capital Region long-range capital improvement plan, no-year funding is a prerequisite to administering the delegation.
Responsibilities.
1. The Chief, Office of Management Services, APS, is responsible for the following:
(a) Providing the Chief, Branch of Facilities Management, and staff with guidance on component policies and procedures and periodically reviewing the component for compliance with these policies and procedures.
(b) Providing any internal reports and financial plans to the Bureau Budget Officer on the operation and financial condition of the component.
(c) Providing component oversight, including pricing schedule and other necessary documents.
2. The Chief, Branch of Facilities Management (or designated individual), is responsible for the following:
(a) Complying with the policies and procedures of the component and notifying the Chief, Office of Management Services, of any discrepancies or problems.
(b) Developing an annual operating budget for the component.
(c) Certifying that funds are available prior to the approval any expenditure.
(d) Preparing necessary financial reports.
(e) Maintaining all necessary documentation for the component.
