Enclosed is a Request for Quotations (RFQ) for repairing the waterproofing systems around disintegrator room on the roof of the Chancery building.

If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter.

The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Quotations are due by September 14, 2015, 10:00 A.M.

The Embassy intends to conduct a pre-quotation conference/site visit on September 4, 2015, 3:00 P.M. at the GSO conference room, U.S. Embassy Seoul, Korea. If you intend to participate in the conference, please contact Ms. Ko, Yun Seong (Tel. 02-397-4613, Fax: 02-397-4744) to make necessary arrangements for access no later than 5:00 P.M., September 2, 2015. Offerors are requested to limit the number of participants to two persons per company.

REQUEST FOR QUOTATIONS - CONSTRUCTION

A. PRICE

The Contractor shall complete all work, including furnishing all labor, material, equipment and services required under this contract for the following firm fixed price and within the time specified. This price shall include all labor, materials, overhead and profit.

A.1 VALUE ADDED TAX (VAT)

The Government will not reimburse the Contractor for VAT under this contract. The Contractor shall not include a line for VAT on Invoices as the U.S. Embassy has a tax exemption certificate with the host government.


B. SCOPE OF WORK


B.1 INTRODUCTION

The U.S. Embassy Seoul, Republic of Korea, requires repairing the waterproofing systems around disintegrator room on the roof of the Chancery building at the U.S. Embassy, Seoul, Korea.

The Contractor shall remove the existing waterproofing systems at the surrounded area of the disintegrator room, and repair the concrete surfaces, and install the elastomeric membrane waterproofing sheets on top of the concrete substrate on the roof of the Chancery building as per drawing A-01.

The Contractor’s employees will be escorted by the Embassy staff throughout the time they are at the work site. The contractor’s employees must make sure there are cleared American escorts present before entering the disintegrator room and roof where they are adjacent to the Control Access Area (CAA). All the materials of the waterproofing systems that are to be used adjacent to the CAA area shall be screened and cleared by the Security Engineering Officer (SEO) prior to commencing work.

The project drawings will be provided during the pre-quotation conference.

B.2 DESCRIPTION OF WORK

B.2.1  Temporary Work and REMOVAL Work

B.2.1.1  The Contractor shall provide temporary safety barriers and construction signs at the construction area.

B.2.1.2  The Contractor shall protect all the existing roof facilities, electrical, and mechanical devices from construction dust by covering them with clear plastic sheet during removal work on the roof of the Chancery building.

B.2.1.3  During construction work, the Contractor shall provide two (2) exhaust fan ventilators with flexible vinyl hoses to exhaust construction dust from the working area to an unobjectionable area.

B.2.1.4  The Contractor shall remove and dispose the existing waterproofing systems on the roof as per the drawing A-01.

B.2.1.5  All work producing noise, smells, or hot work (grinding/welding/soldering) shall be scheduled after hours, during weekends or holidays. The contractor shall request and receive approval of any hot work from the COR, before the work begins. The Contractor will assign a fire watch with extinguisher and a bucket of water during any hot work or grinding operations. Nearby smoke detectors and heat detectors must be protected from dust or damage, and uncovered following completion of said work.

B.2.1.6  In the event that the Contractor causes any damage while on U.S. Government property, the contractor shall repair said damage at his/her own expense.

B.2.1.7  The Contractor shall keep the work site clean and orderly on a daily basis during scheduled working hours.

B.2.1.8  The Contractor shall dispose of all the construction debris upon approval of the COR and submit a certificate of legal disposal of said construction debris.

B.2.1.9  The Contractor shall provide all workers and require use of appropriate Personal Protective Equipment (PPE) and Safety Harness Equipment as prescribed for each phase of the work.

B.2.2  General Requirement

B.2.2.1  Prior to construction commencement, the Contractor shall submit the product data including manufacturer's written instructions for evaluating, preparing, and treating substrate, technical data, and tested physical and performance properties of waterproofing for COR’s approval.

B.2.2.2  The Contractor shall accomplish all the waterproofing work in accordance with the manufacturer’s specification.

B.2.3  Surface Preparation Work

B.2.3.1  The Contractor shall relocate the existing concreter pavement blocks without any damage in safe manners so that the concrete pavements shall be re-used again after completion of the waterproof repairing work.

B.2.3.2  The Contractor shall remove the existing membrane sheeting waterproofing systems around the disintegrator room on the roof as per the drawing A-01.

B.2.3.3  Before installing waterproofing material, the contractor shall remove loose particle, flakes of paint, dust, dirt, organic matter, or other foreign materials on the existing roof and clean the surface. The Contractor shall verify that the substrate is visibly dry and free of moisture.

B.2.3.4  The Contractor shall prepare, fill, prime, and treat joints and cracks in the substrates, and remove dust and dirt from joints and cracks.

B.2.3.5  The Contractor shall prepare, treat, and seal vertical and horizontal surfaces at terminations and penetrations through waterproofing and at drains and protrusions.

B.2.4  Waterproofing Repairing Work

B.2.4.1  The Contractor shall repair the damaged waterproof systems around the disintegrator room on the roof. The contractor shall apply the “Premium Coat” system, produced by Hydrostop Inc. in accordance with the manufacturer’s specified procedures.

B.2.4.2  The Contractor shall re-install the matt insulations and concrete pavement blocks after the completion of work. If the insulation and concreter pavement block have any damage, the Contractor shall replace them with new ones.

B.2.4.3  The Contractor shall accomplish all the waterproofing work in accordance with the manufacturer’s specification.

B.2.4.4  The waterproofing system shall be composed of one primer coat, one layer of fabric, another primer coat and two finish coats. It provides total 40 ~ 45 mil (1 ~ 1.2 mm) thick layer of waterproof coats.

B.2.4.5  The Contractor shall make sure that the fabric for repairing the damaged waterproofing system is non-woven 100% polyester, stitch bond, heat set fabric with the following characteristics;

-  Weight: 3 Oz per square yard (106.31 grams/ square meter)

-  Tensile Strength: Wrap 74 lbs (33.6 kg), Fill 45 lbs (20.43 kg) per ASTM D 5034

-  Elongation @ Break: Wrap 21.3%, Fill 51.3% per ASTM D 5034

-  Ball Burst: 111 lbs (50.39 kg) per ASTM D 3787

-  Trapezoid: Wrap 13.5 lbs (6.13 kg), Fill 24.2 lbs (10.99 kg) per ASTM D 117

-  Thickness: 0.18 inches (0.457 mm) per ASTM D-1777

B.2.2.10 The waterproofing materials shall meet the technical characteristics as specified in Table 1.

B.2.2.11 Total waterproofing area to be repaired is 65m2 and the roof plan will be provided at the pre-quotation conference.

B.2.5  Exterior touch up Paint Work

B.2.5.1  The Contractor shall provide the touch up painting on the exterior wall of the disintegrator room on the roof to match the color of the existing exterior wall.
