Proposed function / Updating the Gender Responsive Budgeting (GRB) tool
Aim of this assignment / The consultant’s primary role will be to work with the CD&T team and selected Social Accountability Implementing Partners (SAIPs) to update the Gender Responsive Budgeting tool in the SA Guide with practical guidance/implementation steps, and to monitor its implementation.
The aim of the short term consultancy is to:
  • Research the existing experiences with GRB in Ethiopiain order to identify practical guidance for GRB tool implementation.
  • Support GRB tool implementationthrough theco-development of practical guidance/steps,which is currently lacking in the description of the GRB tool in the SA Guide.
  • Train selected SAIP Woreda Coordinators to use the updated GRB tool for their SA project implementation.
  • Monitor and backstop the implementation of the updated GRB tool application.

Activities to be performed / The Consultant will be required to provide significant technical input in the development of a practical guideline/ implementation steps to update the Gender Responsive Budgeting tool for ESAP2.
Key activities of the GRB expert are:
  • Review the materials collected so far by the MA, and possibly identify additional GRB practices in the country, to identify practical inputs that will help operationalize the GRB tool into practical steps. (3 days);
  • Prepare and co-facilitate a workshop with CD&T and 5 Project Coordinators to update the GRB tool for the specific case of 5 SAIPs (REST, ADV, NSAC, RCWDO and ADA), who have chosen this tool for their ESAP2 project (4 days);
  • Prepare and co-facilitate a one day GRBtraining with SAIP Woreda Coordinators and M&E officers who plan to use GRB during the implementation of their ESAP2 project (3 days);
  • Monitor and backstop the implementation of GRB (3 days per SAIP)
  • Produce a case study and lessons learned document (5 days).

Written reporting requirements / The Consultant will prepare:
  • An overview of GRB experiences to be taken into account for the design of the practical guideline of GRB tool for ESAP2;
  • The updated GRB tool,including facilitation notes, for GRB training to SAIPs and roll-out to Woreda Stakeholders, as per the SA Guide structure;
  • Monitoring reports of field visits to SAIPs who implement GRB;
  • A final report including case studies and lessons learned.

Reporting Lines / The Consultant will report directly to the CD&T Team Leader, and will work closely with,and support where necessary, CD&T team members and Project Coordinator of 5 SAIPs that are using GRB in their project.
Verifiable deliverables / The Consultant has direct responsibility for:
  • providing quality GRB expertise, and the design of the practical guideline to update the GRB tool;
  • building the capacity of ESAP 2 CD&T and other relevant team members, as well as Project Coordinators and M&E officers of SAIPsto monitor implementation of the GRB tool;
  • Submitting the final GRB cases and lessons report.

Minimum qualifications /
  • At least tenyears of experience withimplementation and monitoring of local governance and/or accountability initiatives
  • Experience in development of GRB tool/guideline and gender mainstreaming strategies is required
  • Experience in the development of social accountability tools in Ethiopia, is an advantage
  • Ten or more years of experience with training, facilitation and capacity development for NGOs and Government
  • Familiar with processes of 1) citizen participation,2) basic service delivery in Ethiopia, and 3) Government of Ethiopia budgeting
  • Languages: English (good writing skills) and Amharic. Knowledge of other local languages of Ethiopia is an advantage.

Approximate number of working days / The Consultant shall be appointed for 30 working days.
Period of the assignment / Preparation of the practical guideline for GRB tool and training for SAIPs in May-June2014;field level monitoring of SAIPs with GRB implementation in September- October 2014.
Place of the assignment / Addis Ababa, with field visits to 5 implementing partners.
