Position Overview

This is highly responsible management work related to the Authority’s property management function. The incumbent is responsible for the management of all activities related to the management and maintenance of their assigned properties. Reporting to the Director of Housing, the incumbent is responsible forinterpreting and implementing departmental policies and procedures required for federal housing programs; exercising considerable judgment and initiative in solving operational and housing management related problems; monitoring and ensuring compliance with lease agreements, departmental policies and HUD regulations pertaining to the operation of subsidized family and elderly public housing developments. The incumbent also serves as back-up to all Property Managers. Work assignments are received in the form of broad objectives and performance expectations with minimal direction in day-to-day operations.

Duties and Responsibilities

  1. Directly supervises and supports four (4) on-site Property Managers with move-in/move-outs, evictions, area inspections, coordination of resident services and control of unit vacancies and on-site maintenance functions including grounds up-keep, and coordination of long term facility improvement programs.
  1. Exercises oversight responsibility for the certification of all eligibility requirements for public housing families and manage the annual re-certification of these families including rental adjustments for consistency and conformance with policy and procedures.
  1. Conducts individual conferences and staff meetings to review policies and procedures, work activities and progress, and other pertinent information.
  1. Counsels residents in difficult situations referred by staff members such as evictions ordered as a result of lease violations, anti-social behavior or repeated delinquencies in rental payments.
  1. Monitors development vacancies, delinquencies, pending evictions, transfer requests and process in resident selection.
  1. Performs internal audits of property management offices to assure staff compliance with federal regulations and established departmental policies, procedures and practices.
  1. Coordinates all records and reports generated by assigned on-site housing management staff and submits required information to the Director of Housing Management.
  1. Schedules and conducts informal appeal hearings with applicants whose applications for public housing have been denied.
  1. Recommends to the Director of Housing Management suggestions for increasing and/or improving the overall productivity and effectiveness of the department.
  1. Works with resident and community leaders to promote and enhance involvement in local community, business and social affairs.
  1. Develops and maintains extensive positive and functional relationships with residents and with representatives of organized resident groups.
  1. Attends resident council and other community meetings, presents information on regulation changes and/or other housing related issues.
  1. Makes unscheduled site visits. Performs annual walk-through for all assigned developments.
  1. Attends court hearings when necessary.
  1. Coordinates information between staff and Resident Selection as it relates to accepting applications for public housing.
  1. Balances and certifies monthly rent rolls.
  1. Represents the Director of Housing at departmental, committee or community meetings as required.
  1. Makes recommendations regarding discipline and promotion of subordinates; authorize leave, review employee performance evaluations prepared by subordinates and rate employee performance.
  1. Performs any other related duties as requires

Required Knowledge and Abilities

  1. Knowledge of currenttrends in effective property management. Ability to proactively modify operational approach to maximize the performance of assigned properties.
  2. Knowledge of the Public Housing Assessment System and ability to apply standards to maximize the score of assigned properties and the agency as a whole.
  3. Ability to plan, organize, and develop a variety of operational and management systems related to the position. Ability to orient other workers and to explain regulations, policies, procedures, or processes.
  4. Ability to calculate and understand various indicators of property performance including occupancy rate, turnover rate, rejection rate, etc.
  5. Ability to produce periodic reporting and provide clear and concise performance data to the Executive Director, including applicable recommendations for improvements.
  6. Ability to present ideas and information in a clear and concise manner, both orally and in writing.
  7. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, professionals, residents, HUD, and local, state, and federal officials. Ability to communicate with people from a broad range of socio-economic backgrounds.

Minimum Education, Training, and/or Experience

This position requires graduation from an accredited four-year college with a degree in business, property management, or related field; a minimum of five years experience managing multifamily rental property (preferably affordable); or any equivalent combination of education, training, and experience that provides the required knowledge and abilities. Certification as a property manager from the Institute of Real Estate Management, or equivalent, is preferred.

Physical Requirements

This position is required to work in less than ideal conditions, including noise, high-traffic areas, rough terrain, and undeveloped areas. The incumbent must have the ability to access all portions of their assigned site during normal operation and during active construction or modernization. The incumbent must access all areas of a property including the attic, basement, or crawl space and must be able to work/inspect in wet, damp, hot, cold, or dusty places. Must be able to work while standing for extended periods of time.

Special Requirements

  1. Possession of a valid Alabama driver’s license.
  2. Must be bondable.
  3. Certification as a Public Housing Manger within six (6) months of employment.
