TUITION-BASED LIMITED OPEN ENROLLMENT

GUIDELINES

Rockwall ISD is accepting out of district transfers through the Limited Open Enrollment program.

Limited Open Enrollment is a program that allows children who do not live within Rockwall ISD’s boundaries, and who are not current employees of Rockwall ISD, to apply for enrollment and attend schools in Rockwall ISD.

Students who are accepted through the Limited Open Enrollment program are required to pay $5,000 Limited Open Enrollment tuition for the full school year. Payment is due before the first day of school.

CAMPUS ASSIGNMENT

RISD will accept applications for grade levels kindergarten (K) through 6th grade for schools which have been declared “Open” based on campus capacity. Campuses/ programs designated as “Closed” to transfers will not accept Limited Open Enrollment Transfer Students. The number of openings for transfer students is limited. The District will determine which school the transfer student will attend. Campus assignments cannot be appealed.

TRANSPORTATION

Rockwall ISD does not provide transportation to and from school for transfer students.

APPLICATION PROCESS

To request a Limited Open Enrollment Transfer, parents must complete the Limited Open Enrollment Application Form. The form is available on the District website as well as at the Administrative Services Department at the Administration Building, 1050 Williams Street, Rockwall, TX 75087.

APPLICATION TIMELINE

Rockwall ISD will accept applications for Limited Open Enrollment Transfers from outside Rockwall ISD during the application period of April 20 2016until all positions have been filled. Early, late, or incomplete applications will not be processed

APPROVAL PROCESS

Transfer applications will be processed on a first-come basis and considered independently at the time of their request by the Superintendent or designee.

NOTIFICATION OF APPROVAL/DENIAL

Parents will be notified electronically of acceptance or non-acceptance of their application. The communication will also specify the campus the student has been approved to attend. Campus assignments cannot be appealed.

Once the application has been approved, the parent should call the campus to make arrangements for registration. Parents must bring a copy of the approved application notification with them to register at the campus.

ANNUAL VS. CONTINUING LIMITED OPEN ENROLLMENT

Transfers are approved for one school year only. All students applying under the Limited Open Enrollment program must reapply and qualify annually.

The approval of a transfer does not guarantee future transfer approval for the next school year or to the next feeder school. Younger siblings are not guaranteed transfer approval to the same campus.

Application is by student and not by family.

STUDENTS WHO BECOME NON-RESIDENTS

A student who becomes a non-resident during the course of a grading period may be permitted to continue for the remainder of the semester. Prior to the end of the grading period, parents may apply for a Limited Open Enrollment Transfer if the student qualifies and space is available. All students applying under the Limited Open Enrollment program must reapply and qualify annually.

Parents with a contract to build will be permitted to transfer into the district on a provisional basis for no more than 90 calendar days from the date of the transfer application. If legal residence is not established within in this 90-day period in the form of a current gas/electric/water bill, the student’s transfer shall be revoked. The parent may elect to complete an application for the Tuition-Based Limited Open Enrollment for consideration of acceptance to RISD. The student must meet all application criteria.

Per RISD policy, students who become non-residents may complete their senior year by submitting an out-of-district transfer form for continuing seniors and are responsible for a processing fee; however, no tuition is required.

UIL

All UIL rules regarding student eligibility for competition will be followed. Approval of a Limited Open Enrollment Transfer does not verify the student’s eligibility for competition under UIL rules. Students in

athletics who move from one high school to another are ineligible for varsity competition for one year by UIL rules. Students may not transfer for athletic purposes.

Students who participate in UIL athletics must verify eligibility through the District Athletic Director. All required paperwork and documentation must be provided in order for the student to be considered for participation in athletics in Rockwall ISD.

REVOKING TRANSFER

Transfer students must follow all Rockwall ISD rules and regulations, including but not limited to, District policies and regulations, the Student Code of Conduct, and attendance requirements.

Students who transfer into the district may have their enrollment revoked if the student does not adhere to all policies and regulations or based on poor attendance, excessive tardiness, or inappropriate student behavior.

The principal must review the student’s IEP prior to implementing this process for a student receiving special education services.
