Town of Trinity Council MeetingNovember 26, 2012

The Town of Trinity met at a regular scheduled meeting November 26, 2012 in the TrinityMunicipalBuilding with the meeting being called to order at 7:00 p.m. by Mayor Vaughn Goodwin.

Members present were Beverly Crowell, Chris Lemley, Mayor Vaughn Goodwin, Scott Owens, Richard Fortson Jr., and Gordon Burden.

Motion made to approve the minutes of the previous meeting November 12, 2012 by Beverly with a 2nd by Gordon. All voted yes.

Motionmade to pay the attached bills in the amount of $30,997.30 by Scott with a 2nd by Gordon. All voted yes.

Motion made to table refund of $ 74.44 to United Services Automobile Associate for overpayment of municipal license tax by Gordon with a 2nd by Scott. All voted yes.

Motion made to tablerefund of $ 2.61 to USAA Casualty Insurance Company for overpayment of municipal license tax by Gordon with a 2nd by Scott. All voted yes.

Motion to approve$2000.00 for Police Department winter uniforms ( 5 full time officers will receive 3 uniforms and 2 part time officers will receive 1 uniform) by Gordon with a 2nd by Scott. All voted yes.

Motion made to approve paying $35.00 registration for Wayne K. Alexander Jr. to maintain credit hours for Judge Certification by Gordon with a 2nd by Beverly. All voted yes.

Motion made to approve paying $400.00 ($200.00 per person) registration fees for Carson Peters and Justin Baker to attend Water Classes held in Athens November 26th and 27th by Gordon with a 2nd by Scott. All voted yes.

Motion made to accept the lowest bid for the Police Department 2013 Ford AWD Police Interceptor Utility Vehicle from Eddie Preuitt Ford in the amount of $ 26,498.00 by Beverly with a 2nd by Gordon. All voted yes. Delivery will be in 6 to 8 weeks.

Motion made to allow GSE to move forward with the orderingof playground equipment for KimbrellParkto be paid for with a grant by Gordon with a 2nd by Beverly. All voted yes.

Motion made to go out for bids to remove debris, including the slab, from 55 North Greenway Drive by Gordon with a 2nd by Scott. All voted yes. We need to check with our attorney to make sure all steps have been followed.

Motion made to adopt Resolution 2012-27 approving the 2012 – 2013 Budget for the Town of Trinity with Revenue being $1,757,412.00 and Expenses being $1,580,243.98 by Scott Owens with a 2nd by Gordon Burden. Voting yes were Beverly Crowell, Chris Lemley, Mayor Vaughn Goodwin, Scott Owens, Richard Fortson Jr., and Gordon Burden.

Voting no were none.

Motion made to approve a 50 cent raise across the board for town employees to go in effect Monday December 3, 2012 by Gordon with a 2nd by Scott. All voted yes.

Motion made to grant a one time lump sum payment of $150.00 for full time employees and $75.00 for part time employees by Gordon with a 2nd by Beverly. All voted yes.

Motion made to remove 622 North Seneca property off the real estate market, look at other options turn the power off, take down the two sheds and cap off the well by Scott with a 2nd by Gordon. All voted yes.

Motion made to approve a mobile home on Elliott Loop to be replaced and removed from the property in accordance with Ordinance Number 07-01 by Gordon with a 2nd by Beverly. All voted yes.

The council discussed the employee Christmas dinner, reminder of parade at 10:00 Saturday. We need to get permission from land owners to clean out the ditch running in front of town hall, striping Mountain Home Road and North Greenway Driveand having a no passing zone. Paving of North Mountain Drive was addressed, to contact Wiregrass and find out how soon they can start or if we need to put off till next spring. Hiring another police officer was discussed due to the overtime being paid out with Josh away and we will be having some officers eligible for retirement in the next few years so we need to start training additional officers. The 2013 League Convention – Montgomery May 18-21 was discussed.

Motion was made to adjourn by Gordon with a 2nd by Beverly at 8:15 p.m. with all voting yes.
