Main Purpose of the Job

  • To be responsible for the end-to-endstrategic direction and delivery of transport commissioning, transformation and service improvement activity across SEN Children’s Services, Adult Social Care and Looked after Children for the 3 boroughs of Hammersmith & Fulham, Royal Borough of Kensington & Chelsea and Westminster.
  • To lead contract monitoring and future commissioning of a portfolio worth of up to £22m of contracted spend.
  • To provide specialist, expert knowledge of passenger transport legislative, regulatory and industry standard requirements to ensure that the senior officers of the Directorate are advised of all necessary requirements of the Passenger Transport service.
  • To ensure the efficient provision of a Travel Care and Support / Passenger Transport Service within legal requirements and in accordance with sovereign council policies whilst ensuring that the travel care and support outcomes for children, young adults and adults are delivered within agreed financial budgetary requirements.

Main Duties and Responsibilities

  1. To ensureindividual sovereign borough’s obligations relating to Travel Care and Support /Passenger Transport (TCS /PT) as required by legislation and policies currently in force, are met.
  1. To interpret and implement legislation, regulations and government guidance relating to Passenger Transport and advise the Head of Service responsible for TCS /PT accordingly and other Senior Officers of the Directorate, other Council Officers, Elected Members, School Governing Bodies, parents and students as necessary.
  1. To liaise with the Head of Service responsible for TCS / PTin the review and preparation of Passenger Transport policies.
  1. In conjunction with the Head of Service responsible for TCS / PT undertake strategic reviews of the Passenger Transport service to ensure that continuous improvements are being made to the service being provided.
  1. To ensure that operators undertaking any part of the service on behalf of the 3 Councils exceed the established standards set out in the contracts/specifications with appropriate corrective action being taken to rectify any failings.
  1. To be responsible for the accurate collation and tracking of all financial information relating to Passenger Transport activities and ensure that relevant information is provided to the appropriate departments for authorisation and payment.
  1. To ensure that all reported complaints are fully investigated and responded to within the councils predetermined time frames.
  1. To ensure that effective performance management is embedded within the Transport Commissioning Team and that required reporting is provided with actions plans in place to target areas of concern.
  1. To ensure that all stakeholders and service users are effectively engaged and involved in service improvement and any transformation of the service.
  1. To support the development of service improvement, transformation and commercial awareness in service directorates and across the Commissioning Directorate, and work in partnership with the Commissioning and Contract Manager, as appropriate, to develop a consistent approach to improvement.
  1. Establish effective and efficient partnerships with other services in Children’s Services and Adult Social Care Services, to ensure a joined up approach to assessment of need and improving outcomes for vulnerable children and adults.
  1. To ensure that effective contingency plans are in place to cover eventualities of transport disruption including but not limited to strike action, adverse weather, major road, rail or underground service incidents, school closures

In accordance with working arrangements, your employment will be with the Royal Borough of Kensington and Chelsea. Under the S113 of the Local Government Act 1972 you will be required to fulfil your duties and responsibilities on behalf of the Royal Borough, London Borough of Hammersmith and Fulham and Westminster City Council. This may mean that the location of your employment will vary.

Qualifications and experience
  • Experience of managing a Passenger Transport function within large complex organisations (preferably SEN children’s/adults services) to deliver tangible outcomes
  • A track record of successfully leading and managing teams with responsibility for external transport contractors
  • Capable of working in a senior strategic role in a large and complex organisation
  • Specialist knowledge of key issues and considerations in relation to Passenger Transport commissioning, procurement activity andrelevant policy and legislation.
  • Excellent strategic influence and negotiation skills to drive and manage change and deliver strategic priorities
  • An innovative and imaginative approach with the ability to identify new ways of working that encourages service development and improvement
  • Experience of managing a customer support function that includes the investigation and resolution of customer complaints.
  • Experience of managing financial budgets and meeting expenditure agreements on behalf of internal customers
  • Proven stakeholder management and engagement skills, combined with evidence of strong political awareness and sensitivity to stakeholder needs and priorities
  • Excellent interpersonal skills with the ability to establish positive working relationships with staff at all levels, corporate colleagues, external organisations etc to generate confidence, trust and respect
  • Experience of developing and delivering performance and/or contract management frameworks

Desirable
  • Working knowledge and understanding of children’s and adults services
  • Local authority experience
  • A relevant qualification, e.g. MSc Transport Engineering and Planning, etc
  • Working knowledge of route planning and scheduling rationalisation
  • Working knowledge and understanding of fleet management operations
