MINUTES OF MEETING HELD ON 15TH APRIL 2015 IN TREFNANT BOWLING CLUB (Min. Ref. 04/15)

3.  Minutes of last meeting

04/15/02 It was proposed by Mr. Collins and seconded by Mrs. Maguire that the minutes of the last meeting held on 18th March 2015 be accepted as a correct record.

4.  Matters Arising

04/15/03 Pen Cae Du Crossroads (03/15/03)

A response has been received from Mr. M. Musgrave.

-  Pen Cae Du crossroads is not in the top 20 Key Accident sites in the County.

-  The current speed limit on the unclassified Road has been assessed as appropriate. The mean speed recorded was 46.5m.p.h. There have been 5 recorded accidents in the last 5 years and only one as a result of excessive speed.

-  Denbighshire C. C. is in agreement that the current national speed limit that links Clwydian Park and the village centre can be reduced to 40 m.p.h.

-  A slight adjustment has been made to the ‘inter green time’ at the traffic lights, this will allow a little more time for vehicles travelling from the Henllan direction.

-  Denbighshire C. C. will amend the double yellow lines on the Henllan road by the traffic lights to try and discourage parking at this location.

The Members noted that there had been more than 5 accidents on the unclassified road. 2 were reported last month alone.

Members are pleased that, after many years of requests to the County Council, the speed limit is finally to be reduced to 40 m.p.h. and the yellow lines extended.

04/15/04 Parking in the Square (02/15/15)

Mr. Davies has taken the matter up with Mr. Musgrave at Highways and they are going to speak to the shop owner.

04/15/05 Traffic Order (03/15/07)

The closure of Lon Jack Ffwrn to Pen Cae Du crossroads will take place between 13th April and 22nd May.

5.  Correspondence received

04/15/07 It was decided not to become a Member of D.V.S.C this year.

04/15/06 All other correspondence was filed without comment.

6.  Planning Matters

04/15/07 Appl. 30/2015/0336

Erection of a ménage for personal use at land at Y Gorlan, Trefnant.

Action: No observations to make.

04/15/10 Budget /Cash Flow

There are enough funds in the current account to cover payments. The first precept instalment is due at the end of the month.

04/15/11 It was agreed to appoint Mr. J. Roberts as internal auditor for another year as he is deemed to have the appropriate qualifications and independence from the Council. The Clerk will forward the 2015 Annual Return and appropriate documentation to Mr. Roberts so that he can carry out the internal audit.

04/15/12 An insurance renewal notice has been received from Zurich for £683.03 due on 1st June 2015. This will be put forward for payment at the May meeting.

04/15/13 The Council internal financial controls 2015/16 were reviewed and approved as being effective and appropriately adhered to.

8.  Any Other Business

04/15/14 Mr. Kirkby noted that Scottish Power has removed some trees and exposed a deep ravine at Nant y Patrick. There is nothing to indicate to traffic coming down Clwydian Park that there is a deep ravine in front of them. It was agreed that something needed to be put in place to indicate that traffic should not carry straight on as there is a deep drop. Action: Clerk to inform the owner of the land.

04/15/15 Mr. Salvador stated that a survey had been carried out to see whether residents wanted the alleyway by Maes Teg and Llys Teg to be closed due to antisocial behaviour. 2 voted in favour of closing the path and 10 voted to keep it open. Clwyd Alyn has been asked to take down the sign which says ‘private property’ as the alleyway is used as a public right of way.

04/15/16 Mr. Evans stated that he would make sure that the seat at the bus stop was sorted before the next meeting.

04/15/17 Mr. Evans stated that residents wanted to put up their own street sign in Welsh at Clwydian Park Crescent as the County Council could not afford to provide one. Previously discussed -Min.01/15/18.

13th May 2015 A.G.M. at 7.30p.m. followed immediately by the Ordinary meeting in Trefnant Bowling Club.
