Program Summary

Purpose

In Ohio, a Transportation Improvement District (TID) is a local form of government that strives to promote intergovernmental and public-private cooperation of transportation resources and investments. Annually, the Ohio Department of Transportation competitively awards $4.5 million in grants to support TID projects.

RegistrationRequirements

To apply for the ODOT’s funding, a TID must be registered with the agency. If a prior registration has been approved, no additional action is necessary to submit for current or future funding requests. This year’s registration period is open from May 1– May 31, 2017.

To obtain registration approval with the ODOT, a TID must submit a current Board roster and meet one of the following criteria, in accordance with House Bill 26,Section 203.40:

  1. Since January 1, 2009, designated and facilitated a project or program of projectstotaling at least$10 million in aggregate funding, and evidenced by Board resolution.
  1. Since the TID’s inception, designated and facilitated a project or program of projectstotaling at least $15 million in aggregate funding, and evidenced by Board resolution.
  1. Since the TID’s inception, designated and facilitated a project or program of projects totaling at least $10 million in aggregate funding, as evidenced by the County Engineer’s sworn affidavit in the county where the TID is located, and evidenced by Board resolution.

Application Requirements

After a TID is registered with the ODOT, an application for fundingmay be submitted. Eligible expenses for a transportation project include engineering design, right-of-way acquisition, and construction. Funding requests must be submitted by June 16, 2017, and meet the following criteria:

  1. Project must contain additional sources of fundingin addition to ODOT TID sources.
  2. Total amount of funding requested is limited to 25 percent of total project costs, or $250,000 maximum, whichever is less.
  3. Co-sponsors of the project may individually apply for up to $250,000 for a single project. However, no more than 25 percent of a project's total costs shall be funded through the program.
  4. Administrative costs are prohibited.
  5. Funds are available on a reimbursement basis, and successful awardees must enter a written agreement with the ODOT within 60 days of award notification.
  6. The online application form must be fully completed.
  7. A current Board roster, budget, and map of the project is required.

1. Project Need and Impact to Promote Economic Development (Up to 50 points)

  1. Promotes Immediate Job Creation/Retention (20)
  2. Provides New or Improved Access to Support Job Attraction and Retention (20)
  3. Impacts a Substantial Ratio of Jobs in County (10)

2. Project Scope, Schedule & Budget (Up to 50 points)

*All Projects must demonstrate a budget funding gap and need in the application

3. Complete Only for Previously Funded TID Projects (-25)

a. TID funds awarded prior to SFY2017 (June 30, 2016) have NOT been submitted for

reimbursement to the agency (-20)

b. Project did NOT advance to the next phase of activity since prior award (-5)

Funding Reimbursement Policy

The TID program is authorized to make payment only in the form of reimbursements. Requests for eligible project expense reimbursements should be submitted to the ODOT Division of Jobs & Commerce, along with supporting documentation and proof of payment.

Awards will be announced by July 15, 2018.
