Transition Arrangements for Superseded Qualifications and Programs
- This form is to be completed after reading the Scope of RegistrationProcedure.
- Heads of Departments must allow at least 8 weeks for the Scope to be extended.
- This form can be used for approval of multiple qualifications and programs.
- List qualifications and programs from lowest to highest level ie. Certificate I to Vocational Graduate Diploma.
- Only qualifications and programs currently listed on the Scope of Registration can be transferred from the old to the new version using this form if they are deemed equivalent in the training package.

Transition arrangements apply when:
- A new Training Package is endorsed and all existing qualifications are superseded and deemed equivalent
- An accredited program has been reaccredited
Faculties are required to submit applications to extend the Scope of Registration to replace qualifications/programs for superseded qualifications that are deemed equivalent. In this instance, the Faculty is required to complete the Scope of Registration - Transition Arrangements application form with approval from the Deputy Vice-Chancellor - Schools & Programs and attach a copy of the relevant Faculty’s Board minutes.
Superseded qualifications and courses will remain on the Scope until such time as the Faculty requests theirremoval; ASQA will not remove any qualifications from the Scope without a written request from the University. It is the responsibility of the Faculty to remove superseded qualifications and courses from the Scope following the transition period.
New Enrolments: Once the Training Package has been endorsed all new enrolments should be in the new qualification/program.
Current Enrolments: Where possible currently enrolled students should be given the opportunity to transfer to the new qualification/program. However, before making this decision, consider the proportion of the qualification/program that has been completed by the student and the degree of alignment.
Processing Times: Processing of applications may take between one to four months, depending on whether ASQA deems a site visit is required (this will be based on a risk assessment of the RTO). Faculties are encouraged to plan any additions to the Scope of Registration well in advance to ensure that any requests have been processed prior to the date that they will be required.
Fees to Amend Scope: All applications for extending the Scope of Registration submitted to ASQA will incur a fee; no fee applies for the removing of items from the Scope. All costs will be incurred by the Faculties. ASQA fees and charges
Faculties must provide purchase card details when submitting applications to extend the Scope of Registration.

Instructions
The Training and Assessment Strategy – Scope of Registration Application Checklist (TAS-SoRA) provides a framework for the delivery, assessment and improvement of a Program. Where relevant, include reference to Federation University Policy and Procedure.
The TAS must be approved by anExecutive Dean, Head of Department or Program Coordinator.
The TAS – SoRA must be completed as part of the Scope of Registration Application. An incomplete TAS – SoRA will result in the application not being sent to ASQA.
