Questions & Answers

  1. Is a seller’s license necessary for the contract? Our firm only has a business license and has conducted business with only that for 30 years?If you are going to charge sales tax for the transcripts then yes, you must have a California Seller’s Permit.Purchases of Tangible Personal Property: If a purchase includes tangible personal property, the Vendor must submit to the Judicial Branch Entity (the Court), for itself and each of its affiliates that make sales for delivery into California, a copy of either:
  2. A California seller’s permit issued under Revenue and Taxation Code 6066 and following; or
  3. A certificate of registration issued under Revenue and Taxation Code 6226.
  4. Is it okay to submit rates for other related services? Yes, as long as you provide pricing for those services that the Court desires.
  5. Can a general statement for rate be included that it would be acceptable to bill for service not on the rate sheet so long as the approval is obtained. This would be on a case by case basis?Give me an example of what you are talking about, if there is a service that you anticipate providing that is not on the rate sheet then provide that pricing with a description of the service.
  6. How is the media provided to the service providers? Section 2.0 paragraph N, states:

The recorded proceedings will be available electronically to the transcribing company, and will be either forwarded to the company by the Court via email or placed on a network site operated by the company.

  1. Is it a requirement for the service provider selected to have a business with San Bernardino? No
  2. Does the County of San Bernardino consider FedEx to be a bonded company? Yes
  3. Are the cost per page for the original Transcript bound by the State Rate? and are they set? and will thier be a cap on the cost Rate? what is the current rate? There is no current contract in existance with this Court for this service, therefore there is no "current" rate. At the present time there are no rates or caps set and the cost per page will be set by this competition.
  4. Will these original transcript be needed for criminal as well as civil cases? if so will there be a different cost per page? The bidders will have to determine if there is a cost differential that applies to the cost per page; the Court is not producing the transcriptions. These transcripts will be for misdemeanor, civil and traffic cases.
  5. Is this bid only needed for Transcription Services from court Audio Proceedings? Yes
