Council Minutes
March 3, 2014
Regular meeting was called to order by Mayor Royal J. DeVaney at 6:36 p.m. A moment of silence was observed followed by The Pledge of Allegiance. All Councilmembers were present, with the exception of Munson and Hawks.
· Minutes of the February 19, 2014 regular Council meeting were approved on a motion by Driver and seconded by Huber. Unanimous vote.
· February 2014 Payroll for $27,404.30 (Wts. #6196 – 6206) and Accounts Payable for $26,013.47 (Wts. #15789 – 15803) were approved for payment on a motion by Huber, and seconded by Smith. Unanimously approved.

PUBLIC HEARINGS, ORDINANCES, & RESOLUTIONS
Public Hearing to Discuss Proposed Language Changes to Waterville Municipal Code Regarding Permitted Signage, Monday, March 17, 2014 Town Hall 104 East Locust Street, 6:30 p.m.
Town Attorney Steve Smith informed Council he will prepare an initial draft of an ordinance addressing revisions to permitted signage in Waterville for review at the public hearing March 17th.
LOCALTEL WI-FI PROPOSAL
Town Attorney Steve Smith informed Council that he would like to discuss certain language revisions in the “SkyFi Premises Equipment Easement Lease” with Mark Sullivan, SkiFi Project Manager with LocalTel, before Council takes any action.
· Huber moved to approve the “SkyFi Premises Equipment Easement Lease” with LocalTel pending any language revisions approved by Smith. Driver seconded. Unanimous vote.
Code Enforcement Inspector Hugh Theiler recommended the Town look into any potential problems the SkiFi antennae might pose to the well telemetry system.
USED CAR LOT UPDATE - HUGH THEILER, CODE ENFORCEMENT
Compliance Code Inspector Hugh Theiler briefed Council on discussions with landlord Todd Holloway regarding clean-up of the used car lot at 108 North Chelan Avenue.
Theiler has submitted some short-term agreements to the tenant Kent Hunter to ensure progress with the clean-up process.
CLOSING PUBLIC WORKS TRUST FUND 402
· Huber made a motion to close the 402 1993 Public Works Trust Loan Redemption Fund, transfer the remaining balance of $67,572.00 to the 411 Water/Sewer Fund, and apply that amount as payment against the principal of the current Public Works Trust loan. Smith seconded. Unanimous vote.
Town Attorney Steve Smith recommended a more formal action be taken to close out the fund. He will present a resolution for Council approval at the March 17th meeting.

MAYOR’S REPORT
……Tickets are now on sale for the NCW Fair Annual Crab Feed and Auction to be held at the NCW Fairgrounds Community Hall, Saturday, March 8, 2014, starting at 5:00 p.m. Please call 745-8480 for information and ticket sales. Tickets are $40.00 each.
……The Town of Waterville is now accepting applications for the 2014 Swim Pool Lifeguard Staff. Applications are available at Town Hall, Monday-Friday, 8:00 a.m. – 5:00 p.m. All applications must be received by Friday, March 14, 2014, 5:00 p.m.
…… Waterville Mosquito Control Board Meeting will be held Monday, April 7, 2014, Town Hall, 104 East Locust Street, 7:00 p.m. or immediately following the regular Council meeting.
· The meeting was adjourned at 7:07 p.m. on a motion from Driver and a second from Huber. Unanimous vote.
