TOWN BOARD MEETING

MONDAY, JULY 8, 2013

A regular business meeting of the Milltown Town Council was held on July 8, 2013 at the Milltown Town Hall. Present were:

Board Members: Curt Hudson, President

Jeanie Melton, Vice-President

Jerry Monty Garrett, Council Member

Town Officials:Susan Mills, Clerk-Treasurer

Jim Pevlor, Town Manager(Absent)

Ray Saylor, Town Marshal

The meeting was held pursuant to notice, a copy of which is filed with these minutes.

Curt Hudson convened the meeting at 7:41 p.m.

Approval of Minutes:

The minutes of the June 10, 2013meetingwereapproved, with acorrection to the spelling of Mr. Epperson’s name, witha motion made by Jean Melton, seconded by Monty Garrett.

Approval of Claims:

Claims were reviewed and motion was made byMonty Garrett, and seconded by Jean Melton, to allow payment of all Civil Town Claimsfrom APV# 2089-2180

totaling $40,198.71and all Sewer Claims from APV# 2091-2173 totaling$13,541.32 for a grand total of $53,740.03.

Old Business:

There was no old business.

New Business:

There was no new business.

A discussion was held concerning Reports from Committees and Boards:

Parks Board:There will be a meeting in approximately two weeks. Curt Hudson is in the process of setting up the meeting and the schedule to follow.

Events Committee: The events committee will meet on Wednesday, July 10 at 7:00 at the American Legion.

Harrison County Regional Sewer District Board: Nothing new to report pertaining to Milltown.

Indiana 15 Regional Planning Commission: Nothing new to report.

Cemetery Committee: The Cemetery Committee has decided to remove some of the available plots from the market. Bill Byrd will bring the details to the Clerk-Treasurer showing which plots the committee does not want sold at this time.

Economic Development Committee: Nothing to report at this time.

District 10 Indiana Emergency Management:

A discussion was held concerning Town Administrative Items:

Ray Saylor, Police Chief: (Report on file at the Clerk’s Office). Ray informed the Council that the Elderly Housing Community held a successful picnic. They are planning on having another in October. Ray informed the Council that he had been able to serve papers on the Clymer property and Mr. Clymer has 10 days to respond. Anticipating that there would be no response on this property, Ray asked the Council to set up a meeting to discuss and make decisions on how to move forward on this and other properties that need to be either torn down, or cleaned up. The Council set Monday, July 15 at 7:30 at the Town Hall as the meeting time and place. Ray then informed the Council that due to drug use being on the rise necessitating more long term investigations, he would be increasing not only the time the reserves were used, but also office supplies needed to complete these investigations. In lieu of this, he requested the Council consider increasing parts of his budget for the 2014 fiscal year. Lastly, Ray addressed the recent drownings on the Blue River. While there is no way to prevent accidents from occurring, Ray showed the Council a project he was working on with Terry Allen and the Blue River Commission to help prevent future accidents from becoming tragedies. He had a large Google map that showed rescue areas along the river. With the Council’s permission Ray is planning on moving forward with the project to mark the rescue areas, have a map for canoers to identify where they are, and perhaps even put markers along the river to better identify where people are if they need to call for help. The Council unanimously approved the project.

Susan let the Council know there would be a Budget Workshop with the DLGF in Harrison County on August 13th.

Town Council:

A discussion was held concerning Citizen Requests and Comments:

Chris Brown of Brown Funeral Home, along with another resident, voiced their concern over the growing problem of Spring Street flooding when there is heavy rainfall. The Council discussed the issue and decided to see if they could find an engineer to look at the sink hole in the area of the Brown Funeral Home and make suggestions as to what could be done to resolve this issue.

Chris Grigsby addressed the Council to make them aware of the Nomadic Arts and Music Festival that will be going on at his camp grounds on August 2- 4. There will be artists from Chicago coming down to perform light shows, fire shows, and music on three separate stages as well as homemade vendor booths. The main concern was the noise, as the music will be going on until 1:30 AM on Friday, August 2 and until 3:30 AM on Saturday, August 3. The promoter stated that after midnight he would not be using the stage that would carry the music out into the community. The Council appreciated the Nomadic Arts’ cooperation.

Ray Saylor noted that Harrison County had agreed to bring a trailer into Milltown for recycling. He would be working to see what could be done to make the recycling area more attractive, but in the meantime, earlier than expected, Milltown has recycling.

Upon motion made by Monty Garrett, seconded by Jean Melton, the meeting was declared adjourned at 9:12 p.m.
