Community Consultation Appraisal

The Toothill Big Local undertook some research locally about what residents hoped the project would achieve for the community. Overwhelmingly the research told us that residents want three things:

  1. Things to do
  2. Places to do them
  3. People to do them with

We know that you want us to provide the area with community facilities that are fit for the 21st Century improving the life of residents and providing a legacy for Toothill, taking the project beyond its 10 year enabling it to continue to fund small projects, events and bursaries.

We are now at Stage 2 of a 3 stage consultation process and following the feedback from stage 1, the number of proposals has been reduced from 5 to 3 incorporating changes identified by the community. Over the following pages you will find information on them and you will be able to give your feedback on each individual proposal.

September 17th – October 10th Stage 1 Consultation Events

November 1st Stage 1 Consultation Response close date

November 15th Results of Stage 1 of the Consultation

December 7th Newsletter sent out to residents with the results of Stage 1

Stage 2

  • January 17th – 19th Stage 2 Consultation Events

  • March 1st Final Community Choice out for voting

The above stages are subject to continued discussions and support from Local Trust and Swindon Borough Council, independentfinancial assessment, community support and planning permissions. All3proposals as presented are within the current budget held by Toothill Big Local. New Community Facility at the Toothill Farmhouse Site

There is space for a new community centre to be built alongside the existing Farmhouse (which will remain in use by Early Years and Youth Club, along with the existing Scout Hut used by the Scouts).

This optionincludes a 40 space car park and a covered area for bicycles and mobility scooters, around a modern, flexible building offering 3 community halls with folding partitions that allow 6 different configurations of user space with dedicated storage space, with air conditioning throughout. A purpose built café will be situated at the side of the centre with an outdoor seating area next to an enclosed children’s play area. New soft landscaping will enhance the setting and provide screening for the benefit of local residents.

Solar panels on the roof will provide a renewable energy contribution to the final design.

New Community Facility at the Toothill Village Centre

A streamlined rectangular building is proposed to offer a replacement of the existing centre, with a high degree of flexibility and with a modern, welcoming appearance.

It will offer 3 community halls with folding partitions that allows 6 different configurations of user space with dedicated storage, with air conditioning throughout. A purpose built café with an outdoor seating area will be at the rear next to an enclosed children’s play area.

Solar panels on the roof will provide a renewable energy contribution to the final design.

Refurbishment of the Current Community Centre at the Toothill Village Centre

The existing community centre has an aged appearance, poor energy efficiency and limited flexibility in the current layout. Whilst generally sound, there is evidence of problems with the roof, drainage, ventilation and general wear and tear. Internal and external improvements are therefore proposed.

Consideration has been given to rearrange the internal layout to improve usability of the community rooms, offering 4 configurations and relocation of the front lounge to the rear to form a café which overlooks the existing green space to the side.

Covered bicycle and mobility scooter parking area is also proposed.

Externally the finish will enhance the building’s appearance and improve its thermal efficiency, thus reducing the running costs. The roof will be replaced with enhanced insulation and a new run of roof lights will improve ventilation.

The heating system will be replaced, air conditioning will be added as will LED lighting throughout; all of which will provide further in-use savings.

Roof mounted solar panels are also proposed to reduce energy costs.
