Tobacco Control Advisor
Position Title: / Tobacco Control Advisor – Maori (1.0 FTE)Organisation Unit: / Planning, Maori Health, Public & Population Health

Service Manager – Public & Population Health
Primary Functions of the Position: / To promote, initiate, collaborate on and lead health promotion activities consistent with the NDHB Public Health Service Plan for Tobacco Control, with specific focus on engagement with Maori to support increased quit attempts by Maori.
Health Goal
To promote a social and physical environment, which improves and protects people’s health by reducing the harm from tobacco use and exposure to environmental tobacco smoke.
Service Objectives
- To prevent the uptake of smoking.
- To encourage and facilitate smokers to quit smoking.
- To prevent harm to the foetus and children.
- To reduce the public health risk of environmental tobacco smoke.

Population Served
The Smokefree Team is contracted to cover the whole of Tai Tokerau. Priority groups within that population, including Maori, will be a particular focus for initiatives and programmes. Equitable outcomes addressing inequalities associated with smoking harm will umbrella approaches used.
Functional Relationships
The Tobacco Control Advisor – Maori, will develop and maintain excellent relationships with:
Internal / External- NorthlandDistrict Health Board staff and services, in particular within the Planning, Maori Health, Public & Population Health service; Te Poutokomanawa and Smokefree teams.
- Strategic contacts within iwi and hapu, including whanau, kaumatua, kuia, marae and runanga.
- Maori Health Providers
- Patu Puauahi
- Primary Health Organisations
- Tobacco Control network organisations including ASH, National Heart Foundation, Smokefree Coalition, Cancer Society, Te Ara Ha Ora, and the Health Promotion Agency.
- DHB Smokefree advisors.
- Academic centre’s involved in Tobacco Control including The Centre for Tobacco Control Research, Auckland University; ASPIRE; and The TURANGA.
- Community groups and other Northland based government agencies, and NGO’s.

- Establish, maintain and review effective relationships with appropriate stakeholders to achieve goals set out in the Northland DHB Public Health Service Plan for Tobacco Control.
- Promote a strong customer service philosophy through effective and positive interactions with stakeholders both internal and external, including whanau Maori.
Communication and Teamwork /
- Build and maintain effective communication with stakeholders both internal and external.
- Foster commitment to goals that reduce smoking related harm for Maori, andimprove and protect people’s health.
- Work collaboratively with internal and external stakeholders to reduce smoking by Maori.
- Attend Healthy Lifestyles team meetings and contribute positively as a team member.
Leadership and Planning /
- Be active and visible within the Northland tobacco control sector, and provide leadership on reducing smoking by Maori.
- Plan, collaborate on, implement and lead initiatives and programs focused on reducing smoking by Maori, reducing smoking prevalence, and addressing inequalities associated with smoking related harm.
- Ensure public health in general is promoted at every opportunity as well as in own programme.
Planning, Documentation, reporting and recording /
- Effective and efficient documentation systems are maintained to ensure accurate recording of activities, programs, and projects.
- Monthly reports on activities and outcomes achieved are forwarded to Team Leader – Healthy Lifestyles.
- Notes are kept of meetings and filed for easy retrieval.
Training, Professional Development, Quality Assurance activities /
- Be proactive in staying well informed about innovations and developing initiatives relevant to tobacco control, and health promotion.
- Undertake professional development and training as required.
- Submit at least 1 quality improvement project per annum.
Treaty of Waitangi /
- Contribute to the promotion of the principles of Treaty of Waitangi and the involvement if Maori within the decision making process for their health and independence, within District Health Board management processes and procedures
- Include the principles of the Treaty of Waitangi within all aspects of the role and its outcomes
- Ensure that consultation and engagement processes include appropriate mechanisms to meet the need of Maori in a culturally appropriate and safe manner
- Attend the Northland District Health Board Treaty of Waitangi Training
Health & Safety /
- Ensure compliance with designated responsibilities detailed in Northland District Health Board’s Health and Safety Policy
- Promote an environment of physical, occupational, cultural, ethical and legal safety
- Observe safe work practices, rules and instructions relating to work, and be pro-active in hazard management
- Willingly co-operate in the achievement of all health and safety goals and initiatives by:
The use of safety equipment;
Reporting unsafe conditions or equipment; and
Reporting and documenting all accidents or incidents
- Attend Good Stuff Day annually

Person Specification
Education and QualificationsEssential / Desirable
- Current clean driver’s licence
- Computer literate
- Qualification/experience, demonstrated effectiveness in and commitment to Maori Health and health promotion in a public health environment.
- Post Graduate Diploma in Public Health or equivalent qualifications or experience in Health, Education, or Social Services.
Experience
Essential / Desirable
- Competence and confidence in working with Maori in Tai Tokerau, including proficiency in te reo Maori me nga tikanga o Tai Tokerau
- Demonstrated knowledge, skills and experience in health promotion and education
- Highly motivated, with a strong results or outcome orientation
- Proven ability to plan, implement, and facilitate change and to evaluate and report.
- Coachable, and able to seek and undertake ongoing learning.
