To:Undergraduate Chapter Presidents

Planning has begun for the 2010Capital Karnea.For those unfamiliar, the Karnea is the Fraternity's biennial convention, which has earned a strong reputation throughout the years for its programs and attendance.The 2010 Karnea will be the “greatest of all Delt events” as we gather in Washington, D.C.The Karnea can be best described in three distinct areas.

  1. A legislative meeting where we elect our international officers and vote on Constitutional and Ritual issues.
  2. An educational meeting featuring top speakers on areas of interest to the International Fraternity.
  3. The greatest international brotherhood experience the Fraternity can offer.

To prepare for the Karnea, each chapter needs to do some advance planning.Please help us by giving your attention to the following items:

1.Date and Location - The 2010Capital Karnea will be held at the Capital Hilton in Washington, D.C., August 4 - 8, 2010.Make your hotel reservation by calling 202-393-1000 and mentioning Delta Tau Delta Fraternity, or by going to must be made by July 15 to guarantee the convention rate of $149 plus tax per night.

2.Election of Delegates - Each chapter must send three (3) elected voting delegates--two undergraduates and one alumnus.Alternate delegates in the same number should also be elected.Karnea delegates must be elected by each undergraduate chapter.You may register on-line at the near future.Please note that colony members and chapter pledges are ineligible to register as a delegate.All Delts are welcome to attend the Karnea, and non-delegates have all rights and privileges of delegates except voting.

3.Qualification of Undergraduate Delegates - An undergraduate delegate must be a member in good standing of the undergraduate chapter he represents for at least one regular term prior to the Karnea and must be returning for the next college year.He must be in good financial standing with his chapter and the Fraternity and have a scholastic average not less than that required for graduation.

4.Alumnus Delegate - The chapter may elect any alumnus it desires, regardless of where he resides, but the chapter should immediately contact the alumnus of its choice to notify him of his selection and determine whether he will be able to serve as a delegate or alternate.Even though your chapter advisor may not be an alumnus of your chapter, he is qualified to serve as your alumnus delegate.

5.Alumni Chapter Delegate – Chartered and operating alumni chapters with a membership greater than twenty-five but less than fifty can have one alumnus delegate.Alumni chapters with a membership greater than fifty may have two alumnus delegates.The alumnus delegate may register as the delegate when he registers on line for Karnea.

6.Registration – All attendees (delegates and non-delegates) must register by visiting the Capital Hilton at 202-393-1000 to reserve a hotel room for Karnea.

7.Proposals for Changes in the Constitution and Bylaws and Ritual - The Karnea is the legislative assembly of the Fraternity at which time the Constitution and Bylaws and Ritual may be amended by vote of the delegates (subject to ratification by the chapters).As required by Section 2 of Article XIV of the Constitution and Bylaws, proposed amendments to the Constitution and Bylaws must be submitted on or before April 1, 2010.Provision for amending the Ritual is outlined on page 59 of the Ritual issued in 2007.All changes to this document must be submitted by April 1, 2010 as well.

A form for this purpose is enclosed and we recommend the following procedure:

a.Review the Constitution and Bylaws and Ritual in executive committee and formal chapter meetings.

b.Write proposed changes on the enclosed form.You do not need to use specific language for your proposed changes; just express the idea of the change in clear language and the Committee on Constitution and Bylaws and the Committee on Ritual Review can write it accordingly.Be sure, however, to specify the article(s) and section(s) of the Constitution and Bylaws and page number(s) of the Ritual for which you suggest changes.Colonies do not receive these forms.

c.Mail the appropriate form(s) to the Central Office before April 1, 2010.

d.On April 15, 2010, the Central Office will mail a listing of all proposed changes to the Ritual and Constitution and Bylaws to your chapter for review by the chapter and elected delegates.

Article V of the Constitution and Bylaws of the Fraternity outline the rules and procedures with regard to the biennial convention of the Fraternity--the Karnea.
