II. INFORMATION ITEMS

A. DEPARTMENT OF PUBLIC SAFETY – DIVISION OF EMERGENCY MANAGEMENT EMERGENCY ASSISTANCE ACCOUNT- Pursuant to NRS 414.135(5), the division is providing a quarterly report on the status of the Emergency Assistance Account for the period ending March 31, 2012.

B. DEPARTMENT OF PUBLIC SAFETY – PAROLE & PROBATION – Letter of Intent – 2011 Legislature - Quarterly report on the usage of administrative banks to manage offenders. This report covers the period from January 1, 2012 through March 31, 2012.

C. DEPARTMENT OF PUBLIC SAFETY – PAROLE & PROBATION – Letter of Intent – 2011 Legislature - Quarterly report on the number of Motor Pool vehicles in the division’s possession and the number of filled DPS Officer II position on the first working day of each month. This report covers the period from January 1, 2012 through March 31, 2012.

D. DEPARTMENT OF WILDLIFE – Transfer of a Wildlife Staff Specialist and associated costs from the Fisheries Division to the Habitat Division to coordinate the implementation of Natural Resource Conservation Services Farm Bill Conservation programs.

E. DEPARTMENT OF AGRICULTURE – LIVESTOCK INSPECTION – Convert four seasonal/intermittent Deputy Brand Inspector positions to three full-time Enforcement Officer II positions to monitor the movement of livestock, health, and brand violations.

F. OFFICE OF THE SECRETARY OF STATE – Reclassification of one part time Administrative Assistant II position to a full time equivalent position and one full time equivalent Administrative Assistant I position to a part time position.

G. DEPARTMENT OF BUSINESS & INDUSTRY - HOUSING DIVISION – Pursuant to SB152, Sections 9 and 13 of the 2009 Legislative Session, the agency is providing a report on efforts to provide job training and to promote energy efficiency and the use of renewable energy.

H. DEPARTMENT OF CORRECTIONS – PRISON MEDICAL CARE – Change in multiple positions that net in an increase of .71 full time equivalent positions.

I.  DEPARTMENT OF ADMINISTRATION – Information requested during the April 24, 2012 Interim Finance Committee meeting regarding the number of vacant positions.

III. ACTION ITEMS

A. DEPARTMENT OF PUBLIC SAFETY – DIVISION OF EMERGENCY MANAGEMENT – DISASTER RELIEF ACCOUNT – City of Caliente – Request for a retroactive extension of the reversion date of grant funds allocated at the June 24, 2010, Interim Finance Committee meeting.

B. DEPARTMENT OF EMPLOYMENT, TRAINING AND REHABILITATION EMPLOYMENT SECURITY DIVISION – Pursuant to Assembly Bill 484, Sections 3 and 4 of the 2011 Legislative Session, the agency is requesting an allocation of $23,900,000 in SFY 2012 and $40,100,000 in SFY 2013 in restricted funds from the Interim Finance Committee Contingency Fund for interest payments due the federal government for the loan made available to the state upon depletion of Nevada’s Unemployment Compensation Fund.

C. DEPARTMENT OF PUBLIC SAFETY NEVADA HIGHWAY PATROL – Pursuant to NRS 353.268, Nevada Highway Patrol requests an allocation of $15,766 from the Interim Finance Committee Contingency Fund to continue funding visiting dignitary protection assignments performed by the Governor’s Protection staff and Highway funded staff.

D. DEPARTMENT OF MOTOR VEHICLES – CENTRAL SERVICES – Pursuant to NRS 353.268, the Department of Motor Vehicles, Central Services Division is requesting an allocation of $39,313 from the Interim Finance Committee’s Highway Contingency Fund for one new position for the License Plate Factory. Relates to Work Program #C23745 that has also been placed on the June 21, 2012 IFC agenda.

E. DEPARTMENT OF PUBLIC SAFETY – DIVISION OF EMERGENCY MANAGEMENT – Pursuant to NRS 353.2755, the Division of Emergency Management, Sierra Fire Protection District, Truckee Meadows Fire Protection District, and Washoe County filed their letter of intent with the Division of Emergency Management to request a loan or a grant from the Disaster Relief Account for the Washoe Drive Fire within the 60 day requirement. The entities need to provide additional information to complete their request including, but not limited to, financial documentation, availability of internal funding, and assessment of damages. Emergency Management respectfully requests an extension to January 19, 2013 to collect this data for final submittal to the Board of Examiners and Interim Finance Committee.

F. DEPARTMENT OF PUBLIC SAFETY – DIVISION OF EMERGENCY MANAGEMENT – Pursuant to NRS 353.2755, the Division of Emergency Management, City of Reno, Sierra Fire Protection District, Truckee Meadows Fire Protection District, and Washoe County have filed their letter of intent with the Division of Emergency Management to request a loan or a grant from the Disaster Relief Account for the Caughlin Fire within the 60 day requirement. The entities need to provide additional information to complete their request including, but not limited to, financial documentation, availability of internal funding, and assessment of damages. Emergency Management respectfully requests an extension to November 18, 2012 to collect this data for final submittal to the Board of Examiners and Interim Finance Committee.

G. OFFICE OF THE GOVERNOR – OFFICE OF ECONOMIC DEVELOPMENT Pursuant to Assembly Bill 580, Section 38, of the 2011 Legislative Session, the Governor’s Office of Economic Development requests an allocation of $5,429,068 in restricted funds from the Interim Finance Committee Contingency Fund for fiscal year 2013 to encourage the creation and expansion of businesses in Nevada and the relocation of businesses to Nevada.

H.  DEPARTMENT OF ADMINISTRATION – DIVISION OF HUMAN RESOURCE MANAGEMENT – Request for approval to increase a Personnel Analyst 1 position from a .51 FTE to a 1.00 FTE to help address the high volume of work assumed by the Agency Human Resource Services section in the consolidation of personnel functions for five state agencies.

I. DEPARTMENT OF BUSINESS AND INDUSTRY - TRANSPORTATION SERVICES AUTHORITY – Pursuant to NRS 353.268, the Department of Business and Industry, Transportation Services Authority is requesting an allocation of $37,802 from the Interim Finance Committee’s Highway Contingency Fund due to an anticipated shortfall in the Personnel Services category.

J. DEPARTMENT OF TOURISM & CULTURAL AFFAIRS – COMMISSION ON TOURISM & NEVADA ARTS COUNCIL – Request for approval to transfer a filled Administrative Assistant 3 position from the Commission on Tourism to the Nevada Arts Council to replace an Administrative Assistant position eliminated last biennium to achieve target General Fund reductions. For FY 2013, this position will continue to be funded using Lodging Tax revenue through a $45,965 increase in the transfer to the Nevada Arts Council. In the FY 2013-2015 Agency Request, this position will be funded consistent with other Nevada Arts Council positions.

K. DEPARTMENT OF ADMINISTRATION – NEVADA STATE LIBRARY & ARCHIVES – Request for approval for the Cooperative Libraries Automated Network (CLAN) to adjust an Administrative Aid from a part-time (.45 FTE) to a full-time position beginning July 1, 2012 at an additional cost of $24,545 through an increase in user fees as approved by the CLAN Board on March 8, 2012.

L. DEPARTMENT OF CORRECTIONS – HIGH DESERT STATE PRISON AND NORTHERN NEVADA CORRECTIONAL CENTER – The Department of Corrections is requesting an allocation of $31,880 from the Interim Finance Committee Contingency Fund to cover two stale claims due to insufficient reversions in the respective fiscal years to cover the claims from the General Fund Stale Claims Account:

1. High Desert State Prison – Military Leave claim for fiscal years 2008, 2009, and 2010 in the amount of $23,950

2. Northern Nevada Correctional Center – A claim related to a Hearing Decision for salaries owed in fiscal year 2010 in the amount of $7,930
