SUBJECT:2009-10 Legislative Budget Request Guidelines

The Board of Governors (BOG) approved the 2009-10 legislative budget request (LBR) guidelines at its March 27 meeting, emphasizing the goals in its Strategic Plan:Access to and Production of Degrees, Meeting Statewide Professional and Workforce Needs, Building World-Class Institutions, and Meeting Institutional and Community Needs.

The BOG will meet in August to review and approve the 2009-10 LBR for the operating budget. Instructions for the submission of the universities’ fixed capital outlay (FCO) plans were distributed on April 30, 2008, with approval of the FCO request in September. Remember, there will be an opportunity to amend the budget request in January 2009.

Given the revenue situation, it is appropriate to request a continuation budget only, which includes salary enhancements to retain faculty and staff. Since continuation issues can be calculated at the system level, there is no need for universities to submit individual requests, except as noted in the following paragraph. BOG office staff, with technical assistance from your university’s staff, will develop the following budget issues for the system:Access, Major Gift Matching, Plant Operations and Maintenance, IFAS Research /Extension Workload, Faculty and Staff Salary Enhancements, Medical Education Initiatives, Replace 2008-09 Non-recurring Lottery Funds,and Restore 2007-08 and 2008-09 Budget Reductions in E&G Student Financial Assistance.

In addition, specific system issues that were requested in the 2008-09 LBR, but were not funded, will be included in the 2009-10 request:Safety and Security, Center for Library Automation, University Press, Global Education Initiative, Performance Incentives, and Centers of Excellence. Also, there were university-specific issues included in the 2008-09 LBR that were not funded by the Legislature. These issues will be included in the 2009-10 LBR at the same levels requested in 2008-09. These issues: UCF Burnham, FAMU Land Grant, and NCF Academic/Academic Administrative Start-up Support. Since these three issues have been approved by their respective universities’ BOTs, there will be no need to request approval again unless there are significant revisions to the program’s amount and structure. If there are significant changes, we ask that you submit them to our office no later than June 27, 2008.

We recognize that your BOTs may have adopted additional LBR issues,but in light of the available state revenue, we believe it is prudent not to go forward with many new issues.
