Trash Removal Services

This is to advise the above agencies that the Department of General Services (DGS) has negotiated an emergency contract, in accordance with COMAR 21.01.02.36, to provide continuous trash removal services for Baltimore City, Howard, Anne Arundel and Baltimore Counties.

This indefinite quantity contract requires the contractor to provide regular trash removal for State agencies at fixed unit costs. Local municipalities and nonprofit organizations are permitted to use the contract as well, under separate contracts not binding with the State of Maryland.

DGS recently bid these services with multiple awards made to the lowest responsive bid by the responsible bidder for each county. The winning bidder for Baltimore City, Howard, Anne Arundel Baltimore, Harford, Cecil, Washington Dorchester, Wicomico, Somerset and Worcester counties was BFI Waste Services, LLC, dba Republic Services of Baltimore (“BFI”). All contracts with BFI were for the term offive years, September 1, 2015 through August 31st, 2020.

Although some agencies in the areas noted above have obtained their required services and made the necessary transition, BFI is not yet prepared to purchase and deliver the hundreds of new containers needed for the various State facilities throughout these counties. Therefore, DGShas negotiated an emergency contract with Waste Management at the competitive unit costs of the most recent bid, effective December 8th, 2015 and ending June 30th, 2016 to provide an organized transition of services from Waste Management to BFI.

The actual transition of services will occur beginning May 1, and continue through June 30th, 2016. The recommended schedule is as follows:

May 1 through May 15th:

The Department of Public Safety and the Department of Health and Mental Hygiene

May 15th through May 28th:

The Maryland Department of Transportation (all affiliates) and the Department of Human Resources.

May 29th through June 11th:

The Maryland Military Department, Maryland State Police, The Department of Information Technology, the Department of Budget and Management and the Comptroller’s Office.

June 12th through June 30th :

All remaining state agencies.
