SUBJECT: State Board of Examiners Nominations

I recommend the adoption of the attached resolution confirming the reappointments of three members and the appointments of two new members to the State Board of Examiners. The terms of the appointment are noted in the resolution.

In adopting the attached resolution, the State Board of Education would approve the reappointments of Dr.Laura Morana, Interim Executive County Superintendent for Mercer and Middlesex Counties; Mr.Derek Jess, School Business Administrator, Perth Amboy School District; Dr.Patricia McGeehan, Superintendent, Type I district, Bayonne School District; and Dr. Mary Jane McNally, Library Media Specialist, Bernards Township School District. The State Board of Education would also approve the appointments of Naomi Johnson-Lafleur, Teacher, Trenton School District; and Dayna Desiderio Orlak, Teacher, Waldwick School District.

N.J.S.A. 18A:6-38 provides the State Board of Examiners with authority for issuing, revoking and suspending educational certificates under rules prescribed by the State Board of Education. Pursuant to N.J.S.A. 18A:6-34, the membership of the State Board of Examiners shall include an assistant commissioner, a county superintendent, two presidents of State colleges, two district superintendents, a high school principal, an elementary school principal, a school business administrator, a librarian, and four teaching staff members other than a superintendent, principal, school business administrator or librarian.

In accordance with N.J.S.A. 18A:6-34 and -35, all members of the State Board of Examiners shall be appointed by the Commissioner of Education with the approval of the State Board of Education for a term of two years. There are 14 positions on the board whose terms expire on a staggered schedule. Members may be reappointed after expiration of their terms. Other than Dr. Morana and Dr. Dauber, eight current members of the State Board of Examiners are serving, with precedent and advice from the Attorney General, past the formal expiration of their terms. These members will be formally nominated for reappointment at the July or August State Board of Education meeting. Attached is a roster of the proposed membership.

RESOLUTION

STATE BOARD OF EXAMINERS APPOINTMENTS AND REAPPOINTMENTS

WHEREAS, pursuant to N.J.S.A. 18A:6-38, the State Board of Examiners is responsible for issuing, revoking and suspending educational certificates under rules prescribed by the State Board of Education; and

WHEREAS, pursuant to N.J.S.A. 18A:6-34, members of the State Board of Examiners are appointed by the Commissioner of Education with the approval of the State Board of Education; and

WHEREAS, the Commissioner, after consulting with members of the education community, has recommended the reappointment of four members and the appointment of two new members to the State Board of Examiners; and

WHEREAS, the persons whom the Commissioner has recommended have established reputations for distinguished service; now, therefore, be it

RESOLVED, that the State Board of Education hereby approves the reappointments of the following persons, whose terms shall expire on September 14, 2017:
