SUBJECT: 2009 Florida FBLA-PBL Fall Leadership Conference

Attached is the registration packet for the 2009 FBLA-PBL Fall Leadership Conference. This conference will be held in Orlando, November 19-21, 2009. Members and advisers will be staying at the Caribe Royale. Please read all sections of this packet carefully. All materials must be received by October 23, 2009.

This year, we have the unique opportunity of joining our State Fall Leadership Conference with one of the three National Fall Leadership Conferences. Please pay particular attention to the details on the following pages so that you and your students may take full advantage of this combined conference! It is always exciting to host a national conference and it gives our members a wonderful experience.

The conference officially begins at 2:30 p.m. on Thursday, November 19, with registration. The opening session will begin at 4:00 p.m. The conference will offer four different motivational speakers, a variety of workshops, a battle of the districts, a fund raising volleyball game, two entertainment sessions, and much more.

2009 Conference Packet Highlights

  • This year we are pleased to be combining our Florida FBLA-PBL Fall Leadership Conference with the National Fall Leadership Conference in Orlando. Florida’s conference will be held on Thursday afternoon through Friday morning. We then encourage everyone to stay and experience the thrill of the National Fall Leadership Conference!
  • Be sure to use the hotel reservation form enclosed. It is the same form as the one in the National Fall Leadership Conference packet. You must remember to check the box for the Caribe Royale Orlando.
  • Rooms are available on a first come--first serve basis. Housing forms must be received by October 23. If the hotel is unable to accommodate your reservation, the national office will assign you to an overflow hotel.
  • All room reservations must be accompanied by a guarantee of one night’s lodging for each room. Reservations with credit card deposits may be faxed to 407-238-8088. Reservations will not be accepted by phone. Purchase orders must be received 30 days prior to arrival. Checks should be made payable to the Caribe Royale Orlando. Credit cards will not be charged by the hotel until arrival or unless a room is canceled within 72 hours of the scheduled arrival date. All cancellations must be in writing and mailed or faxed to the hotel.
  • Hotel reservations are to be sent to the Caribe Royale Orlando, 8101 World Center Drive, Orlando, FL 32821. The telephone number is (407) 238-8000. The fax number is (407) 238-8088.
  • The Florida Fall Leadership Conference registration fee for students is $20. The fee is payable in advance. Advisers, state officers, and current district presidents do not have to pay a registration fee for the Florida part of the conference. There is an additional registration fee for the National Fall Leadership Conference.
  • PLEASE note the deadline for all materials: RECEIVED: October 23, 2009.
  • If you are attending both portions of the conference (state and national), conference registration must be done on two different forms. The conference registration form included in this packet is for the Florida portion of the conference only (November 19-November 20 at noon). This form is to be sent to Florida FBLA-PBL, P. O. Box 1106, Zephyrhills, FL 33539-1106. Please refer to the National Fall Leadership Conference registration packet (available on line to register for the national portion of the conference.
  • PLEASE note that the attached agenda is TENTATIVE!! Some events/activities may be scheduled at an hour different than what is listed here. Check your conference program when you register for exact times and locations of activities.
  • Attire for the first afternoon and evening (November 19 only) will be casual with restrictions. Because of the nature and timing of the activities on November 19, members and advisers may choose to wear the following: black pants, navy pants, or khaki pants (no denim allowed) and an FBLA-PBL T-shirt or an FBLA-PBL polo shirt. No other casual attire will be accepted. If members and advisers do not have this type of casual attire, they must follow the dress code included with this packet.
  • On November 19, there will be a mini walk for the Children’s Miracle Network, a Battle of the Districts, and a sit-down volleyball game with proceeds going to the Florida FBLA-PBL Foundation.

CONFERENCE REGISTRATION FEES

The Florida conference registration fee of $20 per student is to be paid by school check and included with the registration form. Advisers, District Presidents, and State Officers do not pay a conference registration fee for Florida’s part of the conference. A $5 SERVICE CHARGE WILL BE ASSESSED FOR EACH ON-SITE REGISTRATION. ALL REFUNDS WILL BE ASSESSED A $5 CHARGE. REFUNDS WILL NOT BE AVAILABLE AFTER OCTOBER 27.

PLEASE NOTE: Registration for the National portion of this conference must be done by going to The national registration fee is $60 for members and advisers. The national office does not allow refunds after October 9.

ATTENDANCE CRITERIA AND ELIGIBILITY

1Adults

The Board of Directors has stipulated that there must be a minimum of one adult adviser for every ten student delegates. Adult advisers are considered to be the chapter advisers. If more than one adult adviser is necessary, another adult may be designated by the proper school official to serve in this capacity.

2. Criteria for Students to Attend FLC

To be eligible to attend the FLC, FBLA-PBL members must meet these basic criteria:

  • Be an active member of FBLA-PBL;
  • Have the approval of the FBLA-PBL Chapter Adviser;
  • Have the approval of the school administration;
  • Have the approval of parent or guardian (FBLA only);
  • Have signed the Conference Dress Code and Delegate Conduct Procedures Forms;
  • Be accompanied by an adult adviser (FBLA only);
  • If staying in a hotel, it must be the conference hotel or the overflow hotel.

REGISTRATION

Each FBLA-PBL chapter adviser is required to register the student delegates and adult advisers in his/her chapter delegation. Please follow directions carefully and fill in all forms completely.

Payment for your chapter's Florida registration must be mailed to the FBLA-PBL office with the attached registration form. Please be sure that the amount of your check is equal to the registration fee multiplied by the number of delegates you have listed on the registration form. You will receive a receipt in your registration packet at the conference. Make checks payable to FLORIDA FBLA-PBL. A $5 SERVICE CHARGE WILL BE ASSESSED FOR EACH ON-SITE REGISTRATION AND ANY CHANGES.

The registration forms are to be received by October 23, 2009. The forms are used for advance typing of identification badges. Legibility is important. PLEASE TYPE. Chapter advisers should make a copy of each of the forms submitted and bring these copies to the Fall Leadership Conference for verification at the registration desk.

PLEASE NOTE: This year’s Fall Conference is being held in conjunction with the National Fall Leadership Conference. Florida’s sessions will end at 12:15 p.m. on Friday and the National sessions will begin at 1 p.m. on Friday. We strongly encourage everyone to stay Friday and Saturday to take advantage of the educational and enjoyable events and activities of a National Fall Conference.

CONFERENCE REGULATIONS ON CHAPERONAGE

  1. The problem of proper chaperonage of students on school-sponsored trips is enormous. Hotel managers and others have expressed grave concern over the lack of effective chaperonage.
  1. Teachers who assume the responsibilities for chaperoning a group of students on an out-of-town trip should recognize that they are assuming a twenty-four-hour-a-day responsibility from the time they leave until they return. At no time may chaperons make personal plans except with the consent of the person in charge of the trip.
  1. The drinking of alcoholic beverages at any time is forbidden.
  1. Chaperons should never retire until all students are checked in for the night, all visiting between rooms has stopped, and the chaperons are reasonably sure that the groups are quiet and in their rooms.
  1. Chaperons should keep an accurate check on the members assigned to them at all times. Students should not be "turned loose."
  1. Students should engage in school activities of a group nature only.
  1. Hotel rooms are bedrooms. Under no circumstances should students of opposite sex visit, play cards, or entertain guests in their rooms. If a student is to entertain a visitor, he/she should check with his/her chaperon and receive permission to do so in the lobby.
  1. When a student is assigned to a group or chaperon, he/she is to remain with the group at all times unless special arrangements have been made. Students should return with the group, unless other traveling arrangements are made prior to the time of departure.
  1. If a party includes members of each sex, there should be chaperons of each sex or arrangements should be made with a chaperon from another school so that responsibilities may be shared.
  1. No student should be allowed to accompany a group on a trip until he/she has agreed --in writing--to abide by the rules and has submitted the written consent of his/her parents or guardians for him/her to make the trip.
  1. Travel in private cars should be avoided as much as possible. Driving into the early hours of the morning to return home should be ABSOLUTELY PROHIBITED.
  1. Delegates violating any of these rules will subject their entire delegation to being unseated. Delegates may be sent home at their own expense for violating any of these rules.

FBLA DELEGATE CONDUCT PROCEDURES

The Board of Directors requires that each delegate attending the FLC read and complete this form and turn it in at Conference Registration as partial completion of attendance requirements.

  1. The term "delegate" shall mean any FBLA member, including advisers, attending FLC.
  1. There shall be no defacing of public property. Any damages to any property or furnishing in the hotel rooms or conference center must be paid by the individual or chapter adviser responsible.
  1. Delegates shall keep their adult advisers informed of their activities and whereabouts at all times.
  1. Be prompt and prepared for all activities. Be financially prepared for all possibilities.
  1. Out-of-town delegates will spend nights in the assigned resort and in assigned rooms. Conference-area delegates not staying at the hotel shall be off the property by 11 p.m.
  1. Dates shall be admitted to authorized activities only and permitted only between delegates.
  1. No alcoholic beverages or narcotics in any form shall be possessed by delegates at any time, under any circumstances.
  1. No delegates shall leave the hotel unless permission has been received from the chapter adviser.
  1. Delegates shall attend all general sessions and activities, committee meetings, etc., for which they are registered.
  1. Identification badges will be worn at all times while in the conference hotel.
  1. Delegates violating or ignoring any of the conduct rules will subject their entire delegation to being unseated and their candidates or competitive events contestants being disqualified. Individual delegates may be sent home immediately at their own expense. Curfew will be enforced. (Curfew means delegates will be in their assigned rooms.)
  1. No visitors will be permitted to attend the conference or visit attendees while at the conference.

FLORIDA FBLA-PBL DRESS CODE FOR ADVISERS, MEMBERS, AND GUESTS

(Adopted by Florida, July 2003, revised July 2009)

FBLA-PBL members and advisers should develop an awareness of the image one’s appearance projects. The purpose of the dress policy is to uphold the professional image of the association and to prepare students for the business world. Acceptable attire is required for all attendees—advisers, members, and guests—at all general sessions, competitive events, meetings, workshops, and other activities unless otherwise stated in the conference program.

Males

  • Business suit with collared dress shirt and necktie; or
  • Sport coat, dress slacks, collared dress shirt, and necktie; or
  • Dress slacks, collared dress shirt, and necktie.
  • Dress shoes and dress socks are required.
  • A banded collar shirt may be worn only if a sport coat or business suit is worn.

Females

  • Business suit (jacket and skirt); or
  • Business pantsuit (jacket and pants); or
  • Business dress; or
  • Skirt with blouse or sweater.
  • Closedtoe and closed heel business dress shoes are required.

Males and Females

  • No jewelry in visible body piercing, other than ears, on men or women!

Acceptable Awards Program Attire

  • Professional dress as listed above; or
  • Semi-formal or formal attire

Unacceptable Attire Includes:

  • Denim, chambray, or flannel fabric clothing of any kind
  • Overalls, shorts, skorts, gauchos, capris, stretch or stirrup pants, exercise or bike shorts

Low-cut, backless, see-through, tight-fitting, spaghetti straps, or strapless blouses/tops/dresses

  • Extremely short, tight-fitting, or see-through dresses/skirts
  • Sandals, athletic shoes, industrial work shoes, hiking boots, over-the-knee boots, or bare feet
  • Athletic wear, including sneakers and letterman jackets
  • Hats
  • Bolo ties
  • Visible foundation garments

New fashion trends may be in style but not necessarily appropriate. The best way to operate is to avoid walking the line. If there is a doubt, select something else to wear. Be a professional!

CONFERENCE DRESS CODE AND CONDUCT PROCEDURES

I have read and fully understand the Fall Leadership Conference "Delegate Conduct Procedures" and "Dress Code" and agree to comply with these conduct guidelines. Furthermore, I am aware of the consequences that will result from violation of any of the Conference guidelines.
