Ice Cream Bid

Awarding of Ice Cream Bid

On Tuesday, May 31, 2011 at 9:30 a.m. the Iredell-Statesville Schools Invitation for Bids for Ice Cream were opened. Those present were: Trish Campbell, Pat Johnson, Sonny Killebrew, Blue Bell Creameries, Brett French, Mooresville Ice Cream Co. & Barry Rice with Maola Milk & Ice Cream Co.

The Maola Milk & Ice Cream Bid was disqualified for the following reasons:

1)No name or title of person authorized to sign bid on bid envelope.

2)Signatures were in black ink and should have been in blue ink.

3)Required checklist incomplete.

4)No bottom line pricing amount of bid as required on page 8.

5)No pricing given on bidding spreadsheet.

6)Pricing given on five items on the add-on sheet.

7)Did not return required copy of IFB contract with terms & conditions.

Mooresville Ice Cream turned in a complete bid with the following exceptions:

1)Bid turned in was not “sealed” as required in IFB.

2)General Terms and Conditions, 2.5 “All Vendors submitting bids must provide a current HACCP (Hazard Analysis Critical Control Point) summary describing the distributor food sanitation and safety practices. The successful bidder must maintain a current HACCP plan through the duration of this contract. (Attachment A – see attached).

3)General Terms and Conditions, 2.11 – “The Vendor awarded the Contract shall be expected to voluntarily comply with all Federal, State and Local mandates regarding the Identification and Recall of foods from the commercial and consumer marketplace. The Vendor shall have a process in place to effectively respond to a food recall; the process must include accurate and timely communications to the School District and assurance that unsafe products are identified and removed from school sites in an expedient, effective and efficient manner. A one-page summary of the Vendor’s Recall Policy and procedures is required to be submitted with the Bid in (Attachment D – see attached).

4)Bottom Line Price as required on page 8 of the bid: $33,326.00

Blue Bell Creameries turned in a complete bid with no discrepancies:

1)Bottom Line Price as required on page 8 of the bid: $36,611.00

2)General Terms and Conditions, 2.5 – Turned in a four (4) page HACCP Plan.

3)General Terms and Conditions, 2.11 – Turned in a six (6) page Identification and Recall of Foods Plan.

4)Blue Bell had more variety of items to choose from: 21 vs. 12
