Re: Grant to support training and certification initiative:

Behavioral Health services for youth with co-occurring behavioral health/developmental disability needs.

Dear Provider;

The Louisiana Department of Health, Office of Behavioral Health (OBH) and Office of Citizens with Developmental Disabilities (OCDD) was awarded a SAMHSA grant aimed at transformative activities focusing on service to individuals with developmental disabilities (DD) co-occurring with serious emotional disturbance (SED). The goal of OBH and OCDD through this grant is to improve our state capacity to serve youth with co-occurring DD/SED, by increasing access to quality behavioral health treatment that is adapted for effectiveness with youth with co-occurring DD needs.

To accomplish this goal, OBH and OCDD are offering an opportunity for qualified provider organizations to engage in a program of training and mentoring leading to a State-endorsed certification in specialty services for co-occurring DD/SED youth and their families. It is our goal to support treatment providers across the levels of care in the behavioral health system to become increasingly skilled, confident, and collaborative in providing mental health treatment to youth with co-occurring DD needs. The population of focus for this initiative is Medicaid-eligible youth (ages birth to 18) who:

  • Reside in the Southeast regions of the state; LDH regions 1 (Orleans), 2 (Baton Rouge), 9 (Florida Parishes), and 10 (Jefferson Parish);
  • Experience SED symptoms (SAMHSA definition: diagnosable mental/behavioral/emotional disorder meeting DSM criteria, resulting in impairment in functioning in family/school/community), co-occurring with a diagnosis of intellectual disability/autism spectrum disorder.

Training and Certification:

Training and certification will involve multiple approaches including the following:

  1. A multi-modular didactic training component which will address the following areas:
  2. Person Centered Thinking Practices and Self-Determination as Context for services/support
  3. Incorporating Staff/Families into Treatment Approaches,
  4. Trauma Informed Care
  5. Understanding Recovery and Resilience for Individuals with IDD/ASD and co-occurring BH needs
  6. Assessment, Diagnosis and Treatment modifications and approaches
  7. Understanding, navigating and coordinating with DD services

  1. A mentoring component that will pair clinicians/teams with local OCDD clinicians with a long standing history of supporting individuals with co-occurring SED/DD. Mentors will work with clinicians/teams to develop intensive collegial consultation activities to support the application of principles and treatment techniques as the clinician/team begin to support individuals with co-occurring SED/DD.

Didactic activities will occur over the course of a two month period (March-April 2017) and mentoring will occur from April to September, 2017. Certification will be based upon completion of the didactic training, completion of mentoring activities and successful inclusion of individuals with SED/DD into program/practice.

Benefits to Participating Providers:

Participating providers can expect to gain skills and confidence in adapting their provision of behavioral health services to youth with DD needs, as well as knowledge of collaborations, care planning, and additional resources that can be accessed to benefit these youth. Participating providers will benefit from ongoing support and mentoring to assist in putting these skills into action to produce positive outcomes for youth.

Participating providers will be eligible to apply for grant funding which will compensate for start-up costs, training-related costs, as well as for staff time engaged in training, mentoring, and certification activities. Providers to receive this funding will be selected by OBH/OCDD via an application process, and the amount of funding for each participating provider will be determined based on the size of the organization, the number and credentials of members of the organization’s staff team, and other related factors. Funding will be dependent upon the provider organization entering into a contract and will be contingent on deliverables such as completion of the training, completion of all activities and mentoring leading to certification, and documentation of outcomes measurement for a pre-determined number of clients served within the target population.

Provider Qualifications:

To be selected to participate, the provider organization must provide behavioral health services to Medicaid-eligible youth in the identified regions. The provider must also be a credentialed provider with 1 or more of the Healthy Louisiana Medicaid MCOs and/or Magellan (CSoC program); providers credentialed with multiple or all MCOs/Magellan will be preferred. Also preferred are providers with demonstrated commitment to serving youth with complex needs which cross multiple child-serving systems (may include OCDD but this is not a prerequisite), through provision of outcomes-informed care and collaboration with multiple partners to ensure client success.

Eligible providers may fall into one or more of the following categories:

  • Psychiatric Residential Treatment Facility (PRTF)
  • Therapeutic Group Home (TGH)
  • LGE Behavioral Health program/clinic
  • Mental Health Clinic
  • FQHC
  • Mental Health Rehabilitation provider
  • Individual or Group Practice of LMHP(s)
  • Family Support Organization

To participate in this funding opportunity, organizations must identify and commit a staff team (may range from 1-10 staff based on the provider size/type) to participate in a program of training and mentoring leading to a State-endorsed certification in specialty services to co-occurring DD/SED youth. Participating organizations must also agree to serve a pre-determined number of clients in the target population by the end of the year (documented by submission of outcomes data) and demonstrate commitment to continuing to accept referrals and provide service to members of the target population over time.
