TOWN OF ELDORADO BOARD MEETING

Minutes

MONDAY,OCTOBER 23, 2017

1. Miller called meeting to order at 7:30 PM followed by Pledge of

Allegiance

2. Motion made Averbeck/Mueller to approve minutes from September

meeting. Motion carried.

3. N. Chesney explained that EPC recommended rezone of Ott property to A1.

Averbeck/Mueller motion to accept rezone of Ott property from rural to A1.

Motion carried.

4. Motion made Mueller/Averbeck renewal of Accurate Assessors contract

Motion carried.

5. Fence in ditch, removal needed at W7401 Townline Circle. Mueller

explained that neighbors have requested fence removal as it is causing

drainage and flood problems. Mueller/Averbeck motion to recommend

sending letter from town to have fence removed. Motion carried.

6. Weed ordinance was read aloud by Winters. Motion made

Mueller/Averbeck to approve. Motion carried.

7. Action on Sidewalk project for Eldorado error in agenda

8. Action on Renewal of Accurate Appraisals contract error in agenda

9. Action on Agnesian Foundation grant for AED Winters read letter from

Agnesian Healthcare Foundation. Jerry Borski gave an explanation of what

an AED is and how it helps to restart a heart for a person who is gone into

cardiac arrest. First Responders have 12 AEDs in service in the town.

Motion Averbeck/Mueller to accept foundation grant and offer training

opportunity to groups that frequently use the center. Motion carried.

10. Motion made Mueller/Averbeck to accept Agreement with Town of

Blackwolf for road maintainence of Lone Elm Road. Motion carried.

11. Discontinuance of Shir Mar Lane as Town Road resolution read by Winters.

Averbeck explained the town never really took over ownership of the road.

Records do not indicate otherwise. Owners of land that border the

property have no problem with the discontinuance. Motion Averbeck/Miller

to take Roll call vote: Miller- Yes, Averbeck, Yes, Mueller. Motion carried.

12. Review Proposed Budget, Averbeck explained that this is a preliminary

review. Budget hearing is usually scheduled in November. Sidewalk

project was a question and may want to put some money aside in 2018 and

2019. Winters will work with Linger on getting more precise budget

numbers.

13. Update on Sidewalk project: Miller and Averbeck talked to Hwy dept and Al

Beuchel. Hwy Department has moved work on County C from a 10 year

budget to a 5 year budget. Need to coordinate sidewalk with road work.

Miller reported that sidewalk would be roughly $42,000 on west side of

County C from community center to parking lot at ball diamond. Averbeck

would like to meet with Mike Pionke and neighborhood group that brought

ideas to town board.

14. Update on Sex Offender Placement in Fond du Lac County, Miller met with

sheriff and DA. Judge from Washington County has determined Terry

Olson should be placed in Fond du Lac County. No update at this time on

location. Senator Feyen is having a meeting at City Police Station on Main

St near Johnson St. on November 1, 2017 from 10:00 am – 12:00 pm.

Notice of meeting was posted in Fond du Lac Reporter as of today.

15. Reports:

a. Plan Commission: Norb Chesney reported that Ott rezone was

discussed and recommended for rezone. Watersworth came to meeting,

told that they need to submit plan to Town Clerk.

b. Town Highway: Pionke reported that speed limit signs reducing speed

down to 45 mph has been posted on Town Line Road. Gates are being

put up on Dike Road. Posts are in place. Jerry Borski recommended

that the posts be put in by the woods. Road to be closed after hunting

season if needed. Salt has not been delivered. Ford truck not shifting.

Dike road new signs are in. Submitted grant to repair Hass road from

Cemetary Rd to County N. Townline circle, most of trailer is down.

Garage is still up, person still living in RV. Tires and garbage still on

property.

c. Fire Department: Applied for a grant through DNR, awarded $7500 grant

for dry hydrant on corner of Lincoln Road and Jahns Road. Few calls on

Highway, semi brakes on fire, accident, house fire, cable across road.

First Responders going through refresher course right now.

16. Public input and discussion: Norbert Chesney asked if any application

received for membership on Plan Commission. Should put out an

announce that town is looking for member on Plan Commission. Dave

Jahns asked Winters to announce the Charlie Brown Halloween Special is

on this weekend. Jeremy Brenner asked what can be done about all the

stray cats. They are walking in to the bar.
