SUBJECT: Revised An Employer’s Guide to Income Withholding for Child and Medical Support

(PAM-CS-1) pamphlet

The PAM-CS-1 has been revised to update the format and to reflect technical changes to be consistent with other forms. The PAM-CS-1 has been added to the Division of Child Support’s Internet site.

The following revisions were completed on PAM-CS-1:

·  Removed all references to the “Cabinet for Families and Children” and changed to the “Cabinet for Health and Family Services” due to the reorganization of state government.

·  The “Kentucky Unbridled Spirit” logo added in accordance with CHFS Secretary’s instructions.

·  References to “noncustodial parent or obligor” have been changed to “noncustodial parent” for simplicity per Child Support Memorandum No. 30.

·  Added language regarding Kentucky’s New Hire Program.

·  Added language regarding allocation of multiple child support orders.

·  Added language regarding House Bill 155 that revised Kentucky Revised Statute 405.465(6) concerning lump sum payments.

·  Added language regarding medical support, terminating income withholding, if the noncustodial parent is called for active duty and if the employee files for bankruptcy.

·  Added additional references to federal and state statutes, and federal regulations, and additional contact information.

This transmittal letter is to be saved and filed for future reference as it explains changes that have been made to the Prosecutors’ Handbook, Manual of Forms and Kentucky Child Support Forms Pamphlet Section. The Prosecutors’ Handbook, Manual of Forms, and Kentucky Child Support Forms Pamphlet Sections are to be updated as shown on page two.
