SUBJECT: 2006-07 Section 107 Performance Objectives

Under Section 107 (10) of the 2006-07 State School Aid Act, adult education funds are paid to a school district as follows:

90% for enrollment of eligible participants; and

10% for achieving specified performance objectives.

In order to accurately report the total full-time equated (FTE) count for Section 107 funded adult education participants achieving performance objectives for this program year, the 2006-07 Section 107 Performance Objectives form (AE-4859) must be completed and the signed original returned to the address listed at the top of the form by September 21, 2007.

Head Count and FTE information are required for Section 107 funded adult education participants enrolled and counted in membership, and those who met the performance criteria.

FTE enrolled data reported on the Performance Objective form must be consistent with count date information reported into the Single Record Student Database (SRSD). Included with this form is alist indicating the total number of FTEs reported for each district for 2006-07 as of August 1, 2007. If your district’s data is inaccurate, your district is required to make corrections through your ISD. An analysis of the data in SRSD and the AE-4859 will be completed and adjustments will be made to the FTEs reported as needed.

As a reminder, all federal and state funded adult education instructional programs are required to enter ALL adult education participant data into the Michigan Adult Education Reporting System (MAERS), regardless of the number of instructional hours the participant received or whether or not the participant made an educational gain or attained a primary goal. A participant may be considered enrolled if he/she:

  1. Signed a registration or enrollment form, dated no more than 90 days prior to the beginning of the program year (April 1st), and
  2. Has attended one or more class sessions.
