TITLE OF POST:Resettlement Team Manager

ACCOUNTABLE TO: Deputy CEO

OBJECTIVES OF THE POST:To oversee all aspects of effectiveservice and contract delivery in the Resettlement Team.

MAIN DUTIES AND RESPONSIBILITIES

1. Strategic and Policy Responsibility

  • To assist in the development of, and to implement, monitor and review Resettlement Teams policies, procedures and ensure that they are in accordance with overall organisational policies and procedures.
  • To ensure that the service meets all contractual and statutory obligations.
  • To identify gaps and improvements in service provision and work with senior management and agencies on strategic development of the service to meet identified need.
  • To ensure service delivery in the Resettlement Team complies with internal and external quality standards.

2. Ensuring the good reputation of the organisation is maintained

  • To competently ensure all communication about the service and the wider organisation is communicated in a professional, accurate and effective manner.
  • To develop and maintain excellent working relationships with Sheffield Youth Justice Service, South Yorkshire Housing Association, Sheffield City Council and Social Care Departments.
  • To ensure regular and effective liaison and consultation with other relevant agencies such as referring agencies, monitoring bodies and the general public.
  • To respond effectively and appropriately to young people, neighbours and other agencies or individuals who have complaints about the Resettlement Team.
  • To represent the service and the wider organisation in a competent and professional manner and maintaining the highest professional standards at all times.

3. Service Delivery and Housing Management

  • To ensure that service delivery is compliant with all relevant contract specifications.
  • To ensure that the service has a maximisation of occupancy levels and a minimisation of voids.
  • To ensure that the fabric of all accommodation, their furnishing, equipment and the physical environment are maintained to a high standard and in line with Health & Safety requirements.
  • To oversee the decision making process regardingthe Resettlement Teams referral and allocations,ensuring fair access and exit in line with Roundabout’s Allocations and Equality and Diversity policy.
  • To manage and ensure working practice is compliant with Housing Law, with particular regard to tenure and internal warning systems.
  • To ensure that all staff operate in accordance with Health and Safety legislation and they adopt safe working practices in line with Roundabout’s policies and procedures.
  • To ensure that there is a robust and responsive maintenance provision across the service.
  • To participate in Roundabout’s on-call rota and ensure an out of hours provision is provided for the Resettlement Team’s clients.

4. People Management

  • To have operational responsibility for the management of contracted staff and volunteers in the Resettlement Team and Group Living, including all aspects of the assessment, planning and review process, housing management, and cross team liaison.
  • To lead and motivate staff to perform effectively in line with internal and external quality standards.
  • To set relevant objectives for staff and monitor staff performance in line with Roundabout’s internal and external quality standards, organisational policy and procedure and contract requirements.
  • To participate in the recruitment and selection of staff and provide and arrange induction training for new staff as required.
  • To identify training needs of staff and ensure the training needs are addressed through personal development, on the job training and coaching, supervision and formal training.
  • To provide effective communication to all staff through written information, team meetings and formal supervision using effective management approaches to foster a positive culture and ensure high performance.
  • To provide annual staff appraisals in line with Roundabout’s appraisal processes, and service and organisational objectives.
  • Lead and facilitate team meetings, ensuring external and internal communication are effectively translated to all staff, and to ensure all decisions are followed through effectively.

5. Financial / Monitoring

  • To ensure that all service expenditure is in accordance with Roundabout’s budget and authorised limits.
  • To ensure that financial systems are adequate and effective and that all staff operate financial procedures correctly.
  • To co-ordinate payroll processes for the team and ensure all associated documentation is completed and authorised within agreed timescales.
  • To report to the Financial Controller and Senior Management as required on financial information including the processing of rent payments and payments of income maintenance and service charge for Social Services clients.

6. Continuous development of quality standards and controls

  • To lead, direct and deliver all aspects of service provision and ensure that high professional standards are maintained and that it meets the requirements of internal and external frameworks.
  • To develop and maintain effective monitoring and evaluation systems for all aspects of the work of the team, including service delivery, financial controls, training and communication.
  • To ensure that high standards are maintained through effective assessment and resettlement planning for young people, in line with contractual obligations, Roundabout’s policies, procedures and relevant legislation.
  • To ensure that the service delivers an effective and co-ordinated provision provided to young people based on assessed needs, including the collaborative work and provision of other services as required.
  • To lead the staff team in providing a stimulating and supportive environment to meet the social, emotional, physical, health and resettlement needs of young people.
  • To ensure that the rights of young people are understood, respected and actively promoted and that their views on Roundabout’s performance are considered fully in decision-making.
  • To regularly consult with young people to share and improve service delivery.

8. General

  • To undergo further training where required
  • To adhere to and promote Roundabout’s policies and procedures.
  • To adhere to and promote Roundabout’s policies and procedures, in particular Safeguarding, Equality and Diversity Policy and Health and Safety Policy and procedures.
  • To collate information and evidence for service user involvement in monthly and other reports as necessary.
  • To undertake other duties as may reasonably be required by Roundabout’s Senior Managers.

These duties are neither exhaustive nor exclusive and the post holder is required to undertake reasonably determined duties within the organisation driven by needs of the business.
