Title of Job: Project Manager (BBO), subject to securing funding from the Big Lottery Fund

Salary:HAWC Grade 38 - £35,340incl. ILW

Hours of Work:35 hours per week

Duration:Three Years

Reports to: Senior Operations Manager

Responsible for:Women at the Centre Project

AMain Purpose and Scope of the Job

The primary purpose of this role is to ensure robust development, delivery and monitoring of the Women at the Centreemployment project. The post holder will ensure that the project is delivered in line with the Big Lottery/ESF Funding Agreement, and that delivery and associate partners meet the conditions specified in the partnership agreements. The post holder will work closely with the main delivery partner and ensure that the project uses creative and innovative ways of working across 9 London Boroughs, engaging key stakeholders, employers, training providers, local residents and the voluntary sector in order to meet targets.

BMain Tasks and Responsibilities

  1. Project management

1.1Develop a work plan in accordance with the Big Lottery/ESF guidance, the Project Plan, including the Delivery planand the Agreement

1.2Monitor performance of delivery and associate partners on a regular basis, including site visits and quarterly monitoring meetings to ensure that the project remains on track andthe targets set in the partnership agreement are met by the partners

1.3Oversee the timely delivery of all project outputs

1.4Take proactive steps to ensure that any shortfalls in delivery are picked up and remedies are sought immediately

1.5Ensure that project data is collated from partners on a monthly basis, using prescribed templates and databases so that monitoring can be checked and submitted to the Big Lottery by the deadlines specified

1.6Coordinate monthly meeting with the main delivery partner, quarterly steering groups meetings for all partners and biannual stakeholders meetings, and use the learning from these meetings towards continuous improvement and service delivery

1.7Develop and sustain effective partnerships and relationships with stakeholders - commissioners, funders, project users and other service providers

1.8Ensure that project beneficiaries are involved in project planning, delivery and evaluation as per the Project Plan

1.9Ensure that sustainable development is embedded in the project

1.10Ensure that any further guidance issued by the Big Lottery/ ESF is adhered to and fully implemented throughout the project

  1. Management and Project Implementation

2.1Identify, monitor and respond to risks that may arise within the delivery of the project

2.2Ensure that the project maintains the quality standards required by the Matrixquality standard for information, advice and guidance

2.3Manage the project budget in line with the funders’ requirement and the agreed budget

2.4To monitor and ensure that staff comply with organisational policies and funders procedural requirements.

  1. Managing External Relationships

3.1Communicate and actively promote Hopscotch’s ethos, aims and objectives to Council officers, commissioners, a range of stakeholders and members of the public

3.2Attend and contribute to local partnerships, appropriate meetings, seminars and conferences to promote our work, raise public awareness and profile of Hopscotch.

3.3Attend appropriate contract meetings and forums in relation to the projects

  1. Internal Relationships

4.1Provide regular and comprehensive project updates to the Senior Operations Manager

4.2Work closely with senior managers, contributing to meetings, sharing of information and good practice.

4.3Provide regular briefing papers and reports as required including to Board of Trustees on specific areas of responsibility and attend meetings with Trustees and other internal meetings as may be required.

5 Line Management

5.1Contribute to an effective system of recruitment, induction, training and professional development of staff and volunteers as and when appropriate

5.2Develop and provide line management to a team of Employment Advisers, Employer Engagement, Outreach and Admin / Finance Workers

5.3Manage the workflow of the team including allocation of work

5.4Actively promote good team work amongst staff based in satellite offices and at the premises of the main delivery partner

5.5Manage, supervise and appraise identified staff, including providing support, guidance and training, ensuring agreed objectives are achieved.

5.6Identify individual and team training needs and plan accordingly through appraisals

5.7Ensure staff adhere to the policies and procedures established by Hopscotch

5.8Be responsible for staff disciplinary and grievance procedures and practice within employment legislation

6General Responsibilities

6.1Ensure that Hopscotch’s policies and procedures are complied with in the delivery of services.

6.2Participate in his/her own appraisal with their line manager. To work with the line manager to review professional development and undertake training as agreed.

6.3Contribute through Hopscotch team meetings, training and outreach/events to the development of Hopscotch services

6.5Represent the project by attending network meetings

Qualifications / A degree or NVQ Level 4 qualification in IAG or a subject relevant to this post / E

Knowledge / Understanding of the principles of project management
