Statement of Work for

Mobile Vehicle Washing Service

1.0INTRODUCTION / BACKGROUND

The Hanford Site occupies approximately 586 square miles of the southeastern part of Washington State, and is managed by the U.S. Department of Energy (DOE). The mission of DOE at Hanford is environmental cleanup of cold war era waste. The site is bordered on the southeast by the Tri-Cities, a metropolitan area composed of the Cities of Richland, Kennewick, and Pasco, as well as smaller communities.

The WYE Barricade is the primary access point to the Hanford Site and is approximately 11 miles north of the City of Richland. The Central Plateau, having the largest and longest enduring scopes of work performed at Hanford, is approximately an additional 10 miles past the WYE Barricade.

Mission Support Alliance, LLC (Buyer)is responsible for maintaining a large and diverse fleet of Government owned and leased vehicles and equipmentin support of DOE. A part of this work scoperequires the ability to wash and/or cleanthe exterior of vehicles.

2.0OBJECTIVE

The Buyer requires the services of a subcontractorto provide on-site vehicle washing services with the capability of reclaiming and recycling the resulting rinsate. The Buyer estimates the work load at an approximate average of 90-100 washers per month.

3.0DESCRIPTION OF WORK – SPECIFIC

The Subcontractor shall provide all equipment, materials, labor, and water necessary to perform on-site vehicle washing services, including a means to reclaim and recycle all rinsate from vehicle washing, eliminating discharge/runoff to the ground. The Subcontractor’s proposal pricing should reflect two methods of performing the work; one with reclaim capabilities and one without. All vehicles to be washed via this subcontract shall be non-radiologically controlled vehicles.

This service will be performed at the northeast corner of the 6291 Fuel Station parking lot, located to the west of and adjacent to the 200 East Area of the Hanford Site.

Subcontractor personnel shall keep a log of the date, time, and license plate number of each vehicle washed. The complete list of vehicles washed shall be submitted electronically to the BTR at the close of business each work day. A copy of each vehicle log shall also accompany the subcontractor’s monthly invoice.

4.0REQUIREMENTS

Subcontractor shall operate to MSA policies, procedures and processes. Subcontractor will supervise and direct the day-to-day work activities of the Subcontractor’s personnel.

General

For any work performed on the Hanford Site or any MSA controlled facility, the provisions of theSpecial Provisions- On Site Services latest revision, will apply to Subcontractor personnel.

4.1Safety & Health Requirements

The Subcontractor shall exercise a degree of care commensurate with the work and the associated hazards. The Subcontractor shall ensure that management of safety and environmental functions and activities is an integral and visible part of the Subcontractor’s work planning and execution processes. The Subcontractor shall flow down safety and environmental requirements to the lowest tier Subcontractor performing work on the Hanford site commensurate with the risk and complexity of the work.

Subcontractors and its lower-tier subcontractors shall be responsible to complete an Employee Job Task Analysis (EJTA) in accordance with MSC-PRO-11058 for any of the following situations:

  • For any subcontractor employee who will be on the Hanford Site for more than 30 days in a year.
  • For any subcontractor employee who may potentially be exposed to hazards (e.g. radiological, beryllium, hazardous wastes, noise) while performing in accordance with the subcontract statement of work.
  • For any subcontractor employee enrolled in a medical or exposure monitoring program required by 10 CFR 851, and/or any other applicable federal, state or local regulation or other obligation.

If any of the above conditions are met, the subcontractor and its lower-tier subcontractor employee is to have a current approved EJTA prior to that employee beginning work on the Hanford Site.

Buyer’s Safety and Health Procedures are available on the internet at Protection Virtual Manual. The documents on this site are kept current and are available for Subcontractors and lower-tier Subcontractor use.

Environmental Requirements

This work shall comply with the Hanford Site Standard Integrated Safety Management System (ISMS) requirements, principles, and facility requirements. Environmental support and employeehealth and safety issues shall be coordinated with an Environmental Compliance Officer (ECO), Safety Representative, an Industrial Hygienist (IH) and a Chemical Management Specialist (CMS) through the BTR.

If the Subcontractor will bring a pressure washer onsite and may incidentally discharge water and/or chemical to the environment, the Subcontractor must complete specific training to be the “Responsible Person” as described in the Categorical State Waste Discharge Permit Number ST0004511 and complete Permit ST0004511 Checklist Of Best Management Practices (BMPs) with the ECO prior to beginning work under this subcontract.

The Subcontractor shall follow the access and safety requirements at the onsite facility where services are performed.

Subcontractor will not be permitted to store any chemicals on the Hanford Site in accordance with this scope of work. Prior to the use of any chemical products (such as biodegradable soap), initial approval from the BTR must be obtained through completion of the MSA Subcontractor Chemical Inventory Worksheet (CIW), Site Form A-6003-412, as directed by the BTR. Subsequent approval is not required unless the chemical product or means of use has changed.

The Subcontractor shall maintain hard copies of the MSDSs at the jobsite and provide its employees immediate access to the MSDS for every chemical product used on the job site.

The Subcontractor shall maintain a spill kit onsite during the use of materials and/or storage of equipment. The kit shall be sufficient in nature to contain spills that may occur during use or storage of a product or equipment. The Subcontractor personnel shall be familiar with the use of the spill kit and the requirements of this section.

The Subcontractor shall notify the BTR of all releases or spills of hazardous material (including petroleum products), hazardous substances, and/or dangerous waste.

•Emergencies: If the spill is an emergency, immediately call 911 (regular/land-line Hanford Site telephones) or 509-373-0911 (cellular telephone). Then notify in accordance with “non-emergencies” below.

•Non-emergencies: If the spill is a non-emergency, call the BTR within 30 minutes of discovery.

In the event of a spill or release, the Subcontractor shall coordinate all waste management activities through the BTR.

Other wastes generated by the Subcontractor during this work activity shall be disposed by the Subcontractor in accordance with applicable laws, regulations, and Hanford requirements.

If cultural materials or ecological issues are encountered, stop work within the immediate vicinity of the find and notify the BTR. It is not anticipated that cultural materials will be encountered during this activity. However, all Hanford workers are to be instructed to watch for cultural materials (e.g., bones, artifacts) and ecological encounters during performance of work.

If this activity is conducted during active nesting season (i.e. between mid-March through end of July), the BTR is to be contacted to initiate a review of area that is to be cleared to make sure no nesting is occurring within the effected work area. Workers are to be instructed to watch for active nests. If active nests and/or any nesting birds are encountered, or bird defensive behaviors are observed during project activities, the Subcontractor must stop work in the immediate vicinity of the nest and must contact the BTR to request additional review and required action.

If any injury is sustained or damage to property is incurred, it must be reported to the BTR.

5.0PERSONNEL REQUIREMENTS

5.1Training and Qualifications

Subcontractor shall ensure that its personnel meet and maintain the appropriate training, qualification and certification requirements.

Required Hanford Specific Training:

Hanford General Employee Training (HGET) for on-site work.

Additional training may be required per the Buyer’s Subject Matter Experts (SME) based upon reviews of the proposed work plans.

5.2Security and Badging Requirements

Subcontractor employees will be required to submit to vehicle searches and not personally carry or transport certain prohibited articles.

5.3Work Location / Potential Access Requirements

The WYE Barricade is the primary access point to the Hanford Site and is approximately 11 miles north of the City of Richland. The Central Plateau, having the largest and longest enduring scopes of work performed at Hanford, is an additional 10 miles past the WYE Barricade. Fleet Services manages an on-site fuel station, the 6291 facility near the 200 East Area of the Central Plateau.

5.4Site Access and Work Hours

Personnel at the Hanford Site work a standard 4/10 schedule. The standard work-week consists of ten (10) hours of work between 6:00 am and 4:30 pm, with one-half hour designated as an unpaid period for lunch, Monday through Thursday.

Regular on-site vehicle washing services shall be performed Tuesdays and Thursdays, between the hours of 8:30 am and 3:00 pm. This schedule may be adjusted at any time as necessary and mutually agreed upon by the Subcontractor and the BTR. Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the Contract Specialist prior to performing the work.

During winter months, no vehicle washing shall take place if the ambient temperature is 35⁰ Fahrenheit or less.

6.0MEETINGS

Subcontractor shall participate in all meetings as required by the Buyer’s Technical Representative (BTR).
