TITLE:ICT Manager (ICTM 15/8)

PAY SPINE:NJC Points 25–33 (£22,212–£28,746)

6 months contract with potential of extension or being made permanent

The General Teaching Council (GTCNI) is the independent professional body for teachers in Northern Ireland dedicated to enhancing the status of teaching and promoting the highest standards of professional conduct and practice. The Council is established under the Education (Northern Ireland) order 1998 and is a Non-Departmental Public Body (NDPB) accountable to the Department of Education.

To teach in a grant-aided school in Northern Ireland you must be registered with the Council, which uses a number of ICT systems to deliver its business. These include:

  • a local area network which connects computers, servers, copiers and printers across the office
  • a bespoke Oracle data base which holds some 43,000 teacher records and which will be replaced by a newly procured database in the coming year
  • SAP Business Objects, a suite of front-end applications which allows the Council to view, sort and analyse data within its Oracle data base.
  • Sage 50 Accounts, which is used by the Council to maintain its financial records and report on its financial performance.
  • Sage 50 Payroll, which is used by the Council to process its payroll and to make statutory deductions and returns.

MAIN PURPOSE OF JOB:

The ICT Manager will contribute to the work of the Council’s Registration and Corporate Services teams and will lead the development of the Council’s ICT systems. This will include drawing-up and implementing a strategy that meets the Councils ICT needs andtakes forward projects and initiatives to:

Assist in the specification, integration and procurement of the Council’s new database and website; Scope, develop and embed a new registration databaseto include on line e-registration;Maintain the Council’s website andtheday-to-day maintenance of the new database; Review and oversee the support & maintenance of the Council’s hardware and software systems and network.

KEY RESPONSIBILITIES:

The duties and responsibilities outlined below are intended as a guide to the main elements of the post. They may be amended by the line manager in consultation with the post-holder.

Under the direction of the Head of Corporate Services to:

  1. Undertake an ongoing analysis of the Council’s ICT needs and amend ICT provision, as necessary
  1. Advise on tenders for the procurement of ICT services
  1. Provide leadership toICT projects and initiatives
  1. Provide the primary liaison point in the provision of ICT services and system requirements
  1. Review and oversee the day-to-day maintenance of the Council’s network, hardware and software, providing support for officers, installing and configuring new software,diagnosing and resolving faults
  1. Oversee the design, development and maintenance of the Council’s website
  1. Develop and maintain a case management system for discipline cases
  1. Develop and maintain an intranet site for internal communications
  1. Ensure security, provide support includingdiagnosing and resolving faults
  1. Monitor the annual budget for all ICT activity, reviewing expenditure and reporting to the Head of Corporate Services on any matters arising
  1. Co-ordinate and provide ICT training for all staff
  1. Monitor and advise senior management on developments in ICT
  1. Carry out other relevant duties as may be required

Person Specification

Essential Qualifications & Experience

  • A recognised IT qualificationrelevant to this role
  • At least 3 years experience working in an IT management or IT support capacity with relevance to this role

Desirable Qualifications, Knowledge & Experience

  • Educated to degree level (or equivalent)in an IT discipline
  • Experience in sourcing, maintaining or developing databases
  • Experience using project management methodology to take forward ICT projects
  • Experience developing e-initiatives, website or intranet solutions
  • Knowledge of public sector ICT and information management governance
  • An understanding of the issues relevant to preparing an ICT strategy
  • Knowledgeof desktop support, hardware and software maintenance

The successful candidate will need to be flexible and adaptable in response to work demands at different times of the annual cycle.
