POSITION PURPOSE

The purpose of this role is to lead the development and implementation of the Ministry’s investment strategy and approaches. This role is also responsible for creating and maintaining the evidence base, including both data and analytics to create insights that will inform service delivery, practice, service design and policy.

KEY ACCOUNTABILITIES

Technical / -Develop the Ministry’s evidence capabilities
-Lead the development of an investment strategy and operating framework, and the development and implementation of future wellbeing model for children
-Usewellbeing modelling todetermine the return on investment in services provided and advise on the development and commissioning of services to maximise positive outcomes
-Lead quantitative and qualitative research and evaluation to deliver an evidence-based foundation to inform the design and development of services
-Ensure data and analytics provide robust information on the needs, wellbeing, experiences and voices of children and their families
-Work in collaboration with the GM Funding and Performance to ensure financial resources are directed appropriately based on data and evidence
Staff leadership and management / -Lead and ensure the development and delivery of high quality services, support and advice to mangers and staff
-Provide feedback and coaching to lift the performance of each member of the team
-Manage workflow, by ensuring appropriate planning, prioritisation and re-prioritisation of work as required, ensuring that priority work is completed to an appropriate standard

QUALIFICATIONS & EXPERIENCE

Qualifications / -Educated to degree level, ideally including a social sector research component
Experience / -Demonstrated people management experience in leading high performing teams
-Experience developing and leading an investment approach in a public sector organisation
-Understanding of investment logic and actuarial models
-Understanding of analytical concepts and application of these in a social policy or similar area
-Experience developing and leading data and analytics and research and evaluation in a service organisation
Skills / -High level ability to influence key stakeholders
-Ability to work collaboratively, internally and externally
-Excellent verbal, written and interpersonal communication skills
-Ability to communicate complex ideas to a variety of audiences and build and maintain rapport with others
