TIFA Meeting Minutes

Call to Order:Member E. Ross called the meeting to order at 5:30 p.m.

The Pledge of Allegiance was given by all.

Roll Call: Member Parker, Member L. Ross, Member McDowell, Member R. Ross

Absent: Member French, Member Ross

Staff: Director Wanda Darrow and Secretary– Vacant

Agenda Approval:Member Ross moved to approve the agenda. Member Parkersupported. Motion carried.

Approval of Minutes:Member R. Rossmoved to approve the February 13, 2017 meeting minutes as presented. MemberParker seconded. Motion carried.

Approval of Bank Reconciliation: The City Manager stated there was very little activity and the balance is $173,523.76

Approval of Bills: Snyder’s - $555.00, 1,218.00. Secretary/Treasurer $80.00, Director $300.00. Race to Freedom $750.00 Independent BanK (interest) $12,721.25 for Bond. There was discussion regarding Snyder’s. No other bills for Snyder’s will be approved until such time they are present before the board due to conflicting invoices and understanding of agreement. Motion made my R. ross, to approve the bills as presented. Member Parker seconded. Roll Call. 5/0 2/absent (Liz Ross/Joe French).

Public Comment: None

Old Business:

  1. Splash Pad – Tabled until next meeting. Chair Elise Ross will bring to next meeting.

New Business:

  1. Gospel Association – Darrow stated that she had met with the Gospel Association regarding the music fest. The committee has met twice. Festivities are planned such as hot air balloon, Fire Works, animal/barn activities, 5k run, car show, arts and crafts, along with miscellaneous vendors. Darrow stated that another meeting would take place in April. A draft brochure is forthcoming and will share when it is available.
  2. Sponsorship – Darrow stated that the Gospel Festival committee was inquiring to possible donation for the festival. Requesting a donation to Fireworks. More information to follow.

Next Meeting:The next meeting will be April 10, 2017

Administrative Report: The City Manager provided an update to discussion of Annexation in the TIFA district area. Darrow also provided updated information as to the Road Extension of Sunset Hills, and the Rural Development last phase. Darrow stated Bids went out in March. A preconstruction bid meeting will be held in late March with an opening of the Bid second week of April. Darrow stated that the Bench for Sharon Whitford was ordered and should be in about 3-4 weeks. Earth Week is planned for April 28.
