a. INTRODUCTION
This position is located in an information management organization. The purpose of the position is to serve as a systems administrator of assigned systems maintained/administered by the organization. The incumbent is responsible for the installing, testing, system security configuration and monitoring, operating, troubleshooting and maintaining server hardware and software. The position will also serve as a member of a team of systems administrators receiving guidance from the team leader.
This position requires military membership. It is designated for an Enlisted incumbent only. In accordance with DA Pamphlet 611-21 andAFMAN 36-2108, the incumbent performs duties necessary to accomplish information technology management functions in support of command, control, communications and computers (C4) programs essential to state information management daily operations, training, and readiness missions.
b. DUTIES AND RESPONSIBILITIES
--Modifies, tests and implements system backup and recovery strategies for assigned system.
--Serves as a systems administrator for the less complex systems involving a limited number of servers operating on a single operating system. Responsible for implementing and troubleshooting system performance. Reports unresolved problems to a higher-graded System Administrator. Assists other system administrators in troubleshooting problems and implementing changes on the more complex systems.
--Diagnoses system failures to isolate source of problems between equipment, system software, and application programs. Modifies code, devises temporary fixes, documents problems and advises higher-level System Administratoror other outside party.
--Interacts with peers and vendors to resolve hardware and software problems. Provides technical assistance to personnel involved in system design, programming, hardware selection and adapting commercially available software to meet the needs of the customer. Advises users on characteristics of system software. Implements systems software changes, operating system releases and maintains the operational status of systems in accordance with established implementation guidance.
--Participates in the analysis of requests for new or modified applications. Assists in analyzing and evaluating proposed changes to multiple computer systems. Considers factors such as compatibility with standard systems, conversion or implementation costs, and impact on existing equipment. As appropriate, sets up and tests products on equipment)
--Assists in determining equipment demands, number and kinds of records, files, communications and procedures necessary to obtain, organize information and interfaces with other systems. Reports findings to the Team Leader.
--Provides systems support on personal computer, mini-computers or main frames. Assists in the installation and configuration of hardware and software applications. Schedules the installation of new or modified hardware, operating systems, and software applications.
--Manages the flow of data between various tiers of the architecture.
--Writes program scripts to facilitate backup and recovery procedures. Interacts with other information technology (IT) specialists in systems design, resource utilization and hardware/software installations.
--Assists in security management to ensure only authorized (personnel) access computer systems. Performs security management in accordance with National Guard Bureau (NGB) regulations and state policies. Reviews and implements local policies regarding system access, network rights, and physical access to systems and equipment.
--Implements state policy relating to systems storage requirements. Assists with the modification of storage structures. Modifies system parameters on assigned system.

--Knowledge of and skill in applying systems administration methods and procedures and performance monitoring methods sufficient to schedule, monitor and verify the integrity of systems installation, backups, recovery and security.
--Knowledge of and skill in applying systems administration methods and procedures sufficient to install server upgrades, schedule maintenance downtime such that it minimizes the adverse impact on the users and to recognize and refer the more complex problems to a higher-graded specialist.

The supervisor reviews completed work for conformity with policy, the effectiveness of the incumbent’s approach to the problem, technical soundness, and adherence to deadlines, but does not usually review in detail the methods used to complete the assignment.

Guidelines consist of a wide variety of reference materials and manuals thatare not always directly applicable to issues and problems or have gaps in specificity. Precedents are available outlining the preferred approach to more general problems or issues. The incumbent exercises judgment in researching, choosing, interpreting, modifying, and applying available guidelines for adaptation to specific problems or issues.

The work involves installing, testing, performing system backups, system security configuration and monitoring, operating, troubleshooting and maintaining server hardware and software of assigned systems. Working closely with customers or other systems administrators, the incumbent schedules times and service activities thatwill be the least disruptive. The incumbent exercises judgment in determining the most effective approach to take from among several established methods and procedures.
Factor 5 - Scope and Effect:
The incumbent of this position independently administers assigned systems which involves a variety of tasks such as troubleshooting server hardware/software; implementing systems back-ups and restoring downed servers; optimizing system configurations; implementing and monitoring system security features, etc. The work of this position effects the ability of serviced organizations to access mission critical applications.

Contacts are with employees and managers in the agency, both inside and outside the immediate office or related units, as well as employees, representatives of private concerns, and/or the general public, in moderately structured settings.
Purpose of contacts is to obtain information and training on the latest IT features or techniques and to resolve operating problems. Factual information is provided to other computer workers. Those contacted share the goal of reducing system downtime and increasing efficiency.

B. Reference: USOPM Job Family Position Classification Standard for Administrative Work in the Information Technology Group, GS-2200, “Information Technology Management Series, GS-2210, dated May 2001.
C. Background: Over the past several years, technology has changed so rapidly in the field of information technology (IT), positions developed only a few years ago are outdated. With the abolishment of the Computer Specialist Series, GS-0334 and the implementation of the new occupational series of Information Technology Management, GS-2210, a review of all Computer Specialist position descriptions was conducted. At this same time, it was also recognized that these technological changes have impacted more than just the Computer Specialist positions located in the various C4 organizations throughout the state. As a result, all positions in the Army IT organizations were reviewed and updated. During the evaluation process of these new position descriptions, a decision was made by the National Guard leadership to merge many of the headquarters functions performed by both the Air and Army National Guard into the Joint Forces Headquarters (State). The information management functions were some of the functions that were affected. New position descriptions were developed to comply with this joint operations concept. To accommodate those states that do not merge all of the information management positions into the J-6, an attempt was made to make these new PDs as component and organizationally generic as possible. This position is one of these new PDs.
D. Series, Title, and Grade Determination:
1. Series: Work in the GS-2210, Information Technology series refers to systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Information technology includes computers, network components, peripheral equipment, software, hardware, services, and related resources. This position is the state’s technical expert in the area of system administration. The incumbent administers multiple computers and multiple operating systems. The information technology work defines the primary skills and knowledge needed to perform this work in this directorate. Therefore the GS-2210 series is assigned.
2. Title: The basic title for positions classified to the GS-2210 series is Information Technology Specialist. A parenthetical title of “SYSADMIN” is added to denote specialization in work involving the planning and coordinating of the installation, testing, operation, troubleshooting and maintenance of hardware and software systems.

Factor 1 - Knowledge Required by the Position:Level 1-6950 Points
The work of this position clearly exceeds Factor 1-5. At level 1-5, the work requires very basic knowledge of IT principles and practices that is typically found in entry-level trainee positions. This position is the first full-performance journeyman level position in the organization. The work requires a practical knowledge of system administration methods and procedures sufficient to install server upgrades; schedule downtime to minimize adverse impact on users; backup and recover systems; monitor system security, etc. This matches the knowledge, skill and related work tasks described in the standard for Level 1-6.
Factor 1-7 exceeds the level required by this position. Higher-graded systems administrators administer the more complex systems requiring this level of knowledge and skill. These employees perform the more complex tasks such as integrating the wide variety of system components, diagnosing and recovering failed systems that are the more complex systems involving several servers and multiple operating systems.
Factor 2 - Supervisory Controls:FL 2-3275 points
This position exceeds Factor 2-2 where the supervisor establishes the framework in which the work is to be performed. Work assignments at this level are performed in conformance with established practices and prescribed procedures.
In contrast, the incumbent of this position is expected to independently plan and carry out assignments in conformance with accepted policies and practices, exercising judgment to resolve commonly encountered work problems. This is consistent with Level 2-3 as described in the standard.
The position does not meet Level 2-4. Precedents requiring successive steps in planning and execution cover assignments in this position; whereas at level 2-4 the employee frequently resolves intricate, controversial or unprecedented issues and problems. Additionally, at Level 2-4, the employee and the supervisor in consultation discuss timeframes, scope of the assignment including possible stages, and possible approaches. In this position, the supervisor defines the priorities and deadlines consistent with work described at Level 2-3.
Factor 3 - Guidelines:FL 3-3275 points
Level 3-2 is clearly exceeded in this position. At Level 3-2 guidelines are directly applicable to the assignment and prescribe established procedures and techniques and provide clear precedents. The employee uses judgment in selecting and applying the most appropriate guidelines that may only require minor modifications.
In this position, guidelines are readily available in the forms of standard system documentation and instructions, local standards, published subject matter procedures and precedents; however, they are not always directly applicable for every situation, causing the incumbent to exercise judgment in modifying technical developments and requirements to resolve customer problems. This is consistent with work described at Level 3-3.
Factor 3-4 exceeds the requirements of this position becauseguidelines and precedents are very general and guidelines specific to the assignments are often scarce, inapplicable or have gaps in specificity that require considerable interpretation and/or adaptation. While the guidelines used by this position are not always directly applicable and have gapes in specificity, they are readily available and do not require the considerable level of judgment found at Level 3-4 required to solve the complex and intricate problems and issues. The complex problems are referred to a higher graded specialist for resolution.
Factor 4 - Complexity:FL 4-3150 points
This position exceeds Level 4-2 and is consistent with work described at Level 4-3. At Level 4-2, the work consists of a limited range of activities involved with monitoring, maintaining and supporting installed systems in accordance with established procedures designed to ensure that systems are functioning properly. The example in the standard on page 101 indicates that even the more routine work (i.e., adding, deleting and modifying user accounts) is performed under the direction of a more experienced specialist. The incumbent of this position independently administers the less complex systems and performs the above referenced work assignments independently.
