A regular meeting of the Campbell County Board of Education was held on Monday, December 14, 2015, 6:00 P.M. at the Alexandria Educational Center, 51 Orchard Lane, Alexandria, Kentucky.

In attendance at the meeting were:

I. CALL TO ORDER

The meeting was called to order by Janis Winbigler, Chairperson.

Congratulations to the following students from Campbell Co. Middle School and Campbell County High School who have been accepted into the following All-State Choirs. All students went thru an audition process and were scored.

Kentucky All -State Children’s Choir: Morgan Knight & Josh Rittinger.

Kentucky All- State Jr. High Choirs: Grace Songer, Nina Hackett, Joshua Wagner, Austin Orme, Nicholas Yungbluth, Sami Gross, Rhianna McCormick.

KMEA ANNUAL 5TH GRADE HONORS CHORUS

The Kentucky Music Educators 6th District Association held its annual 5th Grade Honors Chorus at First Baptist Church in Cold Spring, KY on November 13, 2015. Elementary schools from Campbell County Schools which included Reiley Elementary, Grants Lick Elementary, Cline Elementary, and Campbell Ridge Elementary participated in this event. The music teachers at the schools are Leslie Hagan, Melissa Little, Melissa Marotta, and Lederrick Wesley. Thirty-two schools from across Northern Kentucky were represented at this event. The conductor for the honor choir was Dr. James Tipps who serves as professor of music at Wright State University. Participating students included:

Accept Financial Statements with Report of Independent Auditors’ for 2014-15

15-124 Motion made by Fender, second by Mason, to accept the Financial Statements with the Independent Auditors’ report for 2014-15 per the recommendation of the Superintendent.

VOTE: Winbigler-Yes; Mason-Yes; Combs-Yes; Fender-Yes; Williams-Yes. MOTION CARRIED.

Final SBDM Allocation for 2015-16

15-125 Motion made by Mason, seconded by Combs, to revise the 2015-16 SBDM allocation at a rate of $139.34 per actual second month ADA as submitted per the recommendation of the Superintendent.

VOTE: Winbigler-Yes; Mason-Yes; Combs-Yes; Fender-Yes; Williams-Yes. MOTION CARRIED.

BB&T Arena Agreement – CCHS Graduation

15-126 Motion made by Fender, seconded by Williams, to approve the BB&T Use License Agreement for graduation in 2016, 2017 and 2018 as proposed in Exhibit B of the Use License Agreement per the recommendation of the Superintendent.

Annual Financial Report (AFR) to the Kentucky Department of Education (KDE)

This report reflects the same financial information as is contained in the Audit Report for the 2014-15 school year as presented by the Auditors. Campbell ended the 2014-15 school year with a General Fund Balance of approximately $8.6 million, of which, $6.0 million is unassigned. The remaining balance is committed or assigned to Sick Leave Benefits, SBDM carryforward, Future Obligations, and Future Debt Obligations.

2016-17 ADA Non-resident Contracts

A CC student may attend another school district or a student from another school district may attend CCS as tuition students. School districts are required to sign non-residential agreements with each other for attendance purposes in accordance with State regulations and Board policy 09.125.

CCS only accepts MS and HS students who pass admission tests and who apply before the start of the new school year. CCS does not release Average Daily Attendance (ADA) fund to other school districts.

Submitted for review and approval is a proposed 2016-17 ADA contract with Southgate Independent Schools. Southgate is the only district where Campbell County is receiving students that are not children of employees. Southgate does release ADA and students may be admitted per tuition guidelines.

2016-17 School Calendar (Amended)

The Board approved a school calendar in November 2015.

We are requesting the following revisions:

Fall election is November 8, 2016 instead of November 1. Changing this date results in the plan date for Staff of October 31 to be changed to November 7.

There is no Spring election in 2017; therefore May 16 will be a school day instead of an election day. This results in the last day for students being May 18 and May 19 as closing date for staff.

All else remains the same.

V. ADJOURN

There being no further business to come before the Board, Ms. Winbigler entertained a motion to adjourn.
