New England Region Volleyball Assoc. 12 & Under Modified Rules

  1. Service:
  2. Players have the option to serve from behind the end line or at the 25-foot line. The player will continue to serve from the chosen line for the term of service. Service will continue until a service fault or five (5) consecutive points have been earned.
  3. If a player’s first service attempt is unsuccessful (during each term of service) one re-serve will be granted. Two unsuccessful attempts in a row shall constitute a service fault and be considered a point and possession for the opposing team.
  4. Five (5) Point Restriction: No server shall be allowed to score more than 5 consecutive points in a service term. Once five consecutive service points are scored in a single term of service, possession shall be awarded to the opposing team. There will be no penalty to the serving team and no rally point shall be awarded the opposing team.
  5. Re-Serve:
  6. A player is entitled to a re-serve as described in 1.1.1 above. No more than one re-serve shall be awarded in any term of service.
  7. A player is entitled to a re-serve for a tossing error as defined in the current USAV rules for junior competition.

i. The server must contact the ball within 5 seconds after the first referee whistles for service.

ii. If the ball after having been tossed or released by the server, lands without touching the player, it is considered a service tossing error (service tossing errors do not count as unsuccessful attempts).

iii. After a service tossing error, the referee must authorize the service again.

iv. One service tossing error is permitted for each service.

  1. Foot Faults:
  2. A foot fault can only occur if a player steps over the 25' service line.

2.2.A foot fault is a side-out, not a re-serve.

  1. Rally scoring:
  2. Rally scoring is in effect with the exception of an unsuccessful first service attempt or when a change of possession occurs under the Five (5) Point Restriction (1.1.3).
  3. Scorekeeping:
  4. Officiating teams shall use the NERVA 12 & Under Modified score sheet.
  5. Substitutions
  6. Unlimited substitutions and entries are allowed. All Substitutions must be made legally according to current USAV rules for junior competition.
  7. Work Teams (Officiating):
  8. Coaches for the work team must officiate as the 1st referee (R1). If there is an assistant coach, he or she may act as the 2nd referee (R2). It is strongly recommended that players are nearby and encouraged to learn proper officiating techniques.
  9. Players will keep score using the paper scoresheet, flip the visual scoreboard or use electronic scoreboard, libero track, and call lines. Players may also R2 if no adult coach is available.
  10. Game Ball and Net Height
  11. A Tachikara “Volleylite”, or a ball with equivalent physical specifications, must be used as the game ball. Specifications are according to current USAV rules for junior competition; weight is a 7 to 8 oz ball (or 198 to 227 g).
