TheParish Council Meeting of Catworth was held on Wednesday 9 December 2015 at 7.30pm in Catworth Village Hall

OPEN MEETING

/ Each person wishing to address the council will be allowed to speak for a maximum of 3 minutes subject to the Chairman’s discretion. This part cannot be longer than 15 minutes.
The applicant of Race Horse Planning application came to the meeting to express his thoughts and explain to the Council Members the situation he is in now.

092.1 / The Clerk reported that there were no apologies for absence.

094 / To Receive and Approve the Minutes of the Meeting, 11 November 2015
094.1 / Proposed by CouncillorHurley, seconded by Councillor Button, all in favourexcept Cllr J McAuley who was not present at the last meeting, and it was RESOLVED that the minutes be accepted and signed as a true record of the meeting.
094.2 / Chairman signed the Minutes.
095 / Clerk’s Report
095.1 / Chestnut tree opposite Race Horse Inn was reported to CCC by the pub owners.
095.2 / Standing orders updated with minor amendments listed at the last meeting minutes, emailed to full Council, filed.
095.3 / Routes for the Tour of Cambridgeshire 2016 are announced on
095.4 / Clerk went on Planning Demystified training, circulated info to Members and is happy to do a short presentation at the next meeting in Jan 16, if Council it Council would like that. Catworth are paying full Invoice to SLCC as Invoice needs to be paid by 24 Dec 15 and will Invoice other Councils Clerk is working for accordingly. Clerk will prepare a presentation for the next meeting in Jan 16.
095.5 / HDC reported that Planning consultation notifications will be sent by email from 1 Apr 16.
095.6 / Cllrs agreed that electronic notification and automatic time extensions are very good as PC meets monthly and some planning applications used to miss PC meeting. Regarding stopping sending paper copies of the applications forms, reports, and surveys are still ok but actual scale plans are extremely important for the site visits. Therefore the idea of purchasing a digital projector, which was suggested by Cllr J McAuley who attended Councillor Training on Planning at HDC last week, was widely discussed by members but no agreement to purchase the item was reached.
Note since meeting: Chairman wrote to HDC planners and listed PC’s views on the above matter.
096 / Notification on Planning Items
096.1 / Race Horse planning application was not on the Agenda for this meeting as it was already discussed at Nov PC. However Cllr M Alluredraised a question re: supporting statement for the approval of this planning application.PC approved this Planning application without a supporting statement and the response was submitted to HDC. Members raised a question whyHDC did not request a supporting statement from PC at the time. There is no opportunity to fully debate and add further comments now unless HDC request so. The matter is now going to Development Panel Meeting in Jan 16 which will be just before the next PC meeting. Cllrs might go and represent the PC’s view at the Development Panel Meeting.
097 / To discuss the option for Fox Road cut footpath, Land to the west
097.1 / The plan of land at Catworth was presented to members by the chairman.
097.2 / The parish council has made previous attempts to create a footpath that would run parallel to thecutin Fox Road. Bletsoes as executors are actively selling the Pashler estate. Chairman therefore rang Bletsoes to establish whether there was any chance of creating afootpath in the field to the west of the cut.
097.2 / Members discussed it and decided not to budget any money yet as it will not happen soon but agreed to register an interest in a Fox Road cut footpath.
098 / Stiles maintenance in the village and general overgrowth of footpaths, stiles and gates, update
098.1 / Cllr Allured apologized for not checking the broken stile and agreed to report it before the next meeting.
Note since meeting: Cllr Allured went to check the broken stile and reported back to the Council that it has been repaired.
098.2 / Councillors requested to write to the owner of property of 33 Station Road again as the laurel hedge looks overgrown again. Last time it was trimmed by the owner in July 15. Request the owner to trim the laurel hedge in front of the property which is impeding visibility for pedestrians at the crossing point just to the south of their property again. / Clerk
099 / Dog Fouling – footpaths and highways
099.1 / Response from HDC Dog warden received, leaflet attached was circulated to PC members, it can go through all households doors. Dog fouling issue is now passed to Pest Control Officer who is to check Catworth for fouling and put signs as appropriate.
099.2 / Cllr Button put the posters (dog poo fairy ones) around the village but would need more. Members requested to order more posters which can be put around the village. Clerk to order more leaflets/stickers form Keep Britain Tidy. / Clerk
Note since meeting: Clerk went on Keep Britain Tidy website and found out that there is a price of £5.00 for a pack of three 21cm diameter self adhesive, anti-dog fouling, weather-proof bin stickers featuring the ‘Dog Poo Fairy’. There are now more different images to choose from.

101.1 / Need to chase up for the Invoice again.
101.2 / K&M Lighting Services quotation re: streetlighting installation and maintenance received. PC discussed and agreed that it is much cheaper maintenance and requested the Clerk to file the quotation for the future.
102 / Traffic Calming Measures Station Road, Councillor A Moore
102.1 / CllrAllured is looking at the cost of bollards.
102.2 / Cllrs Button, Allured and Ellsonvolunteered to form a speedwatch team in the new year.
103 / Telephone box, Councillor A Moore
103.1 / It is an old BT Telephone box which is not in operation any more. It is a historical item in the conservation area. A parishioner complained that it needs to be repainted. Therefore the clerk is requested to write to BT and ask to paint the Phone box inHigh Street. / Clerk
104 / Precept 2016/17 agreement and request to HDC
104.1 / Draft presented at the last meeting. Chairman asked Cll McAuley who was not present at the last meeting does he have any questions.
104.2 / Proposed by Councillor Allured, seconded by Councillor Ellson, all in favour, and it was RESOLVED that draft budget to be approved and precept for financial year commencing 1 April 2016 is £14,581.00.
104.3 / Chairman signed the Precept request form.
Note since meeting: Clerk submitted the precept request form to HDC and received a confirmation of a successful submission.

105.1 / List emailed to members prior to the meeting.
106 / Councillors’ questions
106.1 / Cllr Allured was approached by a parishioner who requested when the adequate lighting will be put at the other end of the village as especially at this time of the yearlighting there is extremely poor. PC will decide which ones to do next.
