Item 15/40 Chairman’s Welcome

The Chairman welcomed Cllrs and PCSO Billy Spence to the monthly meeting.

Item 15/41 Apologies for absence

Apologies were received and accepted from Cllr Mr G Marriott-Dodington and Cllr Mr A Hawken.

Item 15/42 Police Matters

No members of the Local Policing Team were in attendance and no Police Matters were raised.

Item 15/43 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011

None.

Item 15/44 Approval of Minutes produced for the Monthly Meeting held on the 26th February 2015

It was proposed by Cllr Mrs J Simpson, seconded by Cllr Miss J Sheppard and resolved that the Minutes produced for the Monthly Meeting held on the 26th February 2015 were a true and accurate record.

The Chairman duly signed and dated the Minutes.

Item 15/45 District & County Councillor Reports

District Cllr Mrs S Harrison reported on her attendance at the Lincolnshire County Council and Sustrans Cycling on the Lincs Coast Consultation. The route being consulted on at present is from Donna Nook through to Skegness. The consultation is trying to expand the use of the path and was asking people to complete a questionnaire and provide ideas. Natural England is working on Coastal Access for 2020 but this would be restricted use and this consultation is trying to put a varied route in place before access could be possibly be restricted. Pilots for changes in GP services and other healthcare providers (Neighbourhood Teams) are working well and will hopefully improve current services. A newsletter was provided ‘Making Lincs’ Edition 1 March 2015. This was placed in the correspondence file for circulation. The Annual Report from the director of Public Health showed that ELDC by far had the worst statistics, mainly due to coastal migration.

County Cllr Mr D McNally reported that Lincoln Castle opens next weekend and is well worth a visit. There are Easter Holiday Events planned to include jousting. For further information, refer to the website: www.lincolncastle.com

Item 15/46 Chairman’s Report

The Chairman unfortunately had to report on the sad news that a young man had lost his life a fortnight ago in an incident on the A1031 in Theddlethorpe and our thoughts are with his family. It is even sadder that at previous meetings and at the last meeting the Parish Council had raised concerns directly with PCSO Billy Spence about increase in numbers of vehicles going through the village (including the A1031) at the moment and the amount of vehicles perceived to be speeding.

The Chairman did not make the meeting with Mike Millward of Gayton Le Marsh Parish Council due to the Chairman’s email account being hacked, but will follow up with Gayton Le Marsh.

The Chairman had looked into the policies behind wheelie bins. There is no information on either ELDC or LCC website relating to the do’s or don’ts. The information only advises that the bins have to be out after 7pm the night before and to be removed by 10pm after the collection. The complaint received for bins being left out along Station Road is being looked at but the bins are not on the side of the road but on the boundary of the property.

A letter had been received by the Parish Council from ConocoPhillips to advise of a change to the test date which was scheduled for the 25th April 2015. The new test date planned is the 28th March 2015 at 6pm. A copy of the letter was placed in the correspondence file for circulation.

Item 15/47 Councillor Reports

Cllr Mrs J Simpson reported that LCC Highways had been out and repaired some of the defects on Rotten Row. The Chairman reported that he had noticed some street lights were out but would inspect and report via www.fixmystreet.com

Item 15/48 Clerk’s Report

The Clerk summarised correspondence that had been received during March 2015. The file was passed to Cllr’s for their perusal. Refer to the March 2015 Mailbox list attached for details.

The Clerk read out a letter received from Grayscroft, which provides local bus services and includes pick up points in Theddlethorpe. Due to cuts, some services may cease. The Parish Council resolved to send a letter to thank Grayscroft for informing the Parish Council of the situation and would like to be kept updated. The Parish Council wishes Grayscroft success in the future but unfortunately the Parish Council is unable to help fund the service as a single entity.

Item 15/49 Financial Matters

A)  Statement of Accounts – March 2015

The March 2015 Statement was circulated & agreed by Cllrs.

B)  Approval of March Expenditure: An invoice had been received from A.Taylor for the grass-cutting services provided in March 2015 amounting to £150. A second invoice from LALC relating to the annual subscription for 2015/16 amounting to £214.28 had also been received. It was proposed by the Vice-Chairman Cllr Mr G Handley and seconded by Cllr Mrs J Simpson and resolved to pay these invoices.

Item 15/50 Matters arising from the February Correspondence File

The correspondence file for February 2015 had not yet been fully circulated.

Item 15/51 Planning Matters

Applications to be Considered:

Ref: N/179/000471/15 Applicant: Mr M McBride

Proposal: Planning Permission – Extension to existing dwelling to provide a lobby, a wood store and a bedroom over, on the site of part of the dwelling that is to be demolished. (works already commenced).

Location: Callums Corner, Station Road, Theddlethorpe, Mablethorpe, Lincs, LN12 1PF.

The Parish Council voted to fully support this application with no objections raised.

Application Granted Full Planning Permission:

Ref: N/180/00087/15 Applicant: Mr & Mrs Ensor

Proposal: Planning Permission – Extension and alterations to existing dwelling to provide a ground floor kitchen.

Location: Four Winds, 18 Kent Avenue, Theddlethorpe, Mablethorpe, Lincs, LN12 1QE.

The Parish Council noted the Full Planning Permission Granted by ELDC.

Item 15/52 Highway Matters

No new defects were reported. The Chairman has been in contact with both LCC and Lincolnshire Road Safety Partnership relating to Speed Signs. It was a disappointing result with only the small signage available.

Item 15/53 Community Plan

There was no report on this matter to make. The Community plan is still work in progress.

Item 15/54 Parish Post

Cllrs agreed to postpone the next edition of the Parish Post until after the Elections to be held on the 7th May 2015.

Item 15/55 Memorial

The initial application of interest to the National Lottery Heritage Fund had been submitted and was currently awaiting a response. Cllr Mrs M Alan has also been carrying out research with a few names being high-lighted for the memorial but this is on-going.

Item 15/56 Village General Maintenance Works

Cllr Miss C Lister reported that no more works had been carried out on the flowerbeds. Purchase of the shrubs is planned for tomorrow for the flowerbed on Station Road. Cllr Mrs M Alan said that she would weed the flowerbed on Rotten Row. The Chairman stated that he will take down the Parish Signs as they need a re-paint and some repairs are needed, if any Cllr has knowledge who could undertake this task then please inform the Chairman.

Item 15/57 Reports From Outside Bodies

District Cllr Mrs S Harrison reported that there is a free embolism test for males aged over 70. For further information to ask GP.

Cllr Miss C Lister reported that the Police, Natural England and Lincolnshire Wildlife Trust are cracking down on unauthorised access on the beach.

Concerns were also raised on the Crook Bank Path. There are 2ft holes in places and as it it used by horses and cyclists this is a health and safety concern for users. Also the track from Churchill, back of the MOD is bad. This was brought up with the Coastguards. It was thought that the landowner was responsible but there is a right of way. These matters will be raised with Jonathan Stockdale at LCC.

Item 15/58 To Confirm Date of next Monthly Meeting

It was agreed that the next monthly meeting would be held on Thursday 23rd April 2015 at the Village Hall commencing at 7:30pm.

There being no other business, the Chairman closed the meeting at 8:40pm.
