REPORT ON THE WORK PROGRAMME FOR THE

HEALTH SCRUTINY COMMITTEE FOR THE MUNICIPAL YEAR 2005/6

1.  Purpose of the Report

1.1  To set out for discussion by the members of the Health Scrutiny Committee the key themes and priorities for the Committee’s work in the coming year and to propose a draft Forward Plan the Committee.

2.  Recommendations

That the Committee

2.1  Sets as its priorities for the coming year the themes as set out in Section 4

2.2  Establishes a working group to examine the health inequalities in Poole and how these can be most effectively addressed

2.3  Adopts the draft Work Programme as attached in Appendix A

3.  Background

The recommendations for key themes for the Health Scrutiny Committee have been developed on the basis of:

·  continuing to address key issues already identified within the Council and with partners (such as Health promotion including work on reducing the harm from smoking and the health outcomes for children and young people);

·  discussion with the Poole Primary Care Trust Chief Executive and the Director of Public Health

·  discussion of the Health Scrutiny Committee on local health priorities which included presentations from Patient and Public Forum representatives.

4.  Proposals for the key themes of work of the Health Scrutiny Committee in the municipal year 2005/6

It is proposed that the Health Scrutiny Committee undertakes a work programme which incorporates the following priority themes:

4.1  Development and delivery of the Local Delivery Plan for Health Services

It is proposed that a key component of the programme continues to be the presentation by Poole Primary Care Trust of its Local Delivery Plan for Health Services. The plan for 2005/6 will be presented to the Committee on 20th June 2005 and the delivery of the plan will be monitored by the committee during the course of the year. The Committee will be invited to contribute to the consultation on the development of the plan for 2006/7.

Within this context, the Committee will be able to identify and examine areas of health delivery where there are particular local issues in relation to access or performance.

4.2  Community Health Services

It is proposed that during the year, that the Committee receive a series of presentations on the local implications of implementing the planned national changes to key community services (such as dentistry, pharmacy, GP Commissioning).

It is proposed that through this process, elected members will be able to

-  gain knowledge of the implications of the planned changes for the delivery of health care and access

-  explore the local implications of national initiatives

-  consider the opportunities for improved services for local residents and for collaboration between health and Borough services

4.3  Public Health and Health Promotion

The Borough has as one of its five corporate priorities to promote the health and well-being of all residents. The Health Scrutiny Committee has a key role to play in ensuring that the Borough is delivering this priority in conjunction with the health community and all partners.

It is therefore proposed that the Health Scrutiny monitors the implementation of plans to promote better health and fitness for all residents. As part of this theme, the Committee will specifically monitor the implementation of the Council’s resolutions on 17th February 2005 in relation to smoking.

4.4  Health Outcomes for Children and Young People

It is proposed that the Health Scrutiny Committee devotes one meeting to considering in depth the issues of health outcomes for children and young people which is a central element of the Council and partners’ development of improved outcomes for children and young people via integrated working and the development of a children’s trust.

4.5  Health Inequalities

It is both a Government and local priority that inequalities in health are identified and reduced. This will also be a key issue in relation to delivering the Borough’s own priority of promoting the health and well-being of all residents.

It is important initially to understand the health inequalities in Poole and to identify how the Borough, Health Trusts and other partners can most effectively reduce these. Demographic information in Poole will assist this analysis but will not in itself provide a sufficient basis for understanding the issues.

It is therefore proposed that a working party comprising 5 elected members and officers of the Borough and Poole Primary Care Trust, including the Director of Public Health, examine the issue of health inequalities within Poole and how these can best be reduced. The process of this examination will include taking advice from appropriate health practitioners and, as appropriate, resident and patient representatives.

4.6  Significant changes in local health provision

It is a requirement that local Health Trust present to Health Scrutiny Committee, significant changes in the provision of health services in the area. Health Trust Chief Executives undertake to inform and present any such significant developments if and as they arise.
