MINUTES OF PUDDLETOWN AREA PARISH COUNCIL HELD ON 11TH JULY 2017 AT

17.118To receive and approve apologies for absence

Apologies had been received from Cllrs R Belbin, M Cooke and P Cooke, plus Parish Clerk Mr R Curtis due to illness on the day of the meeting.

17.119To confirm the accuracy of the minutes of the meeting held on 13 June 2017 and of the extraordinary meeting held on 29th June 2017

A copy of the minutes from the Parish Council meeting held on 13th June 2017 had been issued to all members prior to the start of the meeting. Suggested amendments were read to the meeting by Cllr Baynard(see attachment)and approved as an accurate record. The minutes would be signed at the next meeting.

17.121Minutes

Councillors discussed their preferred method of dealing with amendments. It was agreed that the draft minutes would be sent to the Chairman within 1 week of the meeting. After circulating to councillors if revisions were requested the minutes would be amended and recirculated prior to the monthly meeting. Any amendments should appear in the month to which they apply and minutes posted to the website should be similarly updated.

17.123Police and Community Issues

  • Cllr Baynard read a report from PCSO Donnison (see attachment)
  • Continuing concerns over parking in Puddletown particularly near the First School were expressed by members of the public and councillors. The council will contact Highways at DCC to make them aware of the worsening situation and the council will also advise the school that theyshould encourage parents to park in the Recreation ground carpark when dropping off or picking up children.

ACTION CLERK

Cllr Baynard will speak to PCSO Donnison to suggest that parents are reminded of parking safely. ACTION CLLR BAYNARD

17.124 To consider planning applications

  • WD/D/001514 – West Lodge, 23 Mill Street, Puddletown, Dorchester DT2 8SQ

Request for confirmation of Compliance with conditions 4,5 and6of Listed Building Consent

WD/D/17/000805 (Compliance with conditions).

This had been included on the agenda in error. No comment was made.

  • Cllr Johnson had contacted the WDDC Planning Officer over a breach of planning regulation regarding the Grade II listed Methodist Chapel in Tolpuddle. He would update council on the position in August.

17.125To consider the accounts

  • To consider the reconciliation of accounts.

The accounts had not been circulated prior to the meeting. Cllr Baynard advised council that the statement at 1 July 2017 showed a balance of £24,694.22, of which £24,550.46 was reclaimed VAT.

  • The incorrect payments requested sheet was circulated which was noticed after the meeting.

Post-meeting note: Following his illness, the Clerk together with the Chairman and Cllr Walton actioned all payments due on Monday 15th July 2017 - see schedule of payments attached at Annex A to these minutes.

17.126ROSPA Play Safety Inspection Reports

No information was available at the meeting and this will be discussed in August

17.127 Risk Assessment

The Risk Assessment document had been circulated to all members prior to the meeting. Responses had been discussed and approved at the extraordinary meeting in June.

17.128Puddletown Matters

  • Following a query regarding the growth of weeds in the kerbs in the parish it was noted that the clerk can access the schedule of spraying through the DCC Highways Sharepoint page.

ACTION CLERK

  • A petition asking for improved road safety (unsafe parking and speeding) had been collected by Puddletown residents following a recent traffic accident on the Blandford Road. Cllr Baynard will notify PCSODonnison of their requests. ACTION CLLR BAYNARD

17.129Tolpuddle Matters

  • Investigations into concerns that a property in Tolpuddle was being used as a Waste disposal site without the correct planning application has resulted in those operating the facility agreeing to close it down within 4 weeks.
  • At a recent Tolpuddle Village Annual General meeting it was agreed that daffodil bulbs purchased with proceeds from 2016 Craft Fair would be planted along the verges in October.
  • A Saturday afternoon Litter pick is to be organised.
  • Concern over the speed of traffic travelling through Tolpuddle combined with parked cars was noted, although it was agreed that parked cars can sometimes act as a Traffic calming measure.
  • The Martyrs Festival is due to take place on 15th and 16th July; the village and TUC have been working together; there will be increased parking and increased security.
  • The Hastoe homes had their official opening on 30 June. The homes had been well received.
  • The Village Hall refurbishment is nearing completion.
  • The Old Chapel had had a very successful fundraising campaign,with grants from the National Lottery and the Heritage Fund. A use for the space had now to be decided.

17.130Highways, Byways, Drains, Hedges and Rights of Way matters

Council were informed that more funding to develop Rights of Way maybe available following a Health and Footpath project run by DCC. It is hoped that the 4 parishes could be linked by a route suitable for cyclists and walkers. Cllr Drake will update the council on this at future meetings.

17.131Puddletown Neighbourhood Plan Update

An updated project plan had been circulated (see attachment)

Gathering baseline information had now been completed and the steering group were now working on the draft objectives and boundaries.

A 3day design meeting (drop in format) open to the public has been scheduled for 25-27 Sept in the Village Hall. This will be advertised in the usual ways closer to the event.

The draft plan is expected to be ready at the end of the year when it will go to WDDC for the formal administrative processes.

‘A call for sites’ letter was ready to be sent out to landowners and agents, the NP also asked for the details of VAT reclaim for15/16 to be made available to them and for a letter of authority for the employment of Feria Consultants for the first half of 17/18 to be signed by the PAPC.

17.132Puddletown Recreation Ground -Community Café and Hedge

  • Following information gathered by the NP a meeting had been held to assess interest in a community café for Puddletown; councillors had visited similarly run cafes and invited comments from those attending the meeting on their expectations (including location and opening hours) Having established there was support for a community café a future meeting has been arranged for Wednesday 6 September, venue to be confirmed. (For full report see A PAPC Working group would be established, linked to the PNP to take the initiative forward.
  • The hedge at the Recreation Ground needed maintenance, suitable contractors would be investigated and details brought to the next meeting. ACTION CLERK
  • Antisocial behaviour had been reported in the Rec, Cllr Baynard would advise PCSO Donnison. ACTION CLLR BAYNARD
  • It was suggested that a sign could be erected in the Rec, welcoming everyone to the facilities and reminding those with dogs to be responsible owners. Details of a suitable sign would be sought and brought to the next meeting ACTION CLERK

17.133 Defibrillator for Puddletown Community use

A notice will be in the August edition of the Parish Magazine advising residents that the PAPC are facilitating the provision of a defibrillator which would be available to the community 24/7. Approx £1000 has already been pledged and organisations or individuals who would like to train as first responders, fund raise or donate money are invited to contact the PAPC using the contact details given in the notice.

17.134To consider any correspondence received since the agenda was set and possible inclusion on the agenda for the next meeting
