Supervisor, Parking Control Enforcement

Planning and Regulatory Services Department

Reporting to the Manager, By-law & Licensing Enforcement, the primary focus of this position will be to manage the parking enforcement section. To accomplish this, the successful candidate will:

  • Supervise the daily activities of the Parking Enforcement Officers and parking administrative support
  • Maintain and coordinate work shifts and schedules for all Parking Officers including evening and weekend shifts and special duties when necessary
  • Provide support and training for the Parking Officers, contract companies and administrative staff
  • Provide support for the Parking Officers on more difficult and complex enforcement issues
  • Investigate complaints against parking staff
  • Prepare reports, parking amendments, assist with parking facilitations (if and when required)
  • Prepare prosecution files for the parking section
  • Attend Council meetings, committee meetings and external committee meetings when required
  • Provide after-hours support and supervision
  • Liaise with external agencies such as Ministry of Transportation, York Region Courts and York Region Police when required
  • Conduct performance evaluations for the parking staff
  • Provide backup support for the Supervisor, By-law & Licensing Enforcement
  • Oversee and ensure all legislative, Federal, Provincial and Municipal regulations are met
  • Day to day maintenance and administration of the computer parking system
  • Provide the Manager with monthly and annual summary reports of all parking statistics and business
  • Make recommendations for and participate in the development of changes in enforcement of policies and procedures based on court rulings and legislation and as directed by Senior Management.
  • Other duties as assigned

Your minimum qualifications include:

  • A College Diploma in a law enforcement program or related discipline
  • Successful completion of the full-time Police Sciences/Police Foundations program
  • 5-7 years’ experience in the enforcement of by-laws in: Parking control, property standards, zoning, licensing and other regulatory by-laws
  • Successful completion of Supervisory or Management courses
  • Valid Ontario Class “G” Driver’s License (and use of a reliable vehicle for inspection purposes)
  • Supervisory experience in an enforcement environment
  • Experience in court prosecutions and providing evidence in enforcement matters (parking in particular).
  • Experience in the preparation of court briefs, summons and other related court documents
  • Experience in the enforcement of provincial legislations
  • Working knowledge of the Provincial Offences Act
  • Extensive knowledge of the parking issuing processes
  • Knowledge of the court system and protocols
  • Knowledge of parking by-laws and enforcement techniques
  • Experience writing reports for the Committee of the Whole, Council and Senior Management
  • Sound knowledge and experience in Microsoft Office products (Word, Excel, PowerPoint) and Parking Enforcement Programs
  • Able to work evening and weekend shifts and attend Council and Public meetings in the evening

SALARY: $69,897. – $79,448.
