The Board of Sully County Commissioners held their regular scheduled mtg on Tues, December5,2017. ChmnJerry Richards called the mtg to order. Other members present:Bill Floyd, Joe Fanger, Michael-John Olivier & Greg Yackley.

LEGAL ISSUES: States Attny Sovell discussed legal issues with the Bd.

2018 WAGE RESOLUTION: Motion by Yackley, second by Olivier to approve resolution. Unanimous vote aye.

2018 Wage Resolution

BE IT RESOLVED that the Sully County Board of Commissioners adopt the following wage and policy scale for Sully County Employees to be effective the first paycheck of 2018. This Resolution, when adopted, will nullify all previous wage scales.

All full-time employees are eligible for longevity pay which will vary based on years of service. Longevity pay is approved by County Commission Board and is a part of the adopted Sully County personnel handbook.

All wage scales are subject to amendment and change by the Board of County Commissioners at any time upon proper resolution.

Commissioner Yackley moved to adopt the resolution and Commissioner Olivier seconded the motion.

ELECTION SOFTWARE AGREEMENT: Motion by Olivier, second by Richards to approve agreement with BPro for election software. Unanimous vote aye.

2018 SDSU EXTENSION MEMORANDUM: Motion by Floyd, second by Fanger to approve the Memorandum of Understanding for 2018. Unanimous vote aye.

TAX REPAYMENT: Treas Paxton informed Bd that Dorene Newling’s delinquent property taxes have been paid in full.

FIREWALL: Treas Paxton requested permission to update the courthouse server firewall. Price of updated firewall with 3 yrs paid upfront is $1874.97. Firewall is shared by 8 depts so cost to each is $234.38. Motion by Floyd, second by Olivier to approve update. Unanimous vote aye.

TREAS PURCHASE REQUEST: Treas Paxton requested permission to purchase shelving for the treasurer’s sub-vault. Cost is $2550 through A&B which includes installation. Motion by Floyd, second by Yackley to approve purchase with ½ being paid this year and ½ in 2018. Unanimous vote aye.

GIS PURCHASE REQUEST: GIS Dir Schmahl requested permission to order the storage unit that is in her 2018 budget. It will take 6 to 8 wks for delivery. Motion by Olivier, second by Fanger to approve purchase. Unanimous vote aye. Schmahl also discussed purchase of budgeted television for commissioners’ room to be used for presentations. Motion by Fanger, second by Richards to authorize Schmahl to make purchase with cost between $600-$1000. Motion carried 4-1 with Yackley voting nay.

EXECUTIVE SESSION: Motion by Yackley, second by Olivier to go into Executive Session SDCL 1-25-2(1). Unanimous vote aye. Motion by Fanger, second by Floyd to come out of Executive Session SDCL 1-25-2(1). Unanimous vote aye.

SDDOT BRIDGE IMPROVEMENT GRANT: Motion by Floyd, second by Richards to approve grant documents & authorize Chmn Richards to sign documents. Unanimous vote aye.

HWY DEPT: Hwy Supt Schall discussed various hwy items with Bd. Next deadline for FLAP grant is May 8, 2018. Hwy Dept will work with CSDED on application for Little Bend Road. Hwy Safety Manual was reviewed.

LOAD LIMIT RESTRICTIONS: Motion to approve posting of Load Limit Restrictions on Bridge 60-267-000 on 172nd St west of Agar by Olivier, second by Fanger. Unanimous vote aye. Motion to approve posting of Load Limit Restrictions on Bridge 60-281-000 on 172nd St west of Agar by Yackley, second by Olivier. Unanimous vote aye.

2015-16 AUDIT REVIEW: State Auditor Terry Zell met with Bd to go over 2015-2016 audit.

DEPUTY: Deputy Mayou introduced herself to the Bd.

EXECUTIVE SESSION: Motion by Olivier, second by Fanger to go into Executive Session SDCL 1-25-2(1). Unanimous vote aye. Motion by Fanger, second by Olivier to come out of Executive Session SDCL 1-25-2(1). Unanimous vote aye.

OAHE DISTRICT MTG: Aud Lamb informed Bd that Oahe District mtg will be held at the Hand Co Courthouse on Tues, Dec 12that 12:30 pm. County van will leave from courthouse at 11:15 am.

TAX LEVY: Aud Lamb informed Bd that the Tax Levy for ABO opt out has been decreased from .104 to .101.

HOLIDAY PAY: DOE Rausch will receive pay for county holidays while on leave without pay.

JAIL AGREEMENTS: Motion by Yackley, second by Olivier to approve Walworth County Jail agreement. Unanimous vote aye. Motion by Floyd, second by Olivier to approve Hughes County Jail agreement. Unanimous vote aye.

COMPLETION CERTIFICATE: Motion by Yackley, second by Olivier to have Chmn Richards sign the Final Completion Certificate from Johnson Controls. Unanimous vote aye.

EXECUTIVE SESSION: Motion by Floyd, second by Olivier to go into Executive Session SDCL 1-25-2(1). Unanimous vote aye. Motion by Fanger, second by Olivier to come out of Executive Session SDCL 1-25-2(1). Unanimous vote aye.

MINUTES: Motion to approve the minutes from the Nov 7thby Olivier, second by Richards. Unanimous vote aye.

FUEL QUOTES: Fuel quotes for Dec were sent out to Lamb’s Chevrolet, Stewart & Daughters & Sovell Oil with Sovell Oil being the only quote received. Bd approved Sovell Oil quote of unleaded fuel-2.49; diesel #1-2.45; diesel #2-2.19. A monthly inventory listing was also reviewed of fuel used by the Co in the month of November

EXECUTIVE SESSION: Motion by Olivier, second by Yackley to go into Executive Session SDCL 1-25-2(1). Unanimous vote aye. Motion by Olivier, second by Fanger to come out of Executive Session SDCL 1-25-2(1). Unanimous vote aye.

CUSTODIAN: Motion by Fanger, second by Yackley to terminate Sheila Ring effective January 31, 2018. Unanimous vote aye. Further discussion with Ring resulted in Ring requesting that the Commission consider termination immediately. Motion to rescind previous motion by Yackley, second by Richards. Unanimous vote aye. Motion by Olivier, second by Floyd to terminate Sheila Ring effective immediately. Unanimous vote aye.

PURCHASE REQUEST: Deputy Olson requested permission to purchase a body camera & link for himself out of the EMS budget & to purchase a body camera for Sheriff Stahl out of the Sheriff’s Dept budget. Motion to approve purchase by Floyd, second by Yackley. Unanimous vote aye.
