Registration of South Africans living abroad for the 2014 Elections
11 February 2014
President Jacob Zuma announced 7 May 2014 as the election date, but he has not yet proclaimed the date (published in the Government Gazette), which means the Voters’ Roll is still open.
Applications for voter registration in Namibia will continue to take place at the South African High Commission in Windhoek by appointment only until the date of the official proclamation of the election by the President. As the cut-off date for out of country voter registration was set for 7 February 2014, applicants are cautioned that the Electoral Commission cannot guarantee that their names will be included on the 2014 Election Voters’ Roll.
The High Commission is located on the corner of Nelson Mandela Ave and Jan Jonker Street in Klein Windhoek.
To be eligible to apply to register, a person must:
· Be a South African citizen;
· Be 16 years of age or older;
· Possess a valid green bar-coded identity document, a valid Temporary Identity Certificate (valid for 2 months) or Smart Card;
· Possess a valid South African passport; and
· Submit in person the application form, the identity document and a valid passport to a Special Registration Officer appointed by the Commission for that purpose.
If already registered (in South Africa or abroad) and on South Africa’s National Voters’ Roll, South Africans DO NOT have to re-register. They are encouraged to check their registration status online at www.elections.org.za.
If citizens are already registered and wish to vote abroad (e.g. in Namibia), an online VEC10 form (available on www.elections.org.za) needs to be completed. This form notifies the Electoral Commission (IEC) of their intention to vote abroad and indicates at which Embassy, High Commission or Consulate-General they will vote. The form will only be available once the election date has been proclaimed and must be completed within 15 days from the proclamation date.
