Your Opportunity

Influence the direction of the organisation through the National Disability Insurance Scheme (NDIS), shaping local services, customer care and leading a team to manage service delivery to people with disabilities, their families and carers. Key challenges will include supporting a cultural change that shifts service operations focus from compliance to person centred delivery; building and sustaining collaborative relationships with stakeholders that supports innovative, flexibleservice delivery; and strategically analysing outcome based performance data and applying this knowledge to inform the organisations transition into the NDIS.

Our Organisation

Eurella Community Services exists to provide the best practice, meaningful employment, residential and development services for children and adults of all ages with intellectual and other disabilities and to assist them to have their maximum possible quality of life and to develop their maximum potential.

The services Eurella offers are:

  • An Australian Disability Enterprise, formerly known as "Business Services" which is located in North Strathfield. This service provides supported employment for adults with disabilities.
  • A Day Program which is housed in the old school building which provides day activities for school leavers and those who are no longer able to work in a Business Service.
  • A Group Home which is located in Sydney's Inner West and provides supported accommodation for four adults.
  • An Early intervention Service - Karobran, which is also located in the old School building and provides services for children with disabilities before they go to school.

Your Team

Reporting the Committee of Management, the General Manager is responsible for the development and operations of:

  • Manager, Day Programs
  • Manager, Australian Disability enterprise
  • Manager, Residential Support Service
  • Manager, Karoban (Early Intervention)
  • Administrative Manager

Each operational team has team leaders, support staff and volunteers who support the delivery of service within a quality framework for all people with a disability, their families and carers.

Your Organisational Relationships

Internal:

  • Reports to: Chairman of the Committee of Management
  • Supervises: Managers within service delivery streams, and Administrative staff.
  • Provides tasking to: Team Leaders, Play Therapy Assistant, and support staff (including volunteers)
  • Consults with: service users, their families and carers

External:

  • Family and Community Services NSW (Ageing Disability and Home Care)
  • The National Disability Insurance Agency
  • Department of Social Services
  • Other like minded service providers and consultants
  • Community stakeholders

Your Role within the Organisation

The position of General Manager provides leadership and focus for the organisation and ensures that its primary purpose is to improve the quality of life for adults and children with a disability and their families.

The General Manager has overall responsibility for the provision of existing programs within budget and the development of new programs and services, including locating new funding sources and business opportunities, whilst successfully transitioning the organisation into the National Disability Insurance Scheme, and ensuring continued financial viability of the organisation.

Key Performance Indicators include:

  • Meeting of strategic and business goals as set by the Committee of Management
  • The provision of quality services within budget
  • Adherence to all legislative requirements
  • Effective relationships with external organisations
  • Consumer satisfaction outcomes

Your Key Responsibilities

1)Administrative Management

a)Ensures that effective systems are in place for the efficient administrative function of the organisation, through provision of support and direction to the Administrative Manager.

b)Ensure systems and processes are in place to maintain quality standards; continuous improvement; resources management; risk assessments and strategies for managing organisational risk.

c)Ensure adequate internal controls are maintained at all times throughout all levels of the organisation.

2)Financial Management

a)Oversee the development of an annual budget for the organisation as a whole, and individual budgets for each service area for approval by the Committee of Management.

b)Monitor income and expenditure closely, especially with funding changes through NDIS, ensuring that service managers operate within their budgets and overall viability of services and organisation is maintained.

c)Ensure Eurella’s financial policies and procedures are maintained; including provision of salaries and wages in accordance with relevant awards and other legislation.

d)Ensure all fundraising events comply with relevant legislation.

e)Oversee the preparation of an Annual Audit and other financial reporting requirements.

3)Human Resource Management and Staff Development

a)Ensure all relevant policies and procedures, with statutoryrequirements included, are adhered to for themanagement of staff and employees with disabilities.

b)Ensure adherence to a system of performance review and development.

c)Staff recruitment consistent with equal employment and diversity principles.

d)Ensure the organisation meets its Work Health and Safety responsibilities in line with legislation.

4)Service Operation and Quality Management

a)Oversee the provision of high quality programs and services delivered to meet individual needs of the program participants, and requirements of the NDIS.

b)Oversee the development and review of program policies and procedures.

c)Ensure systems are in place for customer satisfaction, continuous improvement and internal audits.

d)Adhere to governance agreements and processes including staff reviews, supervision, team development and quality meetings.

e)Resolution of program issues and complaints.

f)Maintaining effective relationships with funding bodies, other service providers, and key stakeholders internal and external.

5)Business Planning and Development

a)Ensure the implementation of strategic directions for the organisation, as determined by the Committee of Management.

b)Development of an annual business and marketing plan in conjunction with Managers; and the identification of new business opportunities. Including the preparation of tenders, expressions of interest and fund raising proposals.

c)Development of collaborative projects and partnerships with other organisations.

d)Monitoring the achievement of sales and service budget targets.

6)Corporate Governance

a)Support the Committee of Management to make strategic decisions and provide leadership for the organisation through the preparation and distribution of comprehensive financial and management reports; and provision of specialist advice in a timely manner; and ensurecompliance with the Associations Incorporation Act and act as a Public Officer for the organisation

  1. Tertiary qualifications in a related discipline and/or equivalent knowledge, skills and experience withdemonstrated commitment to ongoing professional development.
  2. National Criminal History Record Check in accordance with the Disability Inclusion Act 2014.
  1. Working with Children Check clearance in accordance with the Child Protection (Working with Children)Act 2012.Ability to sets own priorities and those of any staffsupervised.
  1. Ability maintains independence to develop a suitable approach in managing a organisational delivery, allocating resources,determining the conceptual framework towards projects and development of strategic plans.
