PURPOSE

The school attaches the greatest importance to health, safety and welfare of its employees and students, and wishes to encourage all staff and students to work together particularly to achieve safe and healthy working conditions both for in-school and extra-curricular activities. The school also recognises the need to raise the health and safety awareness in areas where pupils may find themselves eg. work experience, residential centres, and to protect visitors and the general public attending premises or undertakings.

To achieve this, the school has delegated to senior staff in the school the duty to establish a mechanism for the organisation of health and safety procedures and ensuring all staff are aware of their legal obligations and responsibilities under the Health and Safety at Work Act 1974.

The school's policy should be read in conjunction with that of the Local Education Authority - the Health and Safety Information Manual produced in February 2014 and subsequent updates.

The School Safety Policy is a means whereby:

(i)the Governing Body acknowledges its extensive role and responsibilities in the local management of the school;

(ii)the Governing Body and the senior school management express their commitment to a high standard of safety, for both pupils and staff;

(iii)the staff and management organisation is clearly set out and the delegation of tasks and responsibilities required for the effective management of health and safety is clearly identified;

(iv)co-ordinator required to fulfil key tasks or oversee the implementation of particular pieces of legislation once identified;

(v)the LEA Safety Policy is adopted and, where relevant, additional specific details as to the safety arrangements in force in the school are set out. Where appropriate, key information is summarised, without reproducing unnecessary detail from the LEA Safety Policy.

(vi)information regarding the management of health and safety in the school is clearly set out for the attention of all staff, and for Safety Representatives, in a loose leaf format which can be continuously developed over a period of time, thereby gradually becoming a detailed and valuable resource;

(vii) safety standards and future objectives are identified;

(viii) key text books and other relevant texts which include adequate safety

information are adopted and listed for the purpose of statutory risk assessment

assessments;

(ix) arrangements are set out for:

-the systematic planning of health and safety objectives, and, when relevant, the inclusion of such objectives in the School Plan;

-the monitoring of progress towards those objectives;

-the continuous assessment of needs and priorities with regard to health and safety;

-the feeding back of this information into the planning process;

(x)a positive safety culture is fostered, in which all staff share the safety objectives identified by management, and in which all staff, at every level, contribute to the safety effort and strive to make continuous improvements;

(xi)the school demonstrates compliance with a wide range of very detailed safety legislation concerning standards, safe systems of work and systems of safety management;

(xii)via the LEA, good practice in the safety management of schools can be disseminated, to the benefit of all the schools.

(xiii)The Governing Body will work with the LEA to draw their attention to their duties as landlord as appropriate.

GUIDELINES AND RESPONSIBILITIES

In partnership with the LEA, the Governing Body recognises its responsibility to provide a safe and healthy environment for teaching and non-teaching staff, pupils, contractors and other visitors to the premises, and will take all reasonable practicable steps within its power to fulfil this responsibility. Such matters include:

a safe place of work, and a safe working environment;

safe plant and equipment;

safe systems of work;

safe access and egress to/from places of work;

the assessment of all significant risks associated with work processes, and the adoption of appropriate precautions;

the provision of adequate information, instruction, training and supervision;

adequate consultation with staff and their Safety Representatives on all matters relating to health and safety, and the fostering of a positive safety culture in the school;

keeping abreast of legislation by obtaining advice from the LEA and through persons competent in health and safety matters; a written system of safety management which includes:

-the identification of needs and objectives, in order of priority;

-the allocation of appropriate funds;

-the integration of health and safety planning with the School Development Plan;

-the regular monitoring of progress, and of safety performance, to be used in the planning process;

an annual review of the safety policy

the inclusion of health and safety on the agenda of Governing Body meetings, at least annually.

a written statement to all employees outlining respective obligations

Headteacher

In a managerial role, the Headteacher is responsible for ensuring that the LEA Health & Safety Policies are adhered to within the school and in co-operation with the Director of Education and his officers in order that he may discharge his responsibility as outlined in section D1 of that document and fulfil the duties of the County Council, as an employer, as laid down by the Health and Safety at Work Act.

In particular the Headteacher (or his nominated deputy the School Business Manager) is responsible in so far as it is practicable for :

aensuring that all full and part time employees carry out their work so as to avoid, so far as is reasonably practicable, risk to the health and safety of employees, pupils or member of the general public.

bensuring that all staff are aware of any instructions issued by the Director of Children’s Services relating to Health and Safety.

censuring that all staff are aware of all Health and Safety literature issued or endorsed by the Director of Children’s Services.

d where appropriate, nominating staff to be responsible for specific aspects of Health and Safety and ensuring that all staff are aware of such delegations.

eensuring that only appropriately qualified and experienced staff supervise potentially hazardous activities.

fensuring that there are adequate arrangements for the supervision of pupils at

appropriate time.

gensuring that adequate arrangements exist for the reporting of accidents and potential hazards and that such reports are forwarded to County Hall..

hensuring that adequate arrangements exist for emergency evacuations and that all staff and pupils are aware of such arrangements.

iensuring that fire safety advice forwarded by the Local Authority, or by the

CountyFire Brigade, is adhered to, and that reasonable precautions are taken by staff to minimise the risk of fire.

jimmediately informing the Director of Children’s Services of any unsafe practise or condition arising from the work of a contractor on the site, which may endanger the health and safety of staff, pupils or members of the general public and for taking reasonable steps to ensure their safety.

kensuring that all defects and unsafe conditions are reported to the Director of

Children’s Services

linforming school safety representatives on all matters which arise relating to the health, safety or welfare of staff under their control..

mreceiving reports from safety representatives and informing the Director of Education of all matters which are beyond their resources to remedy.

naffording reasonable facilities for safety representatives in order that they may fulfil their functions in accordance with the Safety Representatives and Safety Committee Regulations 1977.

Leadership Team

To support Heads of Department in the school in maintaining high standards of health and safety practice, and to have delegated to them the following specific responsibilities from the headteacher.

School Business Manager

The headteacher delegates responsibility for the co-ordination of Health & Safety to the School Business Manager including Educational Visits.

EVOLVE (Scools Educational Visits Management Programme) is managed by the School Business Manager. Web. All educational visits need to be completed via this system, the Schools Business Manager is the EVC therefore will check all applications and forward to the Headteacher for final approval.

Heads of Department/Year/Finance and Administration Manager

The Health and Safety at Work Act requires Heads of Department/Year to accept responsibility for the safety of processes under their direct control and in order to achieve this they are responsible to the School Business Manager, insofar as is reasonable practicable for

(a)ensuring that all staff are aware of any safety precautions to be taken when undertaking potentially hazardous procedures.

(b)ensuring that the curriculum of the department/year includes instructions in correct and safe methods when carrying out potentially hazardous procedures.

(c)ensuring that the curriculum of the department does not involve staff and pupils in procedures likely to cause accidents.

(d)ensuring that all equipment and machines known to need repair are not used until necessary repairs are carried out.

(e)ensuring that all relevant aspects of Safety Policy are adhered to by all staff under his/her control.

(f)reporting all potential hazards to health and safety and all accidents to the Headteacher.

School Site Manager

The site manager is responsible for reporting defects to the building or their equipment, and any other relevant matter to the School Business Manager, and for reporting accidents direct to the School Business Manager.

He is also responsible for ensuring that the rest of of te Site Management Team and community key holders know of their delegated responsibilities.

He should also check that contractors working on the site follow safe practices, and should report such incidents directly to the School Business Manager. General day to day supervision of safety of sites also includes checking appropriate fire procedures are followed and checked.

Technical Manager

In respect of laboratory and workshop technical staff, the Senior Technician is responsible for

(a)ensuring that the laboratory or workshop staff are aware of any safety precautions to be observed when undertaking potentially hazardous procedures.

(b)ensuring that only appropriately trained staff use potentially hazardous equipment or machinery.

(c)ensuring that appropriate protective clothing is worn by technical staff.

(d)reporting accidents to the Headteacher or School Business Manager and ensuring appropriate accident forms are completed.

(e)reporting any faulty equipment or machinery or potential safety hazards to the Head of Department.

All Staff

Section 7 of the Health and Safety at Work Act places duties on all staff to take reasonable care for health and safety of themselves and of other persons who might be affected by their acts or omissions at work, and to co-operate with the employer and his/her representatives so far as is necessary in order for the employer to fulfil the relevant statutory provisions.

Section 8 of the above act makes it an offence to "recklessly interfere with, or misuse anything provided in the interest of health, safety or welfare in pursuance of any relevant statutory provisions".

All staff are therefore responsible for observing all health and safety instructions, observing safety rules of specific equipment/machinery, reporting accidents using official procedures and reporting health and safety hazards and all potential hazards.

HEALTH & SAFETY POLICY STATEMENT

The Health & Safety at Work Act 1974 and the more recent E.E.C. Regulations/Approved Code of Practice (1993) impose a statutory duty on employers to ensure, in so far as is reasonable and practicable, the health and safety of their employees whilst at work. This duty also extends to others who may be affected by that work.

Employees also have a statutory duty to take care of themselves and others who may be affected by their acts or omissions.

To enable these duties to be carried out, it is our intention to ensure that responsibilities for health and safety matters are effectively assigned, accepted and fulfilled within our organisational structure.

1. We will, so far as is reasonably practicable, ensure that :

  • adequate resources are provided to ensure that proper provision for health and safety
  • risk assessments are carried out and periodically reviewed
  • systems of work are provided and maintained that are safe and without risks to health
  • arrangements for use, handling, storage and transport of articles and substances for use at work are safe and without risks to health.
  • all employees are provided with such information, instruction, training and supervision as is necessary to secure their safety and health at work and the safety of others who may be affected by their actions.
  • where appropriate, health surveillance will be provided to employees
  • the provision and maintenance of all plant, machinery and equipment is safe and without risk to health
  • we provide personal protective equipment where necessary
  • the working environment of all employees is safe and without risks to health and that adequate provision is made with regard to the facilities and arrangements for their welfare at work.
  • the place of work is safe and that there is safe access to and egress from the workplace
  • safety is monitored and agreed standards maintained
  • we record and investigate accidents, cases of occupation ill health and incidents of violence at work
  • we promote joint consultation and employee involvement in health and safety at work

2. It is the duty of all employees at work :

  • to take reasonable care for the health and safety of themselves and other persons who may be affected by their acts or omissions at work and co-operate with us in fulfilling our statutory duties.
  • not to interfere with or misuse anything provided in the interests of health and safety

4. this Health and Safety Policy will be reviewed annually and updated when necessary. Communication of any such changes will be made to all employees.

STRATEGY FOR IMPLEMENTATION OF HEALTH AND SAFETY POLICY
1.SAFETY MANAGEMENT TEAM

The school's safety management team is the School's Leadership Team - and a full meeting will take place once each term as a part of the business of the above group. The purpose of this will be
i)to direct and co-ordinate the necessary planning for health and safety
ii)to review, prioritise and direct the safety effect arising from
- plans submitted by departments, support teams etc
- reports concerning safety inspections, accident reports and other means of

monitoring performance

- new information received from County Council Consultants or enforcing

authorities

- information received from Staff Representative or committee
iii)to exchange information with the Safety Committee
iv)to keep the safety representative fully informed of matters of health and safety

and consult with him/her regarding any new proposals
v)to audit all parts of the safety management system on an ongoing basis.
2.SAFETY COMMITTEE
The purpose of this group is
i)to consult staff, and, in particular the safety representative, in general or in a

more structured way, on any matter relating to health and safety.
ii)to foster the development of a positive safety attitude.
