Computers for Rumania

The Rumanian situation

When the reign of the Rumanian dictator Ceauscescu was at an end, the country was left in poverty. There was shortage of just about anything, and the shops and stores were empty. Even if people did have money, there was nothing to buy except on the black market. From Western Europe aid was started, sending food supplies and clothing.

Now things have changed for the better, shops are filled, roads are mended, telephone connections are better and there are now a sufficient number of petrol stations. So now the country becomes more interesting for foreign investors.

But the country is not by a long shot in the clear. Wages are very low, poverty is immense and the governments treasury is empty. This has a horrific effect on the ill and needy. They have to survive on no more than 10 euro a month; that is if the benefit arrives at all!!

These changes also have an effect on foreign help. Large scale food aid, and clothing are no longer necessary. Instead there is the necessity to help the economy by creating business opportunities.

For instance a sewing machine can be the start of a small scale clothing manufacturer. Also there is a great need for computers, which will make a lot of work much simpler, think of the benefits of desktop publishing over using a typewriter, or doing administrative work by hand compared to using a computer.

Technical aid for Rumania

Technical aid is an international organization founded in Birmingham in 2001. We are committed to helping developing countries achieve economic growth by stimulating small businesses. We now have branches in several European countries including Holland, and our now engaged in a new “Technical aid for Rumania” campaign.

We appreciate that you have enlisted as volunteers for our “Technical aid for Rumania” program. Our plea to companies to send us computers they are replacing have proved very successful. Now it is your task to make sure we are sending computers that are suited to Rumanian needs.

We are allowed to put windows 98 on the computers. However this is an “End of life” product. Therefore there should also be room for Linux, which is much cheaper and therefore more suitable to Rumanian needs.

Also we know some companies in Rumania have old computers based on Dos. They may need some time to adjust to Windows or Linux, so the computers should be ready for their old programs as well, possibly in a network with older computers. A separate partition for data is always considered a safe system and is therefore also needed. The computers naturally need to be cleaned, the components registered, and checked for malfunctions.

Technical aid for Rumania Would also very much appreciate the following documents, in order to make our work lighter and more professional in future, and as an extra aid to the Rumanian users:

·  A list of computer components with technical data

·  A technical drawing of how of the components and wires are assembled on the motherboard, scale 1 : 0.5

·  A disassemble manual

·  An assemble manual

·  A test manual

The Manuals should when appropriate refer to the technical drawing.

We ask our volunteers to team up with someone, and start by writing a proper action plan in which you explain what, why, and how you are going to work on this project. Please do not forget to make a list of things you need to find out. What do you need to do, and are there things you need to learn in order to do this. It would be best if you find problems before they arise, so you can find the information you need in advance.

To Rumania

When the computers will be finally ready, they will be transported to Bucharest (Rumania) for final use. Transport company “Hands On The Wheel” is willing to take on the job. They are able to provide for one lorry with two drivers. However, the price of the transport needs to be kept to a minimum.

The costs can be divided in:

·  Fuel

·  Wages

·  Extra road taxes

·  Possible import duties

Some of the costs are already known. They are:

·  Fuel consumption: 1 to 2,8

·  Seize of the fuel tank: 600 litre

·  Wages 12 euro per hour

·  Drivers expenses 40 euro a day

·  Speed limit The Netherlands: 80 km/h.

·  Maximum number of hours for a lorry allowed to drive: 16

Other necessary figures need to be found on the internet.

Assignment

Make a clear quotation for the transport of the computers to Bucharest. Find the cheapest way of getting the computers there. Also describe 2 alternative routes.
