The Regular Meeting of the St. Ignace City Council was held on Monday, June 15, 2015,

in the Council Chambers at City Hall.

The meeting was called to order at 7:00 p.m. by Mayor Grondin with the Pledge of Allegiance.

At this time, Mayor Grondin formally welcomed Ed Reavie and family to the Council meeting.

Councilmember Wyse gave the invocation.

Present: Councilmembers Clapperton, Fullerton, Mayor Pro-Tem LaLonde, Councilmembers Paquin, Tremble, Wyse, Mayor Grondin.

Absent: None.

Staff Present: Les Therrian, City Manager; Renee Vonderwerth, City Clerk/Treasurer; Deb Evashevski, DDA Director; Mark Wilk, Police Chief.

Public Comment:

Police Chief Wilk, on behalf of the ambulance service, stated that the Cheboygan Plus Membership mailing has gone out, adding if someone has not received it to contact him at

City Hall.

Consideration of minutes:

Corrections of minutes for the Council Meeting of June 1, 2015.

None.

Council Meeting minutes of June 1, 2015, were approved as written.

Additions to the Agenda:

Police Chief Wilk – Police Officer Position.

1. MAYORAL PROCLAMATION:

At this time, Mayor Grondin issued the following proclamation.

Proclamation

Whereas, Edward K. Reavie is celebrating his 40th Anniversary of the St. Ignace Antique Auto Show; and

Whereas, in late 1975 a group of businessmen including St. Ignace lifetime resident, Ed Reavie met to discuss ideas for the upcoming Bi-Centennial; and

Whereas, Ed Reavie being a car enthusiast suggested the idea of an Antique Car Show; and

Whereas, based on the success of the first show, Ed Reavie quickly made it an annual event; and

Whereas, within three years, cars registered numbering 425 bringing 25,000 people into St. Ignace; and

Whereas, by the 1980’s the show grew in popularity attracting notable stars of film and television including Cindy Williams, Donnie Most, and Anson Williams from “Happy Days” fame, Bo Hopkins, Candy Clark, and Paul LeMat from “American Graffiti”, John Schneider from “Dukes of Hazard”, complete with General Lee to name a few; and

Whereas, in 1995 the now “Richard Crane Memorial Truck Show” and in 1996 the annual “Antiques on the Bay” through Ed Reavie vision were born giving more notoriety to the City of St. Ignace; and

Whereas, the show caught the attention of National Media and was previewed in “Hot Rod” and “Rod and Custom” magazines; and

Whereas, Ed Reavie has been honored nationally in multiple halls of fame and is included in the “Who’s Who Automotive Worldwide Directory”; and

Whereas, Ed Reavie was able to document his journey in the book he wrote titled “St. Ignace Car Culture”; and

Therefore be it resolved, I, Paul C. Grondin Mayor of the City of

St. Ignace, Michigan honor Mr. Edward K. Reavie on this 15th day of June 2015, and designate the last Saturday in June as “Edward K. Reavie Appreciation Day”, in perpetuity and further wish Mr. Reavie well in the future.

2. AUDIT REPORT:

City Manager Therrian introduced Ken Talsma from Anderson, Tackman and Co, who reviewed the 2014 Audit report with Council. Council thanked Mr. Talsma for the ease of understanding

regarding the Audit, and also thanked the administration and staff for a job well done.

It was moved by Mayor Grondin, seconded by Councilmember Wyse to accept the 2014 Audit report and place it on file. Motion carried unanimously.

3. MACKINAC STRAITS HOSPITAL BOARD APPOINTMENT:

At this time, Mayor Grondin appointed Mary Maurer to the Mackinac Straits Hospital Board and requested Council’s approval.

It was moved by Mayor Pro-Tem LaLonde, seconded by Councilmember Wyse to approve the appointment of Mary Maurer to the Mackinac Straits Hospital Board. Motion carried unanimously.

4. PAINT THE TOWN PURPLE PROCLAMATION:

At this time, Mayor Grondin issued the following proclamation.

PAINT THE TOWN PURPLE

WHEREAS, Paint the Town Purple is an activity of the American Cancer Society that promotes cancer awareness and gives individuals and communities an opportunity to fight back against the cancer; and

WHEREAS, money raised during Paint the Town Purple supports the American Cancer society’s mission of saving lives by helping people stay well and get well, by finding cures, and by fighting back; and

WHEREAS, the American Cancer Society funded more than $177.5 million in cancer research last year through money raised in communities across the United States; and

THEREFORE, BE IT PROCLAIMED, I, Paul C. Grondin Mayor of the City of St. Ignace on behalf of the St. Ignace City Council proclaim July 10, 2015 through July 17, 2015 as “Paint the Town Purple Days.”

5. CDBG PROJECT BIDS:

City Manager Therrian informed Council that two bids were received for the CDBG project and were opened and reviewed by c2ae on June 9, 2015. He stated that Maverick Construction of St. Ignace had the low bid and requested Council’s approval to accept the low bid from Maverick Construction. Authorization to sign the Notice of Award was also requested.

It was moved by Councilmember Fullerton, seconded by Councilmember Clapperton to approve the low bid from Maverick Construction and authorize the City Manager to sign the Notice of Award. Motion carried unanimously.

6. PUBLIC HEARING ORDINANCE #516 Amendments to Sec. 34-54/55/156:

It was moved by Mayor Pro-Tem LaLonde, seconded by Councilmember Clapperton to open the Public Hearing. Motion carried unanimously.

After considerable discussion, it was moved by Councilmember Wyse, seconded by Mayor

Pro-Tem LaLonde to close the Public Hearing. Motion carried unanimously.

At this time, it was moved by Mayor Grondin, seconded by Councilmember Fullerton to hold

another Public Hearing on the amendments to Ordinance #516 at the next Council Meeting

on July 6, 2015. Motion carried unanimously.

7. ADOPTION OF ORDINANCE #516

Postponed until the next meeting.

Additions to the Agenda:

Police Chief Wilk - Police Officer position.

Police Chief Wilk updated Council on the status of the hiring of a Police Officer, informing them that interviews are done. Additionally, he informed Council that part-time Officer,

John Cottonham, has accepted a full time-position with the Mackinac County Sheriff Department, and will remain working part-time for the City until July 12, 2015.

At this time, Police Chief Wilk requested Council’s permission to fill the part-time position.

It was moved by Mayor Grondin, seconded by Councilmember Tremble, to authorize

Police Chief Wilk to proceed with filling the part-time position. Motion carried unanimously.

Consideration of Bills:

Mayor Pro-Tem LaLonde inquired about the invoice from Catherine R Cole, regarding the CDBG project. City Manager Therrian stated that she is the Grant Administrator required under

the Urgent Need Agreement and part of our local share expense.

Mayor Pro-Tem LaLonde also inquired on the invoice from Maxwell Medals dated March 11, 2015. City Clerk Vonderwerth stated that it would be looked into.
