THE REGULAR MEETING OF THE EMERSON BOARD OF HEALTH WAS

HELD ON OCTOBER 12, 2017 AT 7:30 P.M. IN THE COUNCIL CHAMBER OF

THEBOROUGH HALL.

These Minutes have not been formally approved by the Emerson Board of Health and are

subject to change or modification at the next regular meeting at which time they will be

adopted.

Roll Call: Elaine Rizzo, Nicole Argenzia, Cindy Bischoff, and Linda Lahey. Also present

was AngelaMusella,Health Officer, Public Health Nurse Kay Hodges, and

Peggy Di Lello, Health Assistant.

Absentee: Susan Gibbons

The health assistant notified Board of Health members that in case of a fire follow the Fire

Exit sign above the door and exit calmly.

The Board of Health meeting was called to order at 7:33 p.m. by Board of Health President Elaine Rizzo.

Motion by Nicole Argenzia, Seconded by Cindy Bischoff,that the Board of Health Minutes of

September 14, 2017be approved as written.

The Finance, Vital Statistics and Dog Licensing report forSeptemberwas accepted as submitted.

Northwest Bergen Regional Health Commission Activity Report for September was accepted as submitted.

The Health Officer and Health Inspector attended the Take the Lead on Lead” conference by the New Jersey Department of Health. The conference explained new lead regulations, as well as other topics leading to lead poisoning.

All food establishments for the month of September received a Satisfactory rating.

The health department received a complaint from a resident that overgrown debris, including poison ivy, is coming through her fence. Health Inspector observed poison ivy and went to the neighbor’s home. No one wasthere, and a violation notice was posted. The landscaper sprayed and killed a few leaves. A summons will be signed. Complaint investigationis in process.

A customer’s child was denied access to the restroom at Dairy Queen. The customer asked if the

the establishment is required to allow patrons to use the bathroom. Health Officer Angela Musella advised there is no Health Codethat requires Dairy Queen to have restrooms for the public. Under Chapter 24 (Retail Food Establishment Code,) all NEW establishments must have

bathroom facilities for the public.

The Veteran’s Hospital reported a person came from the Armenian Home with a rash that could possibly be scabies. Health Officer Angela Musella spoke with the Director of Nursing and

Infection Control, who noted that the rash was diagnosed as dermatitis. No additional rashes were detected in patients or the staff. The health officer instructed the Director to monitor for rash-like illness in patients and staff and, if identified, they are to be reported to her.

The Public Health Nurse’s Report for September was accepted as submitted. One new client attended the public health screening.

Thirty-Eight (38) residents were vaccinated at Emerson’s Flu Clinic on October 11, 2017.

Emerson’s Rabies Clinic will be held at the DPW Garage on Saturday, November 4, between 11:00 a.m. to 12:00 p.m.

Council Liaison's Verbal Report for September.

Council liaison notified the Board of Health President that the PTA is hosting a trunk or treat dance party in late October, which will include pizza and if food is involved, the PTA individual must obtain a temporary license application, fill it out, and pay the fee. The President of the PTA was contacted and said no food would be given out. Therefore, they do not need to do anything.

There is no Old Business to discuss.

NEW BUSINESS:

a. Child Health Conference (CHC).

The 2018 Child Health Conference agreement between Hillsdale and Emerson was received

by the health department. The annual fee is $125.00 and shall be paid in January of each

contractual year. A fee of $35.00 for each visit shall be agreed upon by Emerson and

Hillsdale boards of health. Health assistant will contact Hillsdale Board of Health President

to inquire how many Emerson residents have attended the Child Health Conference thus far.

Elaine Rizzo asked the Boardof Health members if they would like to stay with Hillsdale,

or contract with another town.

Motion by Nicole Argenzia, Seconded by Cindy Bischoff, that Emerson Board of Health

contract with Hillsdale Board of Health for the 2018 Child Health Conference.

b. Registrar Services

A Contract for Registrar Services from October 1, 2017 through December 31, 2017 between

Emerson Board of Health and Northwest Bergen Regional Health Commission was developed.

The Board of Health members will decide at their meeting of November 9, 2017 whether

NWBRHC will be furnishing services for the year 2018.

Health Officer Angela Musellasuggested that the Borough of Emerson website be updated with useful information and NWBRHC links that would be readilyaccessible.

Motion by Nicole Argenzia, Seconded by Cindy Bischoff, that the Board of Health meeting be adjourned at 8:47 p.m.
